B IT ORD 1 'D 13Y T -HE CITY COUNCIL OF TI1E CITY OF BEA71,10NT:
SECTION I.
WEEREAS, Lt is deemed. necessary and advisable to
issue bonds of the City of Beaumont for the purposes hereinafter
mentioned, it. is hereby ordered.:*, by the City Council of the.
'City of Beaumont, Texas, that an election shall be held
in the' City o f 'Beaumont , Texas , on the 5th day of September,
A.L. 1916, at which election the follows ng propositions shall
be._sub mitted:
First: Shall the . City Coune it of the City of Beaumont
be authorized to issue .bonds of said City in,the sum of
T,i%o Hundred and Thirty Thousand 0230,000.00) Dollars, said.
b onds to b.e paid. serially in from. one , (1) to 'for'ty (40)
gears;, in equal annual installments. of Five Thousand Seven
Hundred and Fifty (5;750.00) Do1Z,rs per year after the -
date of .issuance; bearing' interest from -.date at the rate ,of
five (5%) per •.cent' per, annum, payable semi-annually, and -to
levy a tax sufficient to pay the inter est on said bonds and
the serial installments of principal thereof as each- shall
respectively mature; and the: pr oceeds o,f.the sale thereof
to be used for. the purpose of making permanent City Improvements
to -wit: Wharves, 'docks, terminals , slips and other appliances
and structures' for facilitating or accomodating commerce or
navigation on,the Neches River.
Second.: Shall the City Council of the City of Beau -
mon -4 bye authorized to issue bon -Is in the sum of .One Hundred,
Thousand (400,000-00) Dollars, said bonds to be paid -serially
in from one (1) to forty (40) years in equal. annual installments
of Two Thousand Five Hundred 02;500.00) Dollars per year
after the date of issuance, bear ing interest f'kom date at
the r ate of five ( 5%) per cert per annum, payable semi--
annually, and to levy a tax sufficient to pay the interest
on said bonds, and the, serial installments of principal
thereof as each shall respectively mature; and the proceeds
of the sale thereof to be used for the purpose of making
permanent City Improvements to --wit; Buildings, sta?uctu±e -
appliances and other imps ovements necessary to complete
the water works system of the City of Beaumonta-
to -emit .
SECTION II.
Said election shall be held &t the following places
First qrd, Central Fire Station:
Second Ward, City Hall.
Third_ Ward, .Jefferson County Court House.
SECTION III.
The following named persons are appointed the
presiding judges of their respective districts with the
authority to select and app oint their clekks s

�-" SECTION IV.
That said election Shall be held, under the provisions
of the State Law governing elections and only qualified voters
who are property tax payers of the City of: Beaumont shall be
allowed to vote at said eldction, and the polls shall be kept
open from eight o'clock in the morning until seven o'clock
in the evening. At said els ction all voters desiring to shpport
the proposition to issue bonds for- wharves docks, terminals,
slips; etc.; shall have printed .on the it ballots the words:
"For the issuance of Two Hundred and Thirty Thousand ($ 230,000.00)
Dollars/lfor the purpose of rqaking permanent C ity Improvements
t o=wit : Wharves, docks ,^ slips, and other L
and. structures fox facilitating or accomodating commerce or
navigation on the Neches River;"
And. at' said election those voters not desiring to
support the proposition t.'o issue' bonds for wharves, docks,
terminals, slips, etc., shall have printed on their ballots
the words: "Against the ,issuance of Two Hundred and Thirty
Thousand (,4p230,000.00) Dollars bonds for the purpose of making
permanent City Improvements, to -wit: Vlharves, docks,, slips and

And at said election, all voters desiring to.support
the propos it ion tb i slue bonds for a. c omplete water works
system, shall have printed on their ballots the words: "For
the issuance of One Hundred Thousand (100,000.00) Dollars
bonds for the purpose of making permanent City , improvements
to -wit: Buildings, structures,.,., appliances and..other", impr ovemen-ts
necessary to complete the ,water works system*;_.e .
And at said election all voters not desiring toy
support the proposition to issue bonds for a complete water
works system'. shall have printed on their ballots' the words:
"Against the issuance of One Hundred Thousand (,4$100.000.00)

SECTION' V: .
A copy of this ordinance signed by the Ilayor of the
City of Beaumont and attested by, the Secretary of the City oaf
Beaumont shall serve as proper notice of said election and the
Mayor, is, directed to cause said notices to be :posted up at
each of the places designated for holding said.election, at
least thirty days prior to the date. of, holding. said- election.

