Entitled an ordinance providing a penalty on all taxes
due the city and not paid before
.Hay lst, 1921, and that for all years hereafter such penalty
shall accrue on all taxes due the city and not paid on or
before February 1st; providing that such penalty shall constitute
a charge against and lien upon all the property.real. and personal,

making it the duty of the City Tax Collector to collect such
penalty; and declaring an emergency.

OF THE CITY O1 BEAUII01dT:
Section 1.
That all taxes due the City of Beaumont on all
property within the city, real and -personal, not.pa.id, together
with, the 6o interest clue thereon, before ,Tay lot, 1921,,shall bear
a penalty of 10'00� � and all
persons, -firms and corporations owing'taxes to the City of
Beaumont, who fail to pay the same, with 61'o interest due -thereon,
before 1.1sy lst, 1921; shall forfeit and pay to the city a
penalty of 10"50 on ,both principal and interest then due and
owing for taxes, anal said penalty shall then and thereafter con-
stitute a dharge against and lien upon all property of the person,

firm or corporatidn against whom the same accrues, as in the case
of the taxes proper; and .for all years hereafter such penalty shall
accrue and become 'due and owing the City on the 1st. day. of February,
on all unpaid taxes due the city on said date, and such penalty
shall constitute a .charge again st and a' lien upon all the property
of any person, firm or cor-oorqtion failing to pay taxes due the

lst. day of February of every year hereafter, the Tax Collector
of the City of Beaumont shall collect such penalty herein provided
for in all cases where the same accrues, unce.•r the provisions
hereof.

Section 2.
That the fact that the,, e is many thousands of
dollars in taxes clue the City of Beaumont and unpaid, seriously
embarrassing the city government, and crippling its efficiency

affect the health and peace of the community, creates an imperative

public emergency, necessitating the suspension of the rule

requiring the reading 'of ordinances on three separate days before.
the .' passagethereof; wherefore, said rule is hereby suspended and -
this ordinance shall take effect when signed by the Mayor and
published'a6cording.to law.
