BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT Dennis Kiel is appointed to the Historic Landmark Commission to fill the
unexpired term of Gretchen Hargroder. The term will commence December 18; 2018,
and expire September 30, 2019.
The meeting at which this resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.

REQUESTED ACTION: Council consider a resolution approving a contract with Coastal
Demolition, Inc. of Beaumont for the asbestos abatement and
demolition of three structures located at 1250 Cedar.
BACKGROUND
On April 12, 2017, the City red tagged three structures located at 1250 Cedar due to the unsafe
conditions. The owners failed to make any repairs and the structures were presented to City
Council on November 7, 2017, when a raze order was issued.
Bids were requested for the asbestos abatement and demolition of the three structures. Ten
vendors were notified and five bids were submitted. Coastal Demolition, Inc. provided the lowest
qualified bid in the amount of $73,800. Bid tabulation is attached.
FUNDING SOURCE
General Fund.
RECOMMENDATION
Approval of the resolution.
RESOLUTION NO.
WHEREAS, bids were received for the asbestos abatement, demolition and
debris removal of the three (3) structures located at 1250 Cedar Street; and,
WHEREAS, Coastal Demolition, Inc., of Beaumont, Texas, submitted a qualified
bid in the unit amounts shown on Exhibit 'A," attached hereto, in the total amount of
$73,800.00; and,
WHEREAS, the City Council is of the opinion that the bid submitted by Coastal
Demolition, Inc., of Beaumont, Texas, is the lowest responsible bidder providing the
best value to the City and should be accepted;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this resolution are hereby,
in all things, approved and adopted; and,
THAT the bid submitted by Coastal Demolition, Inc., of Beaumont, Texas, for the
asbestos abatement, demolition and debris removal of the three (3) structures located
at 1250 Cedar Street in the unit amounts shown on Exhibit 'A," attached hereto, in the
total amount of $73,800.00, be accepted by the City of Beaumont; and,
BE IT FURTHER RESOLVED THAT the City Manager be and he is hereby
authorized to execute a contract with Coastal Demolition, Inc., of Beaumont, Texas, for
the purposes described herein.
The meeting at which this resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.

REQUESTED ACTION: Council consider a resolution authorizing a contract with PartnerRe
America of Stamford, CT for Stop Loss Insurance.
BACKGROUND
The City's health insurance plans are self-insured as opposed to fully funded plans to reduce
health related costs to the City. However, to protect the City from large health claims by any one
individual, stop loss coverage is purchased to cover claims that exceed $225,000.
At the end of each calendar year, the City's benefits consultant (Holmes Murphy) gathers the
claims history for that year and solicits quotes from the market and negotiates the most favorable
terms for the City. This year 11 carriers were contacted and three quotes were received.
PartnerEr America responded with a quote of $1,429,551.80 which is about a 15% increase over
last year's quote. Liberty Mutual (Tru Services) currently holds this contract.

REQUESTED ACTION: Council consider a resolution approving the purchase of
Cityworks (a GIS -centric asset management system) for use in
multiple departments.

The City will purchase Cityworks from SHI Government Solutions under Buy Board Texas
Cooperative contract number 498-15 for $344,000. The Local Government Purchasing
Cooperative is an administrative agency created in accordance with Section 791.001 of the Texas
Government Code. Its purpose is to obtain the benefits and efficiencies that can accrue to
members of a cooperative, to comply with state bidding requirements, and to identify qualified
vendors of commodities, goods, and services.
The City currently uses three separate software products to manage Code Enforcement, Planning,
Building Permits, Zoning Violations, 311, Water, Streets, Parks and Traffic Management. Each
of these software packages have issues with speed, online capabilities, functionality and
support. The Cityworks software will allow us to manage all aspects of asset management,
permits and licensing with a single software that is Geographic Information System (GIS) centric
to allow for graphical representation of information. Cityworks will help us to:
• Improve our online capabilities for our citizens
• Improve the ability to review, approve and track permits across multiple
departments/divisions
• Allow for expansion of mobile devices in the field that would shorten the timeframe for
data to be available
• Map -based (GIS) software will allow for an easier to understand representation of data
FUNDING SOURCE
Capital Reserve Fund and Water Utilities Fund. This purchase was discussed during a Work
Session on November 27, 2018. A transfer to the Capital Reserve, utilizing a portion of the fund
balance, will be recommended at a later date.

Ordinances related to fees at the Beaumont Municipal Tennis
Center.
BACKGROUND
The City of Beaumont plans to resume the daily management of the Tennis Center on Wednesday
January 2, 2019. After reviewing the existing Code of Ordinances, the Administration is
recommending the following fee structure:
Section 14.04.013 Beaumont Municipal Tennis Center fees and charges

other events.
RECOMMENDATION
Approval of the ordinance. The existing annual memberships would be eliminated from the Code
of Ordinances. The reason for this recommendation is that there are not a sufficient number of
memberships being sold. Also, Beaumont residents wanting to play tennis before 4:00 PM would
be allowed to play for free. The citizens of Beaumont paid for this facility and we feel they
should not- be charged to play during non -peak times. All of the other fees above are currently
in the Code of Ordinances and would remain the same.

ENTITLED AN ORDINANCE AMENDING CHAPTER 14,
ARTICLE 14.04, SECTION 14.04.013(a) OF THE CODE OF
ORDINANCES OF BEAUMONT, TEXAS RELATING TO
BEAUMONT MUNICIPAL TENNIS CENTER FEES AND
CHARGES; PROVIDING FOR SEVERABILITY; AND
PROVIDING FOR REPEAL.
BE IT ORDAINED BY THE CITY OF BEAUMONT:

THAT Chapter 14, Article 14.04, Section 14.04.013(a) of the Code of Ordinances
be and the same is hereby amended to read as follows:
Section 14.04.013 Beaumont Municipal Tennis Center fees and charges
(a) Fees: (tax included).
Open until 4:00 pm:
After 4:00 pm:
Juniors (under 18)
and Seniors (65+):

$4.00 per player
$2.00 per player
Non -Resident
$4.00 per player
$5.00 per player
$3.00 per player
* Rates per player are for 1.5 hours of play. The fee for playing on the covered courts is
an additional $2.00 per player.
* Special rates. The City Manager may approve other rates for tournaments, specials, or
other events.

That if any section, subsection, sentence, clause of phrase of this ordinance, or
the application of same to a particular set of persons or circumstances, should for any
reason be held to be invalid, such invalidity shall not affect the remaining portions of this
ordinance, and to such end, the various portions and provisions of this ordinance are
declared to be severable.
Section 3.
That all ordinances or parts of ordinances in conflict herewith are repealed to the
extent of the conflict only.
The meeting at which this ordinance was approved was in all things conducted
in strict compliance with the Texas Open Meetings Act, Texas Government Code,
Chapter 551.
