Entitled An Ordinance making the City blanager,
until otherwise provided by Ordinance, the Director of the
Department of Public Service and the Director of the Department
of Public Safety, in the interests of economy and efficiency,
--in -the -present state -of the -City's- finances, and Declaring an
Emergency on the ground that it is necessary for the usual
daily operation of said Departments.
BE IT ORDAINED
BY THE CITY CO?fi:IISSION OF THE CITY OF. BEAUMONT:
Sec. 1.- That, until otherwise provided by
ordinance, and in the interests of economy and efficiency in
the administration of the government, in the present state of
the City's finances, the City Manager, George J. Roark, be and
he is hereby made the Director of the Department of Public
Service and the Director of the Department of Public Safety,
and as such shall exercise the powers and discharge the duties
made encumbent upon the directors of said departments, respect-
ively, by the charter of the City of Beaumont.
Sec. 2.- It being necessary for the usual daily
operation of the department of Public Service and the department
of Public Safety that the City 1"tanager for the time being be,
made director thereof, so that they may properly function, and
said two departments being without directors, creates an imper-
ative public emergency, necessitating the suspension of the rule
requiring ordinances to be read at three separate meetings,
and therefore said rule is hereby suspended and this ordinance
shall take effect and be in force from and after its passage
and signature of the 1=7ayor.
