ING A PENALTY THEREFOR,'AND PRESCRIBING A PENALTY FOR THE VIOLATION
THEREOF, AND DECLARING AN EMERGENCY. h,
WIT ORDAINED BY THE CITY COUNCIL OFA tEAUMONT, TEXAS:
(Section 1:)
..That every person owning, controlling or operating motor
vehiCle'sor a vehicle. propelled by a motor of any kind what so ever,
shall before operating same upon the streets of the City of Beaumont,
apply to the City Tax Collector -for a, number for said vehicle; and
after 'receiving such number, and before operating.his vehicle, said
applicant shall securely fasten the number given him by'the said
Tax Collector upon the rear of his vehicle in a fixed manner and i
such position that the light on'the rear end of such vehicle/)wi l
play upon said number so that it can be seen at a distance of three -
hundred feet; provided that any -person who has heretofore registered
his vehicle for the year,1917, shall not be required to reregister
his vehicle, butLM&y use the number heretofore assigned -t6 him for
the -remaining portion ,.of. the year 1917,' or ,for .the time hereinafter
prescribed.
(Section S.)
The registration herein provided for and the numbers
herein provided .to be -furnished to the applicant by the City Tax
Collector, shall -be furhished free of charge to said applicant, but
said applicant upon filing his application with the City Tax Collector
shall be, and ie hereby, required to file an affidavit with said
Tax Collector that he'will keep said number upon his.vehicle until
.January 1, 1918,, or until he obtains a state number from the Texas
State Highway Co fission; I-�
(Section 3.)
All numbers hezein provided for shall be firmlyfastened

the rear light upon said vehi le. will throw alight upon said number
so that it can be distir4guished at a distance of three hundred feet,

Any person who operates a motor vehicle in the streets of

Beaumont without a"number obtained from tte City Tax Collector; or
who removes the number heretofore assigned to him and registered in
the City of Beaumont; or any person who fails to register his vehicle
with the City Tax Collector and fix his number upon:?.the rear
end of his vehicle, as provided in this ordinance,, until Janualy
1, 1915, or until he has received a regular licensed number from
the Texas State Highway Commission, shall be deemed guilty of a.
misdemeanor and upon conviction therefor in the Corporation Court
of the City of Beaumont, shall be fined in .any sum not to exceed
two -hundred dollars.
(Section 5.)
The fact that there are many hundred -'thousand oars in
Texas, and that the State has provided no law to require regist-
ration of cars or to require cars registered under rmer las t

cars in Texas to be registered and will g�ive;' am. ,nr�tuni.ty to
many people to remove their numbers and ope-.ate their cars without
numbers in such a way as to be a dangers traffic,- constitutes
a menace to the wellfare of the City ofBeaumont and creates an
imperative emergency and public necessity requiring a suspension
of the rules requiring ordinances to be read at three separate
meetings. Said rule is therefore hereby suspended and said
ordinance shall be in full force and effect from and after its
lawful passage . and r_ --
