Cite of Benu-mont, by the authority of a-nd for the pur,-)oges named
in Acts of the Legislature, 1913, page 47, Articles 783-a and
785-b of the Revised Statutes of the State of Texas, describing
said boundary limits' extension; providing that saicl ordinance
shall not repeal, amend or otherwise affect the ordinance
establishing the li.mi us and extent of the harbor or nor. t of
TAeaumont, etc., passed the 15th. da;; of June, 1915 and approved
on the same day and more �f ully_ described -in said ordinance; and.
declaring an emergency.

Section 1.
That the boundary li-iits of the City of beau.riont be
and the same are hereby extended bar and under the authority of
and for the nurposes named in .Acts of the Begislatiire, 1.913, Pa•ge
47, Articles 785-a and 783-b ^-C the revised 5tauutes of the
S`a.te' of �'exa•s, so that boundary limits shall. hereafter
i.n.cl1,icle wi thin the limits of the City of Beaumont for said purposes,
all of the waters of the Neches River and 'll the land lying on
both s7des thereof, for the distance of 2500 feet from the thread
Of s&ld stream, from that -point on the Neches River South of the

Section 30
.The fact that said Articles 783-a and 783-b
-of the. Revised Statutes of" the.. State of .Texas, acts of Legislature,,
191.3, page. 47, � ha;ve never been availed of by the City of Beaurgont
.for the .full -pu�rpo'ses therein se, forth', and the feet of the rapid
growth and, expansion, of the port of Beaumont, ,arid the commerce
passing through the same, without adequate laws, rules and regula-
tions governing the same,, or sufficient territory up and .down' on
both, sides of said Neches River,, and it being necessary to
immediately extend said limits for the proper development and
expansioh of said port of. Beaur9ont; creates an imperative public
emergency requiring .the suspension of the rule requiring- ordinances
to be *read on three. successive -days before their passage, whe.refor.e
said rule is hereby 'suspended and this ordinance shall take effect'