SECTION VI.
WHE US, the fact that the present wharf and dock
facilities are inadequate to care for the increasing business
of the Port of the City of Beaumont; and,
WBMEAS , the present water -works system is inadequate
to supply the citizens of Beaumont, creates a public emergency
and an imperative public necessity, necessitating the suspension
of the rule requiring ordinances to be read at three regular
meetings. Said rule is hereby suspended and this ordinance
shall be in full farce and effect from and after its lawful
passage and publication.

Naming -the time' and' plaoe for hold ing of said election
and appointing officers thereof, and -providing for the
manner of holding said election, and the giving no tic e,
thereof; and declaring an emergency.
BE IT..ORDAINED BY THE CITY COUNCIL -OF THE CITY OF BEAUMON,T, TEAS:
SECTION I
WHEREAS,, it is deemed necessary and', advisable ,to issue bonds
'of, the City of' Beaumont for the pi-rposes.,hereinafter mentioned, it ,is
hereby ordered by the City .Council of '.the City of, Beaumont, Texas, that
an election shall be held in the'City of Bea-dmp.nt, Texas, on the 5th
day of September, A. D...1.916; at. which'election the following proposit'.
ions shall . be submitted-.'
'First;' 'Shall the City Council of `the City, of Beaumont be author-
ized to issue bonds of said City In the sum of Two Hundred aa:d Thirty
Thousand ($230,000,00) Dollars, said bonds to be paid serially in from
one '(1) t o forth" (40) years, in equal annual. ins,tallment.s of Five Thous
and Seven Hundred and Fifty ($5,450.00) Dollars per.year after the date
of issuance, beaking interest, fr,an date •at 'the rate of five (5), percent
.per annum, payable semi annually, and to levy a, tax sufficient to pay
the interest on said bonds and the serial. installments of principal there
of as each shall, respectively mature; and the proceeds of the sale .
thereof to be used for the purpose of making permanent City Improvements

SECTION IV.
That said" election shall be held under the ,provisions of the
State Law governing elections and only ga.alified voters who are property

the proposition to, issue bonds for wharves, docks,, terminals, slips,
etc., shall have printed.,on their ballots -the words,; "Against the
issuance of Two Hundred ' and Thirty Thousand ($230,000.00) Dollars bonds
for the purpose of making permanent City Improvements,. to-wwi.t: Wharves,
docks, terminals, slips and. other appliances and structures for faoil-
itating, or accomodating commerce or navigation' -on the Neches River."
And at said. eleotion, all voters desiring to support the pro-
position,. to issue bonds for a complete water works, system, shall have
printed on their ballots the words: "For the issuance of One Hundred
Thousand ($100,000,0.0) Dollars' -bonds for -the purpose of making permae
nent City Improvements to -wit: Buildings, structures, water -mains,
appliances and other impr.ovements necessary to complete the water works
system in the City of Beaumont."
And at said election all voters not desiring to support. the
proposition to issue bonds fora complete water works system, shall
have printed on their ballots the words: "Against the issuance of
One Hundred Thousand ( $100,000000). Dollars bonds for the..purpose of
making permanent City Improvements, to»it buildings, struotures,
water -mains, appliances and other improvements, necessary, to complete
the water works system in - the City of Beaumont."
SECTION V.
A oopy , of this ordinance signed by the Mayor of the -City of.
Beapmont and attested by the Secretary of the City .of Beaumont shall
serve as proper notice of said election and the Mayor is directed to
cause said notices to b.e posted up at each of the places designated for
holding said election, at least thirty days prior to the date of hold-
ing said election,
SECTION VI
wRFas, .the_ fact_.that...-the wharf, -facilities
are in adequate to .care for the increasing business of the Port of the
City of Beaumont; and,
WHEBF s., the present water workssyetem is inadequate to supply
the citiBena of Beaumont,. creates a public gaergency and an imperative
public necessity, necessitating the suspension of the rule requiring
ordinances to be read at.,three, regular meetings. Said rule -.is hereby
suspended and this ordinance shall be in ill force_ and effect from
and after its lawful passage and publication.

day p ersonally appeared, R. R. Baker,. Chief of Polios of
the City of Beaumont, Texas, .who, being by me duly sworn, says
tin oath that he posted a true copy of= the notice of election
hereto attached at each of the ,places designated for holding
said election, to-wit: The Central Fire Station in the First
ward;. The City Hall in the Second Ward;. and the Jefferson
County Court House in the Third Ward, each of which places are
public places 'in the precincts in which they are located, and
that said .notices. of election were posted at each of said places .
on the 2nd. day of August, A. D. 1916, which was more than
thirty days, prior to the date for holding said election.
