Section ,2 The City Commission of the City of Beaumont shall appoint a Permit Re- viewing Board to be composed of three ' members all of whom shall be quali- fied voters' of the City of Beaumont and shall serve at the pleasure of the City Commission. The Buiding Inspec- tor may refer any application for a per- mit to the, Permit Reviewing Board when there is any doubt by- said In- spector as to, whether or not .said ap- plication shall be granted. In- the event of an application for a Permit is refused by the -Building Inspector the' ' applicant may appeal to `the Permit Reviewing Board and to his acipli- cation before., said Board. The. saiC Permit.Reviewing Board shall have thr , duthority'to pass upon any and all ap- plications for permits under the termr- hereof and the findings of said 13oara shall be final.
