The City Council of the City of Beaumont, Texas, met in a regular session in strict compliance with
the Texas Open Meetings Act, Texas Government Code, Chapter 551 on January 22, 2019, at the
City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. -to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m.
The Reverend Michael Pavez with St. Michael Orthodox Christian Church gave the invocation.
Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tern Mouton, Councilmembers Jordan, Getz,
Sam and Pate. Councilmember Samuel Absent. Also present were Kyle Hayes, City Manager;
Tyrone Cooper, City Attorney; Tina Broussard, City Clerk.

Public Comment: Persons may speak on scheduled agenda items No. 1/Consent Agenda
Landry Roundtree 1565 S. Major Dr. Beaumont TX
Spoke regarding Item No. 1 on the Agenda; Consider approving an Ordinance calling the
General Election for May 4, 2019, to elect a Mayor, two (2) Councilmembers At -Large and
four (4) Ward Councilmembers (one for each Ward I, II, III and IV), stated that he's glad to
see the City is having an election, it's his hope that Council would approve the election and
the voter cry would be to remember the AT&T building

A) Approve the purchase of three vehicles for use in the Police Department — Resolution 19-
021
B) Approve setting the mandatory payment rate related to the Local Provider Participation Fund
for FY 2019 and holding a public hearing — This item was pulled
Mayor Pro Tem Mouton moved to approve the Consent Agenda. Councilmember Jordan
seconded the motion.

GENERAL BUSINESS
Consider approving an ordinance calling the General Election for May 4, 2019, to elect a
Mayor, two (2) Councilmembers-At-Large, and four (4) Ward Councilmembers (one each for
Ward I, Il, III and IV); and approving a Runoff Election if necessary.
The City Charter dictates that all elected officials shall be elected on a regular election day
established by the Election Code of the State of Texas. The City of Beaumont is designating
the first Saturday of May to conduct this election and will conduct a joint election with the
Beaumont Independent School District and the Port of Beaumont. The City of Beaumont will
elect a Mayor, two (2) Councilmembers-At-Large, and four (4) Ward Councilmembers (one
each for Wards I, Il, III and IV); and approving a Runoff Election if necessary. The
Beaumont Independent School District will elect two (2) Single -Member Trustees for Districts
1 & 4 and two (2) At -Large trustees. The Port of Beaumont will elect one (1) Ward II
Commissioner and one (1) At -Large Commissioner.
Funds are available in the City Clerk's budget.

Councilmember Getz moved to ADOPT AN ORDINANCE OF THE CITY OF BEAUMONT, TEXAS,
PROVIDING FOR A GENERAL ELECTION TO BE HELD ON THE 4TH OF MAY, 2019 FOR THE PURPOSE OF
ELECTING A MAYOR, FOUR (4) WARD COUNCILMEMBERS (WARDS I, II, III AND IV) AND TWO (2)
COUNCILMEMBERS-AT-LARGE; PROVIDING THE FORM OF THE BALLOT AT SUCH ELECTION; DIRECTING
THE GIVING OF NOTICE OF SUCH ELECTION; PROVIDING FOR A JOINT ELECTION WITH THE BEAUMONT
INDEPENDENT SCHOOL DISTRICT AND THE PORT OF BEAUMONT; AND CONTAINING OTHER PROVISIONS
RELATING TO THE SUBJECT. Mayor Pro Tem Mouton seconded the motion.

Mayor Ames .read the announcement regarding Executive Session ,being held at the
conclusion of the General Business portion of the meeting.
COMMENTS

Marshall Scott 1490 Edwin Beaumont TX
Stated that it's his understanding that one of the Councilmembers is going out and repeating
what is being said in Executive Session, stated that if he is then his seat is needed, asked
when the streets are going to start being repaired, stated that some of the City Council needs
to be replaced and wanted them out of the City of Beaumont, they aren't doing anything for
the City of Beaumont, just doing the same old thing over and over, asked that they make
repairs to the streets and stop worrying about the AT&T building
David Pete 6355 Chinn Ln. Beaumont TX
Stated that he wasn't in attendance at the last meeting but understands that there was some
discussion regarding the AT&T building, recalls that on last year he asked Council about this
same building and it was stated that no one knew anything about the building, has now
learned that a vote was taken for the City to have a seat at the table to purchase the
building, Council needs to stop, there are streets that are broken and undrivable, ask that
they stop worrying about purchasing the AT&T building, commented on the City and BISD
being on the same ballot and combining the two entities, these elections aren't always on the
up and up, Council is elected to do what's in the best interest of the citizens of Beaumont
and that's what they need to be doing

Stated that she's very disappointed regarding the streets, asked why the streets on Highland,
North Parkway and South Parkway are not as nice as the streets near and around Lamar
University, commented on how hard the City works to keep their streets around Lamar
looking nice, stated that the citizens that live on the. streets that she mentioned earlier
deserve the same consideration
Landry Rountree 1565 S. Major Dr. Beaumont TX
Wished his daughter Hannah Ruth a happy 23rd birthday, commented on an article that Rev.
Jessie Jackson wrote in the Right to Life News in January of 1977, Rev. Jessie Jackson
addressed the issue of Row vs. Wade, today is the 46th year anniversary, stated that,this
country has experienced its own holocaust, ten times worst than the Jewish people, 60
million innocent babies have died, instead of calling it murder they call it an abortion, instead
of calling them babies they are called fetus, only two voted in the Supreme Court against and
seven ruled to murder babies

