ENTITLED AN ORDINANCE ORDERING A SPECIAL ELECTION
TO.BE..HELD IN THE CITY OF BEAUMONT TO.DETERMINE
WHETHER OR NOT A PROPOSED INITIATIVE ORDINANCE BY
THE.ELECTORS OF SAID CITY REGULATING THE.KEEPING
OF DOGS SHALL BE ADOPTED, THE TITLE OF SAID ORDI-
NANCE BEING: YAN ORDINANCE_PROVIDING FOR.LICENSING
OF ALL -DOGS WITHIN THECORPORATE LIMITS OF THE CITY
OF BEAUMONT, TEXAS,.AND PROVIDING A FEE THEREFOR;.
PROVIDING THAT ALL DOGS BE VACCINATED AGAINST.RABIES;
PROVIDING FORA CITY DOG _POUND,.AND PROVIDING REGU-
LATIONS FOR ITS OPERATION; PROVIDING FOR THE APPOINT-
MENT OF A POUND MASTER, AND PRESCRIBING HIS POWERS
AND. DUTIES; REQUIRING THE DETENTION. OF DOGS HAVING
BITTEN.A PERSON;.PROVIDING.AN OFFENSE -FOR REMOVAL OF
LICENSE TAG; PROVIDING_AN OFFENSE FOR DOGS RUNNING
AT LARGE; REPEALING CONFLICTING ORDINANCES; PRE-
SCRIBING A PENALTY FOR THE VIOLATION THEREOF, AND
PROVIDING A SAVINGS _CLAUSE"; . SETTING THE DATE THERE-
OF; PROVIDING THE PLACES AT WHICH.SAID ELECTIQN.SHALL
BE HELD, AND DESIGNATING THE PLACES WHERE SAID VOTERS
SHALL VOTE;_APPOINTING JUDGES TO PRESIDE OVER SAID
ELECTION; PROVIDING THE_MANNER.OF HOLDING SAID ELEC-
TION;.PROVIDING.THE ISSUES TO BE SUBMITTED AND FORM
OF BALLOT;.PROVIDING.FOR NOTICE OF SAID ELECTION.
WHEREAS, on March 27, 1953, Nine Hundred and Seventy -Six
(976) qualified voters of The City of Beaumont filed with the
City -Clerk a Petition requesting that an ordinance regulating the
keeping of dogs within said City be submitted to a vote of the
electors of The City of Beaumont for their approval or rejection,
the title of.said ordinance being as follows:
"AN ORDINANCE PROVIDING FOR .LICENSING OF ALL DOGS
WITHIN.THE CORPORATE.LIMITS OF THE.CITY OF BEAUMONT,
TEXAS, AND PROVIDING A_FEE,THEREFOR;,PROVIDING THAT
ALL DOGS BE VACCINATED AGAINST RABIES; PROVIDING.FOR
A CITY DOG POUND, AND.PROVIDING REGULATIONS.FOR ITS
OPERATION; PROVIDINGFOR THE.APPOINTMENT OF A POUND
MASTER, AND PRESCRIBING HIS POWERS AND DUTIES; RE-,
QUIRING THE DETENTION OF.DOGS HAVING BITTEN A PERSON;
PROVIDING. AN ,OFFENSE FOR. REMOVAL, OF LICENSE TAG;
PROVIDING AN OFFENSE FOR DOGS RUNNING.AT LARGE; RE-
PEALING CONFLICTING ORDINANCES; PRESCRIBING A PENALTY
FOR THE VIOLATION THEREOF, AND PROVIDING A SAVINGS
CLAUSE;"
and,
WHEREAS, it is the opinion of the City Council of The City
of Beaumont that the petitioners have complied with the provisions
of the Charter of said City and that, therefore, the Council should
provide for submitting the question to the electors at an election
within the time specified by the Charter of The City of Beaumont,
which said Charter provision rovides that an election shall be
held not more than ninety (90Y days from the date of the receipt
by the Council of the Clerkts...certificate of sufficiency on the pe-
tition filed with him, and,
WHEREAS, said Charter further provides that, if a majority
of the electors voting on such initiative ordinance shall vote
in favor thereof, such ordinance shall thereupon become a valid
and binding ordinance of said City; and,
WHEREAS, said petition has been signed by a number of
qualified electors of the City equal in number to at least twenty-
five (25%) per cent of the.total number of votes cast at the
last General Election;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF BEAUMONT,
TEXAS:-

