Entitled an .ordinance -providing that persons named herein
shall, not -later than July 15th;- -1920, proviae themselves with
and use c4ose6.metai garbage,receptdcles, proof against flies,
rats, mice, etc.., fixing a penalty for the violation thereof,

Whereas, the.City of Beaumont is now threatened with
an epidemic of b#onic'plague and other diseases, due in large

measure, it is believed, to the existence throughout the City
of an excess of trash, garbage and other refuse matter, harboring
,rats, mice, flies and other insects and vermin dangerous -to the.health
of the community;
And Vhe-reas, it is imperative that every possible
measure for the quick removal and destruction of such refuse matter
be taken and the ' ci ty thoroughly .cleaned up and kept permanently
clean,`, so as. to eliminate as'much as possible the,: presence .of said
insects, vermin, rats, flies, mice, etc., from the city, thereby
removing to ,a.large extent the existing menace to the public health
and preventing its recurrence in the future;
BE IT t. E -SO VL.D, THEREFORE, BY THE CITY COMUSSION
OF THE CITY OF BEAUMONT.;
Section 1.
That,all house -holders, house -keepers, restauratuers,
restaurant keepers, hotel keepers, grocers and proprietors of grocery
stores, fruit stands, candy shops and factories, and all and every,
dealer in any food' and meat stuffs and food and meat products of
-every description,7and--every person and proprietor of any establish-
ment conducting -any -business of any.description which attracts, or
is calculated to..attract,flies:,_rats, mice, insects and vermin of -
all kinds .to provide himself or themselves, not -later thanJuly
].5th, A. D. 1920,, with -one or more closed metal garbage receptacles,
of sufficient capacity to securely house and contain all and every
particle of garbage, trash and refuse matter of every description
accumulating in, on prfabout all'premisesA food and meat -stuffs

and food and ,meat products, groceries of all description,^ or from

any other source whatsoever, or constituted of any„material
whatsoever; provided that all closed metal'garbage receptacles
provided for herein shall be approved by theCityd6mmission; or -”

Section -2.
From,and after 12 o'clock noon.' July 15th, A. D.--1920,
all garbage of the character referred to and described in Section 1
hereof accumulating in, on or about any premises in the City of Beau -
moat of whatever description shall, as it accumulates, without any
delay whatever, be placed in said metal receptacle or receptacles;
and said metal receptacle or receptacles shall never be opened
except when necessary to place said garbage.and refuse matter therein,
and shall'then be promptly closed and kept closed until said garbage.
and refuse matter is removed therefrom by the city garbage man, or
other duly authorized agent of the city.
Section 3'.
Every person in the City of Beaumont cohiing within the
intendment of this ordinance, as set forth in Section 1 hereof,
who shall fail or refuse to comply with all and every provision
of this ordinance, from and after ,12 o'clock Noon, July 15th, A. D.
1.920, as provided herein, shall be deemed and held to be guilty
of a misdemeanor and upon conviction thereof shall be fined in any
sum of money not exceeding the sum of Two Hundred ($200.00) Dollars;
and each and every 12 -hour half-day that any person named herein
shall fail to have, possess and.use said closed metal garbage
receptacle or receptacles sufficient to contain all such garbage
and refuse matter accumulating in, upon or about his or their
premises, as herein provided,, shall constitute a separate offense;
and whenever.said metal garbage receptacle or receptacles are
opened,for any other purpose than herein provided for, or left
open longer than necessary for the purposes herein provided for,_Z2�--e
�.4h�e deem d guilty of a separate offense each and every time'
such infraction is committed; and every such person who shall have
and possess such metal garbage receptacle,, -,or receptacles, but
fails or refuses to.place every particle of any such garbage and.
refuse, accumulating in, upon or about his' -or their premises -
within said receptacle or receptacles for Aany 12 -hour half -day, -
shall be deemed guilty of'a separate offense.
Section 4.
That the fact that the City of Beaumont is threaten -e -d
Wirth an epidemic of bubonic .plague and -other diseases, and that it
is imperatively necessary.to remove and destroy at the earliest
practicable moment.all garbage and other refuse matter attracting
flies,.rats, mice, insects.and.vermin, and otherwise: clean up
the city,,and that no -ordinance exists adequately protecting the
city and its inhabitants"against the aceumulation,of.such matter,
creates an imperative public emergency requiring the suspension
of the rule requiring ordinances to be read on three separate
days before their,passage;.wherefore, said rule is hereby suspended
and this .ordinance shall take effect on and after its passage and
signature of the Mayor,'in accordance.with the provisions herein
contained.
