AN ORDINA14CE
An Ordinance "Entitled an ordinance making it unlawful to
construct and use, either or both,and-prohibiting the con-
struction and use, either or both of any building,structure
or i._Zprovement of any kind or description whatever, for any
mercantile, commercial, industrial or other business purpose
whatever on Washington Blvd. in the City of Beaumont from the
West line of the Beaumont -Bort Arthur Road 1,7estward the full
length of the said Boulevard to its ittersection with the
Beaumont -Hampshire or Franklin Street R.oad; providing paired

BE IT ORDAINED BY THE '0 TTY C OLMI SS ION OF THE CITY OF BEAMdOr;T
Section i. That from and after the date of the passage .of this
ordinance it shall be unlawful for any person, firm, partnership
or corporation to construct or use either or both, any building,
structure or improvement of any kind or description for mercan-
tile, commercial; industrial or any other business purposes what-
everg in, upon or along Washington Boulevard in the City of Beau-
mont from the western line of the Beaumont -Port Arthur Road west-
erly throughout the entire length of the said Boulevard to its
intersection with the Beaumont -Hampshire or Franklin Street Road.
And every person, firm, partnership and corporation shall be and
is hereby prohibited under the pains and penalties hereinafter
prescribed from constructing and using either or both, .any build-
ing,structure or improvement•of.any kind or description for mer-
cantile, commercial, industrial or any other business purpose
whatever. Any person, firm, partnership or corporation who shall
violate a* provision of this ordinance shall be deemed and held
to be-_.gui.lty,.of__.a_:misdeamor_ a:nd___upon_ c:onvicti,on,-ther.e_of..shall --be-
fined in any sum not exceeding Two Hundred ($200.00) Dollars;
provided that every day every such structure, building or improve-
ment is used for business. purposes as aforesaid shall be deemed''I
a separate affene'e.
Section 2. That the fact that Washington Boulevard in the City
of Beaumont is now•a residental section of the city and peculiarly.
suitable for residenital purposes, and the fact that to permit the
construction and use of buildings, structures or other improvements
for_ mercantile, commercial, industrial or other business purposes
therein or thereon, would destroy or, greatly mar said avenue for
residential purposes and seriously depreciate the value of residen-
tial property : long:_said aveinue; and' thefacts ht,sucb.i structures,
buildings and improvements are now, about to be constructed and used
for mercantile or other business purposes creates a public em-
ergency making it necessary to suspend the rule requiring ordinances
to be read upon three separate ,days before passage, wherefore said
rule is hereby suspended and•this ordinance shall take effect and be
enforeeable from and after its passage and signature of the Mayor,
June 1st, 1920
