assessing as, a tax upon lots, and parts of lots,' blocks, or tracts
of land where not divided into_ lots or blocksfronting or abbutting
on Lea r. el Avenue from Jane s to Magnolia and MaI gnol is Avenue from
laurel to Liberty Avenue in ,the City of Beaumont, two-thirds of the
cost -of the paving and all of'the cost `of curbing ,said: Laurel
Avenue from Janes to Magnolia and Magnolia fiord laurel. to. Liberty
Avenue; levying and, asse ss i ng . as a tax upon the Texas and' New Orle ans
Railroad Company the' cost of paving between and two feet on each
side of the tracks of the rails of said Company, on Z aurel Avenue;
de clar ing said tax so levied against said company a f irst and pr.ior
lien, paramount to all. encumbrances. except taxes upon the road bed,
tie s, rails, fixtures and r ights and .franchises of said Company
on said laurel Avenue , and.. de clar ing said tax s o levied a lien upon
said ,pr opert ie s and. a personal debt against the owne r or - owner s
therabf; providing the time when said tax shall become due and
payable ; providi ng for the collect ion of same and. all costs indurred
in collecting same if not paid'. at the time it becomes due- and
payable;- and .providing the rate . of interest said tax shall bear
from the 'time. it -becomes due until- paid'; and -declaring,.an emergency.

SECTOR FOUR.
The' fact that the foregoing portions
of streets are in bad conaitton and badly in need of paving in, or der
to,facilitate the heavy traffic over same creates an emergency
and as imperative public necessity' necessitating the suspendion
of the xL71e requiring Ordinances to be. read -at three separate
meetings, said' rule is therefore hereby suspended and this:
Ordinance shall take effect -and be in full force and effect from.
and after- its passage.and publication. .
