AN ORDINAITCE.
Entitled an Ordinance authorizing the issuance
of bonds for the purpose of making permanent City Improvements
to -wit: Buildings, structures, water - mains, appliances
and other improvements necessary to complete the water
works system of the City of Beaumont, and declaring an
emergency.
,WHEREAS, on the 5th day of September, 1916,
the property tax paying vo ter s of the City of Beaumont,
Texas, did., by an election held in the City of Beaumont,

That the City of Beaumont shall issue bonds
as hereinafter described for and in behalf of and upon
the credit of. the City of Beaumont, to borrow money to

for the purpose of making permanent City Improvements,
to-wit: Buildings, structures, water mains, appliances
and other improvements necessary to complete the water
works system of the City of Beaumont, and de c lar ing an

MEREAS, on the 5th day of September, 1916,
the property tax paying vo ter s of the City of Beaumont,
Texas, did, by an election held in the City of Beaumont,

That the City of Beaumont shall issue bonds

for the purpose of making permanent City Improvements,

That the Mayor is hereby authorized and directed

-SECT ION IV -
It is further ordaim d that the Mayor be :authorized
and he is hereby directed, to take ,and have charge of. -the
above described bonds pending their investigation by the
Attorney General of the State' of Texas, and.,upon their
approval and registration he shall.proceed to sell. same at
not less. than their face value -arid accrued interest at
.public or private sale, and the pr oueeds of such sale shall
be deposited with the City Treasurer of the City. of Beaumont,
and .it is hereby made the, duty of the Mayor to provide
that said bonds shall be delivered to the purchaser in the
City, of Beaumont -and payment shall also be made in the City
of Beaumont. The proceeds of said bonds .shall be used far
the purpose of -making permanent City Improvement, to --wit:

-SECTION V --
It is further ordained by the City Council
that for the purpose of paying the interest of said bonds
as well as the var€eous installments of principal as the
dame shall respectively mature, there is hereby levied
for the year 1916 and for each succeeding year thereafter,
as long as the same may be necessary to provide fox the
interest and annual installments of pr inc ipal of said bonds, on
all property in the City of Beaumont, a straight ad valorem
tax of Two cents, four and three tenths mills, (:x.0243)
on each One Hundred (9§100.00) Dollars valuation of all
taxable property in the City of Beaumont and same shall
be annually assessed and collected} and said tax of Two
cents, four and three tenths (,0243) mills on the one
hundred dollars val.uati on our of a tax of
cents on each one hundred ( $100.00) Dollars property valua-
tion, levied to c reate the interest and sinking fund. to pay the.
outstanding bonded indebtedness of this City by this City
Council on the th day of September, 1916, ( The ordinance
making said levy being of record on page 9 (9 Vol.3,
Idinutes of Ordinances of this City) is hereby appropriated
and set aside to pay the annual installments of principal of
said bonds, and the interest thereon as they may nature
an said tax or so much thereof as may be necessary is
hereby levied for each ,year h=reafter while said bonds
or any number thereof are outstanding, and the same shall
be annually assessedg collected and applied to the purpose
named.
,Section VI -
WHEREAS, the fact that the City is. in urgent
need of money in or der to make permanent City Impr ovement s
to -wit: Buildings, Structures, eater -mains, appliances and

other improvements necessary to complete the water works
system of the City of Beaumont, Texas., creates an emergency
and an imperative public necessily,necessitating that the
-rule requiring ordinances to be read at three regular
meetings shall be suspended. Said rule is therefore hereby
suspended and this ordinance shall go into full force and
effect from and after its lawful passage and publication.

General of. the State, of Texas', and upon the it appy oval and
registration he shall proceed to sell same; at not less
than their, face value and accrued interest at publie or
private sale, and the proceeds of such sale shall be de-
posited with the City Treasurer of the City of Beaumont,
and . i t is hereby made the duty of . the 1.1 ay.or to pr ovi de
that sE� d bonds shall be delivered to the purchaser in the
City of Beaumont and payment shall -'also be made in the City
of Beaumont. The: proceeds of said bonds shall be used for the
purpose of making -permanent City Improvement, to -wit:
Wharves-, Docks, Terminals Slips and other. applianees
and .structures for-, facilitating or accomodating'oommerce or
navigation on the Neches River.
-SECTION V-
It is further ordained by the City Council
that for the purpose of paying the interest of said bonds
as well as the various installments of principal as the
same shall respectively mature, there is. hereby levied
for the. year 1916 and for each succeeding, year thereafter,
as long as the same may b e . ne: ce ssary to provide for, .the interest
and annual install -me nts of, pr inc ipal of sa id b onds, on all
property in the City of Beaumont, a straight. ad valorem
tax of five cents, f ive and four tenths mills .# (0,-05.54)
on each One Hundred ' 0100.00) Dollars valuation of all
taxable-. -property '-in the G its of Beaumont and same shall
be annually assessed and collected, and said tax of five
cents, five and four tenths t$.0554) mills,on the One
Hundred Dollars val-mati on out of a tax of �
cents on each one hundred (0100.00) Dollars property valuation,
levied to create the interest and sinking fund to pap the
outstanding bonded indebtedness of this City by this City
Counc it ' ons the -1,8th day of September, 1916 .( The ordinance -
making said. levy, being of record on page r vol.3,
Minutes of Ordinances of this City) is hereby appropriated and
set aside to pay the annual installments of princ ipal of
said bonds, and the interest thereon as they -may mature
and said. tax. or so much thereof as may be necessary is
hereby levied for each year hereafter while said bonds
or any number thereof are ontstanding and t he same shall
be annually assessed, colle.cited.and applied, to the purpose
named.
SECTION VI--
?'dF..EREAS, the fact, that the City' i,s . in ur gent
need of money .in order to' make permanent-. City ,ImpIrovements
to --Writ Wharves, Docks, Terminals, Slips and other appliances
and structures for facilitating or accomodating commerce
on the Neches River, in order . to properly handle the
protect the wharves and docks, creates an emergency and
an. imperative public necessity', necessitating that the,
rule requiring ordinances to be read at three regular
meetings shall be suspended. Said rule is therefore.
hereby suspended and this ordinance shall go into full
force and..effect from and after its lawful assage and
publiedt ion.
