AN. ORDINANCE ENTITLED AN ORDINANCE AUTHORIZING THE VACATING AND CLOSING OF.BIRMINGHAM STREET FROM THE NORTH LINE OF PIN OAK PLOTS ANNEX ADDITION TO TAFT STREET, AND TAFT STREET FROM THE.EAST LINE OF BLOCK 110. SEVEN (7) OF.THE LYNWOOD TERRACE ADDI- TION.TO A POINT ONE HUNDRED EIGHTY ONE (181). FEET EAST OF THE EAST LINE .OF SAID BLOCK NO. SEVEN (7) OF THE LYNWOOD TERRACE ADDITION TO THE CITY OF BEAUMONT, TEXAS. . WHEREAS, the owners of property abutting Birmingham Street from the north line of Pin Oak Plots Annex Addition to Taft Street, and Taft Street from the east line of Block No. Seven (7) of the Lynwood Terrace Addition to a point one hun- dred eighty-one (181) feet east of the east line of said Block No. Seven (7) of the Lynwood Terrace Addition to The City of Beaumont have requested that said portions of said Streets be vacated and closed; and, WHEREAS, said request has been referred to the City Planning Commission for study, investigation and recommendation to the City Council as to whether such proposal should be ap- proved, and the City Planning Commission has thoroughly studied and investigated said proposal and recommended to the City Coun- cil thLt the approval of the proposal would be to the best inter- est'and benefit of the public, and that said proposal should, therefore, be approved; and, WHEREAS, it is to the best interest of The City of Beau- mont and benefit to the public that said portions of said streets be vacated and closed; NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF BEAU- MONT, TEXAS: That Birmingham Street from the north line of Pin Oak Plots Annex Addition to Taft Street, and Taft Street from the east line of Block No. Seven (7) of the Lynwood Terrace Addition to a point 0 one hundred eighty-one (181) ,feet east of the east line of said Block No. Seven (7) of the Lynwood Terrace Addition to The City of Beaumont be, and the same are hereby, authorized to be vacated and closed, and that the title to said vacated and closed portions of said streets shall revert to and become the property of the parties entitled thereto, as provided by law; and there is expressly re- tained by The City of Beaumont an easement upon and across that portion of Taft Street described herein for the purpose of perpetu- ally maintaining and repairing the existing utilities on said prop- erty, and the right of ingress and egress for such purposes. PASSED by the City.Council this lst day of July, A.D. 1952• - Mayor - SPECIAL SESSION OF THE CITY PLANNING COWISSION HELD MAY 29, 1952 BE IT REMEMRED that the City Planning Commission of the City of Beaumont, Texas, met in special session on the 29th day of May, 1952,'with the following present. C. B. Holland, Chairman Leonard Stone Russell Phelps C. E. Holland Absent: P. G. Yetth ews bliss Florence McCluskey r1. Others Present; J. D. Martin, City Engineer George Schaumburg Minutes of the previous meeting held April 23, 1952, were approved on motion made by C. E. Holland and seconded by Russell Phelps. Mr. George Schaumburg appeared before the Commission and requested preliminary and final approval of Blocks 16, 17, lg and part of 19, Calder Place Addition. After a brief discussion, motion was made by C. E. Holland and seconded.by Russell Phelps that preliminary and final approval be given Blocks 16, 17, 18, and part of 19, Calder Place Addition. Mr. Schaumburg requested final approval of Mary Howell Second Addition. Motion was made by Russell Phelps and seconded by C. E. Holland that final approval be given Mary Howell Second Addition. Mr. Schaumburg requested preliminary and final approval of Block 9, Lynwood Terrace Addition. He also asked that the extension of Taft Street westward from. West Lynwood and extension of Birmingham from Taft Street south to Pin Oak Plots Annex be closed. After a brief discussion, motion was made by Leonard Stone and seconded by C. E. Holland that preliminary and final approval be given Block 9, iiynwood Terrace Addition and that the City Planning Commission recommend to the City Council that the extension of Taft westward from West Lynwood and the extension of Birmingham from Taft Street south to Pin Oak Plots Annex be closed. Chairman Holland a petition signed by property owners along .Blackmon Road between Eleventh Street and French Road requesting that the name of said Road from 11th St. to French Road be changed to West Blackmon Lane. Chairman Holland said a petition had also been received which.was signed by property owners on .French Drive, requesting that the name of French Drive, a street approximately one block long, extending from 11th Street west to 16th Street, be changed - to Lightfoot Lane. After a brief discussion, motion was made by Leonard Stone and seconded by C. E. Holland that the Planning Commission recommend to the City Council that Blackmon Road between lith Street and French Road be changed to West Blackmon Lane and that.French Drive, extending from 11th Street west to Sixteenth Street, be changed to Lightfoot Lane and that the -Planning Commission further recommend to the City Council that investigation be made of street name duplications over the entire city and that work be started towards simplifying these street names for the betterment of the entire city. Chairman Holland pointed out that the City Council had not filled the vacancy created by the death of K. C. Withers anis that with summer vacations, it might be hard to get a quorum. After a brief discussion, motion was made by C. E. Holland and seconded by Leonard Stone that the City Planning Commission request the City Council to appoint some- one to fill the vacancy created by the death of Mr. K. C. Withers, inasmuch as it had been pointed out that summer vacations are approaching and it will perhaps be difficult to get a quorum.to transact regular business unless the Commission is brought up to full strength. A request was received from Mrs. V. E. Yorers that Rivercrest Street be extended on eastward from Country Club Terrace Second Addition thru Tract 171, Plat D-19 of the A. Williams League and that the extension be shelled on the regular street shelling basis. After a brief discussion, -it was the consensus of the Planning Commission that Mrs. Ygers should present a regular subdivision plat -as to how she intended to divide the property up if and when the street went thru.
