E'ntitled an Ordinance, levying ssessing as a tax
upon lots and parts of lots, blocks or tracts of land where
not divided into lots' or blocks fronting or abutting upon N.C.
Street in the city of Beaumont two-thirds of the cost of' paving
and all of the cost of curbing said X. C.. Street from Trinity Street
to Archie Street in the City of Beauiuont;- declaring each said. tax .
so levied a lien upon said property and a personal debt against
Vie owner 4E�owners thereof; providing for the collection of said
tax and all costs incurred in collecting same if not paid at
the time it becomss due and payable and providing the rate ofinter-
est said tax shall bear from the time it becomes due and payable
and declaring an emergency.

SECTION II.
That said. tax so levied and assessed shall become due
and payable upon the completion of the paving upon the portion of
said strets, upon w; ich said lot, lots, parts of lots, blocks or
tracts of land front or abutt-, and .the amount of the tax _hereby
levied and assessed together with the cost of collecting same and
six (6%per cent per annum from the date same is collectible
until paid is hereby declared a lien against the said lot, lots
parts of lots, blocks or tracts of land superior to all other liens,
claims or title except City, County and State taxes, and shall
constitute a personal charge or claim against the ovines or owners
of the said lot, lots, harts of lots, blocks or tracts of land-

The fact that the foregoing portions of streets are in
bad condition and badly in need of paving in order to facilitate
the heavy traffic over same, creates an emergency and an impera-
tive public necessity, necessitating the suspension of the rule
requiring ordinances to be read at three se1aa.rate meetingsi Said
rule is therefore hereby suspended and this or.dinarice shall take
affect and be in full force �,nd affect f oin and after its passage
