AN ORDINANCE
ENTITLED AN ORDINANCE RECEIVING AND ACCEPTING THE
WORK OF IMPROVING 21ST STREET FROM LAUREL AVENUE
TO BRYAN.DRIVE, BRYAN. DRIVE FROM HOLLAND DRIVE
EASTWARD TO A POINT SIXTEEN AND FIVE TENTHS (16.5)
FEET EAST OF THE EAST LINE OF LOT 23,.BLOCK 3,
AND HOLLAND_DRIVE FROM 23RD STREET EASTWARD TO A
POINT SIX AND ONE TENTH (6.1) FEET WEST OF THE
EAST LINE OF LOT $, BLOCK 3 OF RUSSELL PLACE
FIRST ADDITION, OR RUSSELL PLACE UNIT 1, IN THE
CITY OF BEAUMONT, TEXAS.
BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS:
That the work of improving the following described streets and
storm sewers in The City of Beaumont, Texas, to wit:
21st Street from Laurel Avenue to Bryan Drive,
Bryan Drive from Holland Drive eastward to a
point sixteen and.five tenths (16.5) feet east
of the east line of Lot 23, Block 3, and Hol-
land Drive from 23rd Street eastward to a point
six and one tenth (6.1) feet west of the east
line of Lot 83, Block 3, Russell Place First Ad-
dition, or Russell Place Unit 1;
All of the above pavement was twenty-seven (27)
feet in width and of five (5) inch reinforced
concrete with integral curb, -together with the
necessary storm sewers; constructed in accordance
with the plans and specifications prepared by
George J. Schaumburg and approved by the City
Engineer.;
has been completed by Jef Chaison Totinsite Company, developers
of Russell Place First Addition, or Russell Place Unit 1, and the
City Engineer of The City of Beaumont, having examined said work
and having found that said work has been completed in a proper and
highly satisfactory manner and in full accordance with the mini-
mum standard requirements of The City of Beaumont for the type of
construction made thereon, same being the construction of 5" re-
inforced concrete pavement, together with necessary appurtenances
to such type of construction, and storm sewers, and the City Engi-
neer having approved and having recommended the acceptance of
such work by the City Council of the City of Beaumont and the as-
sumption by the City of Beaumont of the obligation of maintenance
of said streets and storm sewers within the limits designated,
according to the standards prescribed for maintenance of other
dedicated streets in the City of Beaumont, and said work and im-
provements having been examined and found by the Mayor and the
City Council of said City of Beaumont to have been performed and
completed in full compliance with the minimum standard require-
ments of The City of Beaumont for such construction, and said im-
provements are hereby accepted and received by said City Council
of The City of Beaumont, and said City Council assumes the obli-
gation of maintaining said streets and storm sewers within the
limits designated,according to the standards prescribed for main-
tenance of other dedicated streets and storm sewers in The City of
Beaumont.

Gentlemen:
The Jef Chaison Townsite Company, developers of Russell Place First
Addition, or Russell Place Unit 1, have paved 21st Street from Laurel Avenue
to Bryan Drive, Bryan Drive from Holland Drive eastward to a point sixteen
and five tenths (16.5) feet east of the east line of Lot 23 Block 3, and
Holland Drive from 23rd Street eastward to a point six and one tenth (6.1)
feet west of the east line of Lot 8 Blonk 3 of said Addition.
A11 of the above pavement was twenty-seven (27) feet in width and
of five (5) inch reinforced concrete with integral curb together with the
necessary storm sewers,
Mr. Harvey Trahan, Street & Bridge Superintendent, and I have in-
spected these improvements. Mr. George J. Schaumburg has submitted a letter
attached hereto certifying that the above improvements were constructed in
accordance with the plans and specifications as prepared by him and approved
by me.
On the basis of the inspection by Mr. Trahan and myself and the
letter from Mr. Schaumburg, I recommend that the City Council accept these
streets for permanent maintenance.

Dear Mr. Martin:
As Engineer for the street and storm sewer improvements
for the first unit of Russell Place, this is to certify that these
improvements were constructed in accordance with the plans
and specifications as prepared by me, and as approved by you.
I would like to call to your attention the fact that the
Southwestern Laboratories have shown on their test sheets a
requirement of 3, 000 lbs. p. s. i. for the compressive strength at
28 days. This figure is in excess of the required strength of
2, 500 lbs. , which is the strength requirement for 4 1/2 sack con-
crete. The reason for the additional half -sack of cement is to
provide for a wearing surface and not to accomplish -any strength
requirements. All tests on this project reasonably exceed the
2, 500 lb. requirement.
