PUBLIC STREETS OF THE CITY'OF BEAUMONT; PROVIDING PENAL- TIES OF FINES FROM ONE ($1.00).DOLLAR -TO TWO HUNDRED ($200.00) DOLLARS FOR VIOLATIONS, AND REPEALING. ALL ORDINANCES AND SECTIONS OF ORDINANCES IN CON' FLICT HEREWITH.- --passed by the City -Council on the 22nd day of March, 1955 be, and the same'is hereby. -'amended to read as. follows: Section 1. INCREASING=STATE SPEED -LIMIT -IN CERTAIN ZONES. -.it is hereby de- termined upon -the basis of an engineering and traffic investiga- tion that the-speed.permitted by state law upon the following. streets is less -than is necessary for .safe operation of vehicles thereon by reason of'the designation and sign posting of said streets as through highways and/or by reason of widely spaced in- tersections.,-a'nd it is hereby declared that the prima facie speed limits shall be as hereinafter set forth-on.those.streets or. parts of streets herein designated when signs are erected giving notice thereof. Port Arthur Highway, `From the intersection of East Virginia to .the south city limits in a north and south direction the prima facie speed limit -shall be forty-five (45) miles per -hour. Faiinet''t .Road. From the intersection of St. -James Boule- vard to the west .city limits in an east and west direction the prima facie speed limit shall be forty-five (45) miles per hour. From, the east city limits .to -the cen- terline of Seventh Street the maximum prima facie. -speed limit::shall be fifty- miles, per hour. From the centerline of Seventh Street -to, -the centerline of -Eighth .Stree,t.. the -maximum prima facie speed limit, -shall be foray (40) miles" per hour. Eastbound Traffic.- From the centerline of Eighth Street -to the east city limits. the maximum prima faci'e,speed•limit shall be fifty- (5.0),. miles per..hour and the minimum: prima- facie .speed limit -shall" be .forty (40) miles. per hour. Conley.,.Traffic Engineer Subject: U,S. 90 Freeway- Speed Limits COMMENT: -- - - - - - - In- connection with the = complet-i oa of - construction -of the - U.S. 90 Freeway from the Neches River to Elev'Qrzth St. and the sub - Sequent opening of this facility'to vehicular traffic the question of proper speed limits arises. Controlled access roads,such as freeways normally operate at speeds higher than city streets where all intersections are at grade. The State highway Laws and the City Traffic ordinance require that higher speed limits shall be established on the -basis of an engineering and traffic investigation. 'It is impossible to conduct . such an investigation on a facility that is not yet open to traffic. however,, an analysis of design speed$ various design factors and experience with .similar freeways in other Texns cities can be used'as a basis for determining proper speed limits on this freeway. This.. analysis has been made jointly by this office anti the local district office of the Texas Highway Dept. We concur that the following speed limits should be established: Westbound- From the east city limits to the center line of Seventh St, the maximum prima facie speed limit shall be fifty miles per hour and the minimum prima facie speed limit shall be forty miles per houro From the'center line of, Seventh St, to the center line of Eighth St. the maximum prima facie_ speed limit- shall be forty .miles per hour Eastbo=d- From the center line of Eighth St. to, -the east. city limits the maximum prima facie speed limit shall be fifty miles per hour and'the minimum, prigs facie speed limit shall be forty tiles per " hour. Since the.establishing.or changing of speed limits must be, accomplished by City Council',action I- recomend that -you direct the city attorney.to prepare the proper -ordinance amending Section 54, Article U of the Traffic -.Ordinance .to ,establish these speed limits for presentation to City.