Section 1.
That an election be held in The City of Beaumont on the 25th day
of April, 1953, at which election there shall be submitted to
the qualified voters of The City of Beaumont the following propo-
sition:
"Shall the proposed initiative ordinance regulating
-dogs within The City of Beaumont, captioned as fol-
lows: 'AN ORDINANCE PROVIDING FOR LICENSING OF ALL
DOGS WITHIN THE CORPORATE_LIMITS OF.THE CITY OF
BEAUMONT_,.TEXAS, AND PROVIDING,A FEE.THEREFOR PRO-
VIDING THAT ALL DOGS BE VACCINATED AGAINST RABIES;
PROVIDING FORA CITY DOG.POUND,,AND PROVIDING_REGU-
LATIONS.FOR ITS OPERATION;,PROVIDING FOR -THE APPOINT-
MENT OF A POUND MASTER, AND PRESCRIBING HIS POWERS
AND.DUTIES; REQUIRING THE DETENTION.OF DOGS -HAVING
BITTEN.A PERSON;.PROVIDING.AN OFFENSE.FOR REMOVAL OF
LICENSE TAG; PROVIDING.AN OFFENSE FOR DOGS RUNNING
AT LARGE; REPEALING.CONFLICTING ORDINANCES; PRE-
SCRIBING A PENALTY FOR THE VIOLATION THEREOF, AND
PROVIDING A SAVINGS CLAUSE,t.be approved?"
Section 2.
That said election shall be held in The City of Beaumont -at the
following places, to wit:
French High School; Junker School; Central Fire
Station; Averill School; St. Annets School;_City
Hall; David Crockett School; Ogden School; Sabine
Pass Fire Station; George Washington Carver
School; South Park Elementary School;.Giles School;
Hebert School; and Edwards School.
Section 3.
That all voters residing in County Voting Precinct No. 1 shall
vote at the French High School Building; that all voters resid-
ing in County Voting Precinct No. 2 shall vote at Junker School
Building; that all voters residing in County Voting Precincts
Nos. 3, 6 and 7, shall vote at the Central Fire Station; that all
voters residing in County Voting Precinct No. 4 shall vote at
Averill School Building; that all voters residing in County Vot-
ing Precincts Nos. 5, 41, 47, and 50, shall vote at St. Annets
School Building; that all voters residing in County Voting Pre-
cincts Nos. 8 and 10, shall vote at the City Hall; that all voters
residing in Rm County Voting Precincts Nos. 9 and 11 shall vote
at David Crockett School Building; that all voters residing in
County Voting Precinct No.. 12 shall vote at the Ogden School Build-
ing; that all voters residing in County Voting Precinct No. 13
shall vote at the Sabine Pass Fire Station; that all voters resid-
ing in County Voting Precinct No. 14 shall vote at the George

/Carver School Building; that all voters residing in County Voting
Precincts Nos._15 and 42 shall vote at the South Park Elementary
School Building; that all voters residing in County Voting Pre—
cinct No. 16 shall vote at the Giles School Building; that all
voters residing in County Voting Precinct No. 17 shall vote at the
Hebert School Building; and that all voters residing in County
Voting Precinct No. 18 shall vote at Edwards School Building.
Section 4.
The following named persons are appointed presiding judges
for their respective voting boxes with the authority to select
and appoint their own clerks:
French High School; T. B. Hensley;

Section 5.
That there shall be printed on the ballots to be used in
said election the following:
"AN ORDINANCE PROVIDING FOR LICENSING OF ALL DOGS
WITHIN.THE CORPORATE. LIMITS OF THE.CITY_OF BEAUMONT,
TEXAS, AND PROVIDING A.FEE THEREFOR;.PROVIDING THAT
ALL DOGS BE VACCINATED AGAINST RABIES; PROVIDING .
FOR A CITY DOG POUND,_AND PROVIDING REGULATIONS FOR
ITS OPERATION; PROVIDING.FOR THE.APPOINTMENT OF A
POUND MASTER, AND PRESCRIBING.HIS POWERS AND DUTIES;
REQUIRING.THE DETENTION OF.DOGS.HAVING BITTEN A PER-
SON;-PROVIDING.AN OFFENSE FOR REMOVAL OF LICENSE
TAG; PROVIDING AN OFFENSE FOR DOGS RUNNING AT LARGE;
REPEALING. CONFLICTING ORDINANCES; PRESCRIBING A PEN-
ALTY FOR THE VIOLATION THEREOF, AND PROVIDING A SAV-

Beaumont shall serve as a proper and sufficient notice of said
election, and the Mayor is hereby directed to cause a copy of
this ordinance, signed by himself and attested by the City Clerk,
to be posted at each of the places herein designated for holding
said election at least twenty (20) days prior to the date of
holding said election in the manner required by law.
