Entitled an ordinance providing for and creating a
detective division of the police department of the
city of Beaumont, Texas; prescribing the orL&4ntnation
thereof; appointment and compensation of members of
same and duties pertaining.thereto; repealing all
ordinances and parts of ordinances in conflict 'herewith;
and creating an emergency.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEA1FJONT :
Section 1.
aha --t .there is hereby provided and created the detective
division of the police department of the city of Beaumont,
Texas.
Section 2.
The members of the detedtive division of the police
department of Beaumont, Texas, shall be known and designated
as detectives.
Section 3.
The head of the detective division shall be known
and designated as "Chief of Detectives". The said
Chief of Detectives shall be in full control of said
division and shall have full charge of all detectives
in general and in detail subject to at all times orders
of the chief of police and mayor.
Section 4.
Members of the detective division, including the
chief of detectives, shall be nominated by the Mayor
and confirmed by the city council. The chief of Police
of the city of Beaumont may suggest to the Mayo .r suitable
men for members of the detective division.
Section 5.
The compensation to be paid members of the detective
division, including the chief of detectives, shall be
prescribed by the city council of the city of Beaumont,
subject to change at any time by said city council.

Section 6.
The chief of detectives shall give special attention
to the business of the detective division, and shall
see that all cases coming under the supervision of the
detective.division are attended to properly and diltigently.

tz make to him as often as he may require,.written reports
of all work performed by them and the chief of detectives
shall make written report to the chief of police of all
work performed by the .detective division, whenever the
chief of police may request same. The chief of de-
tectives shall be held responsible for the efficiency
and discipline of all.detectives in the detective division
and shall have the ri.ght.to suspend any member of said
division , but shall immediately make a written report
thereof to the chief of police, giving in detail the reason
for his action.
Section 7.
All members of the detective division shall report
for duty at the office of the chief of detectives -promptly
at the hour designated by the chief of detectives. The
Chief of Detectives shall keep a,record showing whether
members of the detective division report for duty and
days each work during the month and shall report said
facts urb er oath to the chief of police.
Section B.
All members of the detective division shall keep full
memorandum of all cases assigned to them for investigation
and.all cases investigated by them, and shall make full
report of their work to the chief of detectives at such
times as may be regiired by.the chief of detectives.
Section 9.
All members of the detective division shall do and
perform all duties imposed upon there,, in addition to
the duties herein outlined, as may be provided by the
ordinances of the.,cIty of Beaumont -and. the 'chief of
detectives
Section. 10.
Al ordinances and Parts of ordinances in conflict
herewith are hereby spe' cif! .cally repealed..
Section 11.
WHM;REAS, the. fact that at the present time there,
is no ordinance of the City of Beaumont providing-for the
detective branch of,-.the police department of the city
and the organization of its members, creates an emergency-
and. imperative public necessity,requiring, the .s iispension
of the rules requiring ord&nances to be read at three
separate meetings of the Council., Said, rale is therefore
hereby suspended', and this ordinance shall go into full
force and effect from and after its lawful passage and
publication..
