An Ordinance providing for and regulating the storage and
use of. Cru�e Oil for Fuel in StPa a Plants within the Corporate Limits
of the City of Beaumont:
Be it Ordained by the City Council of the City of Beaumont:
See.lst:' That it shall be unlawfor any pe son,firm or cor-
poration to store or .use Crude Petroleum or other oil for fuel in
- _generating-st-eam-within the corporate -- Jhifs of the''City of Beaumont,
except under the conditions and terms of this ordinance:
Sec . 2nd : All tanks for storage of oil supper shall be of
1-8 inch,or heavier,boiler or tank iron.. Provided that'No.18 galvan-
ized iron or steel; currugated, may be used in horizontal tanks only,
wlich shall in all cases be placed underground, <'
Sec.5rd: (a) Tanks not to be filled in excess of 98 per cent
of total capacity; 2'per-cent being allowed for expansion of oil.
Filling pipe to be perfectly sealed, except when used in filling
tank; (b) Tanks to have gastight inanhead at top (e) Overflow pipe
from, piunp,.st andpipe or accuriulat or to storage tank to have a capac-
ity -1 1/2-t-imes -thT(-, -inside -diarnet'er of off pibjp suction pipe. (ci)
Indlcator, 2 inch pipe, screwed into flange riveted on manhead
and extending down inside of tank to a point two inches from 'bottom;-..
guage pole to stand inside of pipe. (e) Suction to pump to be at
least four inches above bottom of tank. (f) two inch vent pipe
covered i o ,at top with copper gauze shall extend ten feet above
tank; if tank is within fifty feet of building,vent pipe shall ex-
tentl six feet above roof of such building. In this case, ventpipe
may be laid to building, underground. and run up wall. outside. (g)
A free steam pipe not less than one.inch in diameter shall connect
boilers . with top of storage tank, to permit at all times filling
space above the oil with steam in 'case of f. ire in tank or in ex- `
posing property.

See.4tli: St° tank is wholly' or in part above ground, it shall
be located at least 100 feet from any building,the. intArvening space
to be entirely clear of platforms, sheds, lumber piles, or other
inflamable or combustible substances. Tank shall be placed in such
1,osition, if possible, that its contents, if released from any
cause,will not flow towards .any building or exposed property, and
shall be enclosed by a substantial brick or earth embankment,forming
oil is to be burned or converted for burning.
Sec.7th: -The conveying of oil to fu:� nace shall be by arti—
ficial pressure or suction, whether by pump,vacuum or other means,
that will accomplish the purpose. This expressly prohibits the
feeding: of .oill by gravity pressure, or by other means from storage
supply higher than the furnace; provided (a) that oil raajr be fed to
burners at furnace under a maximum pressure of 10 pounds to the
square inch frora an iron standpipe, having a maxirmtm capacity of
ten gallons, located outside of buildings, and supplied from storage
tank by pump while is being conveyed to furnacB-: Standpipe shall be
securely anchored to foundation and shall have an over—flow pipe
(with capacity 1 1/2 times the inside diameter' of oil pump suction
piDl6(-,) to storage tank, and shut off cock where supply pipe leaves
standpipe for burners . (b) Provided further, that oil may be fed
to burn r* :,,at furnace from an iron accumulator or air chamber,
having a -.`-maximum capacity of 10 gallons, located outside buildings,
and supplied from storage tank by pump while oil is being conveyed
to furnace. The accumulator shall be securely anchored to founda—
tion and shah'; Piave a relief. va-lve- and -ov-er-flow-.,ripe=(v!ith capacity 1
1 1/2 times ,the inside diameter of oil pump) to storage tank, and
shut off cock where supply pipe leaves accumulator for burners.
Sec.8th: All persons desiring to use crude oil for fuel in
generating steam,shall before the use thereof, obtain froin the.
Chiu of, the Fire Department of the City of -Beaumont, a written
Permit for same.
Sec.9th: Any person violating any of the provisions of this
Ordinance shall be fined in any stun not less than twenty five mm

Sec. 5th:
If tank is wholly underground, it shall be located at

Sec.Gth:

tinues a ft er not ice from the Chief of the Fire Department, or
other officer of said City, -shall constitute a separate offense.
Sec.lOth; All Ordinances and parts of ordinances in conflict
with any of the provtions of this ordinance are hereby repealed.
