TEXAS July 12, 1919 Hon. E. J. Diffenbacher, Mayor, and City Council of the City of Beaumont, Beaumont, Texas. Gentlemen : I beg to report on my trip to .Mustin that at three o'clock on the afternoon I arrived there, Thursday, the Governor submitted the subject of our bill to the Legislature -and at four o'clock -the bill had been introduced in.both Houses. . At noon the next day, yesterday, the bill had finally passed the Senate, and in the House at adjournment yesterday afternoon, it had been already reported favorably out of the com- mittee to which it had been referred. The House adjourned over until Monday morning. T1ext Wednesday our bill will be taken up and, without perventure of doubt I'believe, will be finally passed and -sent to the Governor for his approval. The bill carries the emergency clause and will therefore take effect upon approval by the Governor. IJr. . lying remained in Austin to make sure of its passage on next W;ednesday.
