JAMES_BOULEVARD IN .A.SOUTINIESTERLY DIRECTION.TO THE CITY LIMITS,.ON COLLEGE STREET - FROM.ITS.INTERSECTION WITH THE ELEVENTH STREET ROAD.IN A WESTERLY.DIRECTION TO THE CITY_LIMITS, ON CALDER AVENUE - _ FROM TTS ' INTERSECTION. WITH. LUCAS DRIVE. IN .A WESTERLY DIRECTION TO THE.CITY.LIMITS, ON THE ELEVENTH.STREET ROAD -..FROM ITS INTERSECTION..WITH HOOVER STREET_ IN PECAN. GROVE ADDITION OR THE ELEVENTH-STREET.ROAD CUTT-OFF IN.A NORTHERLY DIRECTION TO.THE CITY LIMITS;.,PRESCRIBING A_.PENALTY; REPEALING ALL CONFLICTING ORDINANCES OR.PARTS OF -ORDINANCES; AND PRO-. VIDING A_SEPARABILITY AND SAVINGS.CLAUSE. BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF BEAUMONT: Section 1 One-way Streets. It shall hereafter be unlawful for any person in charge of any motor or horse-drawn vehicle to drive same on any of the following described portions of the following named streets except in the direction specified, when signs indicating,the direc- tion of traffic are erected and maintained at every intersection =1- where movement in the opposite direction is.prohibited; Blanchette Street - From its intersection with Orleans Street, to its intersection with. Pearl Street, traffic to move in an easterly direction only. Bowie Street - From its intersection with Main Street to its intersection with Neches Street, traffic to move in a westerly direction only. Forsythe Street - From its intersection with Neches Street to its intersection with Main Street, traffic to move in an easterly direction only. Laurel .Avenue - From its intersection with Park and Willow Streets to its intersection with Orleans Street, traffic'to move in an easterly direction only. Orleans Street - From its intersection with Willow Street and Broadway to its intersection with Blanchette Street, traffic to move in a southerly direction only. Pearl Street - From its intersection with Blanchette meet to its intersection with Calder Avenue, traffic to move in a northerly direction only. The provisions of this Section shall be construed as estab- lishing what is commonly known as "one-way streets" on the streets named, and between the points described; and the purpose of said provisions is to make it unlawful to drive said vehicles into or upon said areas of said streets except and unless in the direction named, Car.i:i nn 2 Angular Parking Prohibited. The angular or head -in parking of any motor or horse-drawn vehicle whatsoever at any time or under any circumstances is prohibited in or along any of the following described portions of the following named streets; Blanchette Street - From its intersection with Orleans Street to its intersection with Pearl Street. ' Bowie Street - From its intersection with Main Street to its intersection with Neches Street./ Forsythe Street - From its intersection with Neches Street to its intersection with Main Street.. Laurel Avenue - From its intersection with Park and WilIow Streets to its intersection with Orleans Street. Orleans Street - From its intersection with Willow Street and Broadway to its intersection with Blanchette Street. Pearl Street - From its intersection with Blanchette Street to its intersection with Calder Avenue. -2- Section 3 It shall hereafter be unlawful for any person in charge of any motor or horse-drawn vehicle to allow said vehicle to remain standing or parked between the hours of eight (8) o'clock A. M., and six (6) o'clock P. M., for a longer period then one (1) hour on the following streets on any day of the week except Sunday; College Street - From its intersection with Neches Street to its intersection with Main Street, on both sides of the said College Street. Main Street - From its intersection with Forsythe Street to its intersection with College Street, on the west side of the said Main Street; This pro- vision not applying to the drive-in space at the rear of the City Hall provided for the use of vehicles belonging to the City of Beaumont, its officials, em- ployees, and service trucks, nor to service trucks properly parked in stalls provided for such trucks at said location and while delivering merchandise to and from the City Hall. Orleans ,Street - From its intersection with Wall Street to its intersection with College Street, on both sides of the said Orleans Street. Park Street - From its intersection with Forsythe Street to its intersection with College Street, on both sides of the said Park Street. Pearl Street - From its intersection with Wall Street to its intersection with College Street, on both sides of the said Pearl Street. Wall Street - From its intersection