EAST LINE OF FOURTH STREET; FIRST STREET FROM THE SOUTH LINE OF LAUREL AVENUE TO THE NORTH LINE OF SOUTH STREET: ANGELINA STREET FROM THE WEST LINE OF THIRD STREET TO THE EAST LINE OF FOURTH STREET, TO THE EXTENT AND UNDER THE CONDITIONS STATED. 14,-HEREAS, the City Commission of the City of Beaumont deems it necessary that South Street from the west line of the T. & N. 0. Railroad Hight -of -Way to the east line of Fourth Street; First Street from the south line of Laurel Avenue to the north line of South Street; and Angelina Street from the west line of Third Street to the east line of Fourth Street be paved. NOW, THEREFORE BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BEAUMONT: That all the portions of the above mentioned streets be paved together with the necessary and incidental sewers; that the material to be used in the paving of said streets shall be one of the following, to -wit: one (1) course six inch (611) re- inforced .concrete, and sewers to be constructed in conformity with plans and specifications to be hereafter determined by the City Commission in accordance with law; that said improvements may,.at the election of the City Commission, be constructed from different material. That the owner or owners of lot, lots, or parts of lots, blocks, or tracts of land, when not divided into lots or blocks, fronting or abutting upon said streets, shall pay two-thirds (2/3) of the cost of such improvements, except as herein other- wise provided, according to the frontage or front foot rule, which shall be in proportion as the frontage of the property of each owner is to the whole frontage abutting said portions of said streets, unless determined otherwise at the hearing to be here after called pursuant to law; that the City of Beaumont shall pay for the paving of all street intersections and for one- third (1/3) of the cost of paving the balance of said portions of said streets.
