Entitled an Ordinance accepting, assenting to and adding Block No. ONE
(1) of the -OAKS ADDITION to Beaumont, to the territory of said City
and including the same in said City, and.declaring an emergency.
BE IT ENACTED BY THE CITY OF BEAUMONT,
SECTION 1.'That whereas Will E. Orgain, John F. Good-
hue, G. H. Chisholm and H..M. Biggins, being all of the owners of all
of the real estate in Block No. ONE of the OAKS ADDITION , adjoining
the present boundaries of the City of Beaumont, have made written
application to the City Council asking that said block be added to
the territorial limits of the municipal Corporation of the City of
Beaumont, said application is granted.
SECTION 2• From and after the.passage, approval and
publication of this Ordinance, Block No. ONE of the OAKS ADDITION to
the City of Beaumont, same adjoining the present boundaries of the
City and bounded on the North by Laurel Street, on the gest by
California Street, in said Addition, on the South by South.Street, and
on the East by Seventh Street and the present Western boundary of the
Pity, shall be added to the territory embraced within the City of
Beaumont, and that thereafter the inhabitants of said added territory
shall in all respects be on an.equal footing with the inhabitants of
the original Municipal territory.
SECTION 3. The fact that said territory is now outside
of the City Limrits, and said property owners are without the legal
liraits of police protection and .other advantages accorded -citizens -
residing. e Limits creates an imperative public necessity

The Ordinance offered at a recent meet-
ing of the City Council adding Block 1 of the Oaks
Addition to the City of Beaumont, together with the
report of the Ordinance Committee recommending its
passage, were referred to me for investigation and
report.
I had a conference with Mr. VAI. 'E.
Orgain, one of the property owners in that Block,
and he informs me that he is living.outside of the
City and conducting his business in the City; that
he is receiving all of the benefits of the -City
without bearing any of -its burdens, and his desire
to be included within the City Limits is simply
and solely that of a public spirited citizen who
wants to pay for the benefits that he enjoys by
reason of his proximity in the City. He states
that he expect sn s share of the paving on the
streets contiguous to his property whether he

Now comes the undersigned H. M. Higgins, Guy
Chisolm, John P. Goodhue and Will E. Orgain, being
all the owners of property and real estate in Block
No. One of the Oaks_ Addition, which adjoins the City
of Beaumont and is bounded on the North by Laurel
Street; on the blest by California Street, on the South
by South Street, and on the East by Seventh Street and
respectfully petitions the Honorable Mayor and City
Council to admit said Block No. One of the Oaks Addition
as a part of the City of Beaumont, and that the Honorable
City Council pass an ordinance adding said block One
of the Oaks -Addition as a part of the territorial limits
of the,�municipal corporation of the City of Beaumont.

The . Ci'ty 'to give and grant to me a right to install
said sewerage and water mains and to supple each and every
lot in said addition.with.such sewerage and water service't�
giving up th.e right to charge therefd)r the stun of Tdeaty—five
dollars -(§25.00) for each sewerage connection; provided we are
not to be charged bpi the `'City in excess of Six Dollars -($6.00)
for each such connections per year;' and we are not to be char—
ged in excess of fifty (50�) cents per on thousand gallons for
City watery with the agreement on our part that when we shall
have been reimbursed for all sums so expended by 'us'� except,for
materials, from our revenues arising from sewerage caa nec tions
if the City should conclude to include said property within
the City limits and -pay us the balance then, required to ' reimo
burse us for the outlay in laying and installift said mains
and laterals; plus sig per cent interest; we will convey said
mains' to the City; or ih any event we will convey same to the
City at the- end of five years from --date of completion of said
improvements and agree to the extension of the City limits so
as to embrace said property.

city limits the City will perform 'the labor necessary for any
and all branch lines of sewerage and water service on said
addition, the material therefor to be furnished by me.
Because of the congested condition of our City and
necessity of providing additional home for our rapidly growing
citizenship and our desire to improve said property sn,d place
same on the market to meet the ex3bency ^of`-the--dema; id;

We, the undersigned citizens of Jefferson County, 1
Texas, and property owners in what is known as the "Oaks
Addition" to the City of Beaumont,. represent unto your Honorabl
Body that
said
Oaks Addition is
owned by W. C. Tyrrell and
associates
and
is situated next
to and adjoining the west bound-
ary line of the
City
of Beaumont
,and near to and north
of the
right-of-way of
the
Texas & New
Orleans, Railway Company,
and
comprises about seventy acres of land.
This land is conveniently situated for residential
purposes. According to the reports of competent engineers it `
is susceptible of complete drainage and naturally adapted to a
high degree of ornamentation, making it most dela cable for --
home dwellers.
The owners
of
this property
areydesirous of having
same included within
the
limits of the
City of Beaumont. Steps
have already been taken looking to the improvement of said
property with ample and adequate sewerage and water facilities,
this Honorable Body having, on the 29th day of October, last,
accepted a proposition made to it by the owners of said proper-
ty, providing for the extension of the sewerage mains to said
property, and contingent upon said property coming into the
City of Beaumont; To the end, therefore, that said agreement
and understanding 'be carried- into effect •as - soori� as -'possible, f
we hereby petition your Honorable Body to take such steps as
may be needful and necessary in order that said property may
be incorporated within the city limits of the City of Beaumont.

In view of the crowded condition of the territory.
within the existing limits of the City of Beatimont, and in
view of the present and prospective growth of said City, it is
deemed necessary, in order -to permit the growth and development
of the City of Beaumont commensurate with its natural resources
and with the progressive . spirit of. its patriotic citizenship,
that the limits of the City of Beaumont be extended, and the
owners of this property,in keeping with the Beaumont spirit,
being desirous .of seeing our city take its proper place and
develop into that great industrial metropolis authorized by
its location and natural resources, respectfully request that
your Honorable Body take prompt and favorable action upon
this petition.
