That said tax so levied .and assessed -shall
become dues and payable upon the oompletion,of the paving
upon the portion.of said streets,, upon which said lot,
lots, parts of lots, blocks or tracts of land front or
abutt, and the amount of the tak hereby levied and assesoed
together with the cost of collecting same and six (6°) per
cent ppr annum from the date same is collectible until
paid is hereby declared a lien against the said lot, lots,
parts of lots, blocks or tracts of land, superior to all
Other liens, claims or title except City, County and State
taxes, and shall constitute a personal - charge or claim
against the owner or ow. hers of the said lot,lots, Tarts uof

Avw
That all the coat of grading and paving that portion
of Crockett Street from Jefferson to Avenue C between the raids
of the following companies, respectively, viz; the Beaumont
Wharf &
Terminal
R, R. Co.,
Gulf Beaumont & Kansas City Railroad
Company►,
Gulf and
Interstate
R. R. Co., Beaumont Sour Lace &
Western R. R. Co.,and between the tracks pf eaoh of said
companies and a space extending 24 inches beyond the outer edge
of the rails of each of said companies, shall' be borne by each
of said .companies respeotively,and such cost of said improvements
are hereby respectively assessed against each of said companies
for its pro -rata share, and shall be a first and prior lien
paramount to all incumbrances except taxes upon the road bed.,

and shall be collected as other assessments levied under this
ordinance provided such work shall be done in accordance with
the City ordinances regulating the construction of r6611roads

in bad condition and badly in need of paving in or der to
facilitate the heavy traffic over same creates an emergency

pension of the rule requiring" ordinances to be read at three
separate meetings. Said rule i -s therefcre hereby si spended
and this ordinance shall take",effect and b!e ,in.,full f or ce
and effect from and after its passage and lawful publication.
