BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUITOITT , TE?,A S Section 1. That an election shall be held in the City of Beaumont, Texas on the seventjr day of August, A. D. 1917, at which election the following proposition shall be submitted: "Shall the City Council of .the City of Beaumont, Texas, be ��d authorized to levy, assess and make an appropriation of S cents oA the one-hun(tred dollars valuation of all taxable property in the City of Beaumont for the purpose of maintaining a public library in the City'. of Beaumont. e,c t ion, 2 That said elect ion shall:be-held on the same date as is now set aside for, 'an election to be held in the City of Beaumont, Texas to determine if bomd.s of said City shall be issued for the purpose of making ce-stain permanent public im-- prove:aents, to vdt: the acquiring of lands either within or v;ithout the city limits of the City of Beaumont for public parks; and said election shell be held at the same places and the same persons shall act as presiding judges in their respective v:-ards that are named in the ordinance ordering an election to be held to determine whether.or not the Cityof Beaumont shall issue bonds for the purpose of acquiring lands for public parks. Section 3. That said election shall be held under the provi- sions of the st,.te lave governing elections; and only qualified voters who are property taxi payers of the City of Beaumont shall be allotived to mote at said election; and the pills shall be rTV. r 40 kept open from 8 o'clock in the morning to 7 o'clock in the evening. At said election all voters desiring to support the proposition to authorize the City dounciil of the City of' Beaumont, Texas p levy, assess and make all appropriation of one and a !dzceAtsAor the maintenance of public library. in the City of Beaumont, shall have printed on their ballots the words: "For the levy, assessing and appropriation bV the —,ts City Council of the City of Beaumont of one and a,,;;a44a:;€ cents on the one -hundred dollarz valuation of all taxable property in the City- of Beaumont for the purpose of maint` fining a public library in the City of Beaumont". At said election all voters not desiring to support the proposition to levy or assess or make an appropriation of a tax of one- and, cents to maintain a pu^lic library in the City of Beaumont, shall have printed on their ballots the words: "Against the levy, assess- � ing and appropriation by the City Council of one and o __ cents onthe one -hundred dollars valuatioai of all taxable property in the City of Beaumont for "he -purpose of maintaining e. public library in the City of Beaumont. Section 4. ; That this ordinance shall be published at least once each vaeel?: for at least thirty drays prior to the date of holding such election, in a ne�.-spaper of gelral circulation which has been continuouslyand regularly published for a period of not less than one year in Jefferson County, Texas. In addition to such publication, copies of this ordinance, signed by the Mayor and attested by the Secretary of the City of Beaumont, shall be posted up at ePch of the places designated for holding said election, at least thirty days pr1or to the date of holding such election; and said publication of said ordinance in said newspaper and posting up of copies of said ordinances at each of the voting places shall serve as -proper notice of said election. 4w Section. 5. 7hereas, the fact that the City of Beaumont now has no public library and that said City can obtain a public library that will serve all of its citizens free of cost, pro- vided that the City of Beaumont will provide a tax to maintain said library, created a p-_-biic necessity and ar ir_lpe ative public emergency,necessitating the suspension of the rule requiring ordinances to be read at three regular meetings; sa,i.d rule is, therefore, hereby zuspended9 and this. o-rdinance shall be in full force and effect from and aster its passage and lawful publication. gassed by the City Council of the City of Beaumont this the third day of July, A.
