Entitled Lamendin.g 4n ordinance; passed the 4th day of June,
1921, entitled"An ordinance amending an,�ordinance 'Entitled
an ordinance regulating the -passage, in, along and -upon the
streets and ways of the City of Beaumont, and regulating the
use of such streets and ways by persons riding or walking, and
regulating ---the tr_anspo.rtation ,of _p-ersons by street ,caxs and
all other vehicles and providing penalties for the violation
thereof; repealing all laws -an -d ordinances in conflict herewith
and `declaring an emergency' passed- by ,the City Commission of
the City of Beaumont, effective on and after the 4th day of
September, A.D., 1920,". so that'hereafter the same shall be
and read as follows, to wit:
BE IT ORDAINED BY THE CITY COIAMISSION OF THE
CITY OF BEAMIOIdT;
Section -1.
That Section 15 of an,ordinance entitled an ordinance
regulating the passage, in, along and upon the streets and ways
of the City of Beaumont, and regulating the use of such streets
and ways by persons riding. or walking, and regulating the trans-
portation of persons by street cars and all other vehicles, and
providing penalties for the violation thereof, repealing all
laws and ordinances 'in conflict therewith, and declaring an
_-emer__gency, -passed-_by_ the City C-ommi-ssion_ of the, City _of. -Beaumont
and made effective on and after the 4th day of 6eptember, A.D.,
1920, beand the same is hereby ammended oz that Section 15 of
said ordinance shall hereafter be and read as follows, towit:-
1"Section 15: There is hereby established and there
shall hereafter be maintained "8afety Zones" at the following
places on Pearl Street and on Park Street in- said City, to wit: -
At the intersection.,of Fearl and Liberty on the far
side of the street, going north ,dild directly in front of the
Pearl Street side of the Fed'gr,al-Building, and at the intersection
o'f Peall and Liberty .on the near side and directly opposite *i`
Liberty Avenue side of the Texas Bank & Trust .Company/puilding;
and at the intersection of Pearl and Crockett on the near . si de
opposite the Keith Drug atore going south, a.nd,at the same
intersection on the near side going north and opposite the
Ogden Cafe; and at the intersection of Pearl- and Bowis on the
nea:c• side going south in front of the First National Bank, and
at the same intersection on the near side going north in front
of the American National Bank, and at the intersection of Pearl
and -Fannin- on- the-n.eas-- side- going south - in -front .-o•f the--C-ryste.l - - -
Theatre, and,at the same intersection on the near side going
north in front of Hicks Book Store, -and at the inter sectio:a of
Pearl and Forsythe on the near side of the street going south
in front of the '�'Ihite -House Dry Goods Company, and on the near ,
side `going north at the southeast corner of the Keith Park,'
on Pearl Street; and at the intersection of Park and,Emmett-
Streets on the' far side going south.
Said "Safety Zones" shall be'marked with either a stone.
or metal marker or- monument bearing the sign or legend, plainly _
written for the view of the public, "SAFETY ZONE". When a street
car at said places is at stand -still receiving and discharging
passengers, all vehicles of every description shall not'stop
and zfvait -for passengers to enter or alight from said street car
before passing said street car, but shall proceed while said
street car is receiving and discharging passengers, to p'a. s the
sane by passing ,between said markers or 'monuments and the
curb line of the street, slowly, and cautiously, so as not to
block or stop traffic in the rear, and at the same time not
injure persons entering or.alighting from said street car;
and vehicles, in passing said street car- receiving and discharging
passengers at said safety zones,"shall pass as close to the -curb
line as eafety to persons.and said vehicle will permit, so as
to leave as much room between said passing vehicle and street
car As is reasonably, practical; provided, however, that when an
automobile or -other motor vehicle, or any other character of
vehicle approaches a street car which has stopped for the purpose

all such vehicles shall immediately slow down and come. to a
full: stop and remain stationary until the said street -,car has
completed receiving and discharging its pass.en:gers; and at -such
places where there are''no such safety zones it shall be unlawful
for any automobile or any other vehicle of any character to
approach nearer than five (5) feet to,a scan ding.street car
which is receiving or discharging passengers; and it shall
be unlawful for any vehicle of any description to stop behind
any. street car which is stopped and receiving ,and discharging
passengers, where such safety zone is being maintained, unless
it is apparent. to the driver -of -'such vehicle that. to proceed
to pass said street car .`at -the moment might injure some person
or persons by sodoing•,' in which event the person driving said
vehicle shall immediately proceed when .the .danger of injuring
the person or persons is removed;' and provided that the City
Commission may from time to time, by order or resolution,
change or relocate such safety -zones and establish safety zones
at such other places as it may deem necessary.
SECTION 2.
That the fact -that street cars operated over the double
tracks along Pearl and Park Streets in the City of Beaumont are
constantly stopping, going and coming, at every street intersection
along said tracks, throughout the day, causing gteat congestion
of traffic, affecting the safety and convenience of the general
public and" there being no law at present` existing in the City
of Beaumont establishing "safety zones" along said street rail-
way tracks_, permitting vehicles to pass street cars while stopped
receiving and discharging passengers, and at the same time in-
snring the safety of those entering -,and alighting from -said
cars, creates an imperative' public emergency, necessitating the
suspension of the rule .requiring ordinances to be read on three
separate days before their pa sage; 'wherefore, said rule is
hereby suspended and.this o a nance shall be and remain e,ffeotive
from and after this, the,21A day of May, A.D., 1922.