MAYOR PRO TEM MOUTON - GAVE CONDOLENCES TO THE FAMILY OF TERRANCE BLUETT,
STATED THAT SHE RECEIVED AN ARTICLE FROM MELBOURNE,
AUSTRALIA REGARDING SOMEONE THAT PLAYED AT THE CITY
OF BEAUMONT's TENNIS CENTER AND WAS GROOMED BY MR.
RUSSELL GROGAN WHO IS ON THE MAIN STAGE OF THE TENNIS
WORLD, THIS PUT BEAUMONT ON THE MAP
COUNCILMEMBER SAMUEL - ABSENT
COUNCILMEMBER PATE - STATED THAT THE MLK PARADE WAS POSTPONED AND HAS
BEEN RESCHEDULED FOR FEBRUARY 9, 2019, STATED THAT
WE HAVE A LOT FOR WHICH TO BE THANKFUL FOR GROWING UP
IN A COUNTRY WITH LEADERS LIKE MARTIN LUTHER KING,
APPRECIATES THE STRIDES THAT HE MADE ON BEHALF OF ALL
OF US TO LOOK AT EACH OTHER AS HUMAN BEINGS AND NOT
INDIVIDUALS WHO HAPPEN TO BE A DIFFERENT COLOR AND
HOW GREAT THE UNITED STATES OF AMERICA IS, ANNOUNCED
THAT ON WEDNESDAY, JANUARY 23, 2019, IN ALBANY, NEW
YORK THERE WILL BE A PRESS CONFERENCE ANNOUNCING THE
AURORA GAMES WHICH WILL BE PLAYED AUGUST 20 — 25,
2019, THIS WILL BEAN ALL WOMEN ATHLETIC ENDEAVOR THAT
WILL INCLUDE SIX SPORTS, THE CAPTAIN FOR THE AMERICAN
TEAM WILL BE JACKIE JOYNER-KERSEE AND THE CAPTAIN FOR
THE WORLD TEAM WILL BE NADIA COMANECI, AT THE END OF
THE EVENT THE WINNER WILL RECEIVE THE BABE DIDRIKSON

COUNCILMEMBER SAM - COMMENTED ON THE MLK CELEBRATIONS THAT HE ATTENDED
AT DOUGLAS MEMORIAL AND WEST TABERNACLE, STATED
THAT SOMEONE SAID TO HIM ON LAST WEEK THAT COUNCIL
ISN'T PAYING ATTENTION AND NEEDS TO TAKE TIME OUT TO
LISTEN, THANKED EVERYONE THAT ATTENDED THE MEETING ON
TODAY AND THAT HAS BEEN ATTENDING THE MEETINGS TO
SHARE THEIR THOUGHTS AND IDEAS, STATED THAT HE HAS
GROWN UP IN THIS CITY AND HAS FRIENDS HERE, LOVES THE
PEOPLE AND THE CITY, HE IS LISTENING AND HEARS WHAT
THEY ARE SAYING AS WELL AS THEIR COMMENTS AND IDEAS,
THE GOAL IS TO CONTINUE TO MOVE FORWARD, CREATE AN
EXCEPTIONAL CITY, IT TAKES TIME TO CHANGE SOME OF
THOSE THINGS AND WILL CONTINUE TO DO EVERYTHING HE CAN
TO MAKE THIS A BETTER CITY
COUNCILMEMBER GETZ - ANNOUNCED THE HIGH SCHOOL BASKETBALL GAME AT THE
MONTAGNE CENTER ON SATURDAY AFTERNOON AT 3:00 P.M.,
THE BEAUMONT UNITED VERSUS THE WEST BROOK GIRLS,,

THE BOYS WILL PLAY LATER IN THE EVENING, TICKETS WILL BE
AROUND $3.00, ASKED THAT EVERYONE GO OUT AND SUPPORT
THE YOUTH AS THEY COMPETE ON THE BASKETBALL COURT
COUNCILMEMBER JORDAN - STATED THAT THE CITY IS OFFICIALLY A NO KILL ANIMAL
RESCUE FACILITY, A FEW YEARS BACK THE CITY WAS
RETRIEVING ANIMALS OFF THE STREET AND PUTTING THEM TO
SLEEP AS FAST AS WE RETRIEVED THEM, THE CITY HAS
REACHED A 91% SAVE RATE ON DOGS, 95% ON CATS AND
85% ON THE REST, STATED THAT SHE PUT THIS ON HER
FACEBOOK AND THERE WERE A LOT OF CITIZENS INTERESTED
IN GETTING INVOLVED

CITY MANAGER HAYES - NONE
MAYOR AMES - ASKED IF THERE WAS STILL THE LIST OF THE STREET REHAB
PROGRAM IN THE BACK OF THE ROOM, STATED THAT THE CITY
IS IN A LOT BETTER SHAPE THAN OTHER CITIES, STAFF IS
WORKING ON GETTING STARTED.ON THE STREETS AS QUICK AS
THEY CAN, SHE FEELS COUNCIL IS WELL ROUNDED AND THAT
THERE ARE MANY THINGS THAT COUNCIL HANDLES NOT JUST
ONE THING, COMMENTED ON RED TAGGED HOMES, QUALITY OF
LIFE AND CONSTRUCTION