with Neches Street to its intersection with Main Street, on both sides of the said Wall Street. Section 4 Speed Restrictions. (a) It shall be unlawful for any person to operate or drive any motor or other vehicle within the corporate limits of the City at a greater rate of speed than thirty (30) miles per hour; pro- vided, that whenever the City Commission determines,upon the basis of an engineering and traffic investigation, that the maximum and prudent speed at any intersection or other portion of any public street, based upon the intersections, railway grade crossings, curves, hills, width and condition of pavement and other condi- tions upon such streets, and the usual traffic thereon, is greater or less than the speed limit hereinabove set forth, and when the City Commission, in pursuance of said determination, by ordinance -3- sets the speed limit at and on the said places designated in any such ordinance at a figure greater or less than the above mentioned thirty (30) miles per hour, the speed limit at and on such places designated in such ordinance shall be that pro- vided in such. ordinance. (b) No person shall drive a vehicle on the public streets within the corporate limits of the City at a speed greater than is reasonable and prudent under the conditions then existing, having regard to the actual and potential hazards when approach- ing and crossing an intersection or a railway grade crossing, when approaching and going around a curve, when approaching a- hillcrest, when traveling upon any narrow or winding roadway, or when a special hazard exists with respect to pedestrians or other traffic or by reason of weather or highway conditions; and speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance .on or entering any such public street, in compliance.with the legal requirements and the duty of all persons to use due care. (c) There are hereby created the following speed zones within the corporate limits of the City, and the speed limit designated for each of said speed zones is declared to be the maximum, reasonable and prudent speed limit therein; On the Port Arthur Highway - From the intersection of East Virginia Street in a southeasterly direc- tion to the City limits, the speed limit shall be forty-five (45) miles per hour. On the Fannett Road - From the intersection of St. James Boulevard in a southwesterly direction to the City limits, the speed limit shall be forty- five (45) miles per hour. On College Street - From the traffic circle at the intersection of the Eleventh Street Road in a wester- ly direction to the City -limits, the speed.limit shall be forty-five ( 45 ) miles per hour. On Calder Avenue - From its intersection with Lucas Drive in a westerly direction to the City limits, the speed limit shall be forty-five (45) miles per hour. _ On the Eleventh Street Road - From the intersection oT Hoover Street Ex ension at Pecan Grove Addition, otherwise mown as the Old Eleventh Street Road cut- off, in a northerly direction to the City Limits, the speed limit shall be forty-five _(_45) miles__ per hour® IM L The City Engineer is hereby authorized and directed to post signs at both ends of the zones created in sub -section (c) of this section, which signs shall reflect the speed limits of the respective zones. Section 5 Penalty. Any person, firm, association, partnership or corporation violating any of the terms hereof shall be deemed guilty of a misdemeanor, and upon conviction thereof at the Corporation Court of the City of Beaumont, shall be fined in any sum not to exceed One Hundred ($100.00) Dollars. Section 6 Separability and Savings Clause. If any section, sub- section, sentence, clause, phrase, or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such section, sub -section, sentence, clause, phrase, or portion shall be deemed a separate, distinct and independent provision and such holdings shall not affect the validity or constitutionality of the remaining portion thereof, it being hereby expressly declared that the remaining parts of this ordinance would have been ordained and passed had it been known that such part or parts thereof would be declared uncon- stitutional. Repealing Clause. All ordinances and/or parts of ordinances in conflict herewith are hereby expressly repealed; provided, how- ever, that in the event of such conflict this ordinance shall re- peal only such section or sections of such ordinances directly in conflict herewith., and shall not affect the remaining sections, which said remaining sections shall continue in full force and effect.
