SUSPENSION OF ALL BUILDING, ELECTRICAL AND PLU14BING
ORDINANCES OF THE CITY OF BEAUMONT.. AUTHORIZING THE
USE OF SUBSTITUTE MATERIALS AND METHODS DURING THE
PERIOD OF NATIONAL EMERGENCY AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF BEAUMONT:
Section 1,
The President.of the United States has declared
that a state of National Emergency exists and this emer-
gency and the governmental restrictions concerning the use
of materials has caused great difficulty and sometimes the
impossibility of carrying forward necessary building con-
struetion, alterations and repairs in accordance with the
requirements of the present building, electrical or plumb-
ing ordinances of this City.
Section 2.
It is imperative that construction, reeonstrue-
tion, alterations and repairs of buildings continue during
the National Emergency and the Federal government has sug-
gested that city building, electrical and plumbing ordin-
ances be sus.pended'during this Emergency so as to permit
the substitution of available materials, installations or
methods of construction while at the;.some time fully pro-
tecting the public health, safety and general welfare.
Section 3.
Therefore, for the: ;p,eriod, of the National
Emergency the City Manager of. the City of Beaumont shall
be and hereby is authorized to approve temporarily as
conditions from time to -time -may require the substitution
of building materials, including electrical wiring,
plumbing, heating and any other materials, equipment,

methods of installation or methods of construction in
respect to a building or structure as now required by
ordinance provisions of the City of Beaumont whenever
said City Manager shall find the following facts to
exist:
(1) The materials required by ordinance
provisions are not available or cannot be obtained
within a reasonable time, or cannot be obtained except
at prohibitive cost; and
(2) The use of such substitute materials or
equipment or installation or methods of construction
will not materially increase the fire, health or safety
hazard, nor materially lessen the structural stability
of the building or structure for which said substitute
is to be used.
The rulings of said City Manager in respect
to substitutions shall be complied with by the Building
Inspector, Plumbing Inspector and Electrical Inspector
of the City of Beaumont.
Section 4,
The City Manager of the City of Beaumont may
prescribe rules and regulations governing applications
for permits to use substitute materials and methods
under this Ordinance.
Section 5.
The authorization conferred.upon the City
Manager of the City of Bea unont to waive the require-
ments of the several ordinances shall be operative
only during.the period of said National. Emergency.
Section 6.
The fact that a National Emergency does now
exist and.is the cause of an unnecessary delay in
building and other activity necessary for proper housing,
making it impossible to protect the public health, safety
and general welfare by a continuance of construction,

reconstruction, alteration or repair of buildings and
structures under the terms of existing ordinances creates
an imperative public emergency necessitating the suspen-
sion of the rule requiring ordinances to be read on three
several days before their final passage, wherefore, said
rule is hereby suspended and this ordinance shall become
effective from and after its passage and lawful publica-
tion.
PASSED by the affirmative vote of all members
of the City Commission of the City of Beaumont, Texas,

ORDINANCE PASSED BY THE CITY COMIMISSION. OF THE
CITY OF BEATIdONT, TEXAS, SEPTENIBER 14, 19372
ENTITLED
"AN ORDINANCE CREATING THE OFFICE OF ELECTRICAL
INSPECTOR, PRESCRIBING HIS DUTIES, DEFINING
ELECTRICAL_ WORKER, JOURNE-L'tEN ELECTRICAL
-WORKER, ELECTRICAL WORK,- ELECTRICAL SYSTEK2
ELECTRICAL WIRING, MASTER ELECTRICIAN; PRO-
VIDING FOR BONDING AND LICENSING MASTER
ELECTRICIAN AND FOR PROVIDING FEE FOR SAID
LICENSE, PROVIDING FOR FORFEITURE OF SUCH
LICENSES; REQUIRING PERMITS FOR ELECTRICAL
CONSTRUCTION OR WORD OF ANY CHARACTER; PRO-
VIDING THE MANJITER AND WAY IN WHICH ELECTRICAL
WORK SHALL BE DONE AND CLASS OF MATERIALS
TO BE USED -IN SUCH WORK; PROVIDING FOR
ADOPTION OF THE NATIONAL ELECTRICAL CODE AS
PROMULGATED BY THE NATIONAL BOARD OF FIRE
UNDERWIRTERS FOR 1935, EXCEPT AS MODIFIED
HEREIN, PROVIDING THAT SUBSEQUENT CODES,
AMENDMENTS AND SUPPLEMENTS OF THE NATIONAL
BOARD OF FIRE UNDERWRITERS ARE ADOPTED AS -
RULES AND REGULATIONS TO GOVERN IN ALL
ELECTRICAL WIRING; PROVIDING FOR THE-
INSPECTION-OF
HE_INSPECTION OF ELECTRICAL WORK AND THE SCALE
OF FEES FOR SUCH INSPECTION;. PROVIDING
FOR THE CREATION OF A BOARD OF EXAMINERS;
PROVIDING FOR THEIR -QUALIFICATION; PROVIDING
FOR BOARD OF APPEAL AND THEIR QUALIFICATION;
PROVIDING FOR FINAL APPEAL TO THE CITY
COMMISSION; PRESCRIBING PENALTIES FOR
VIOLATION OF ANY PROVISION OF THIS ORDINANCE
AND REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH."
PRESCRIBING THE MANNER IN WHICH ELECTRICAL WORK
MAY BE DONE AND APPROVING CERTAIN TYPES OF WIRING.
BE IT ORDAINED BY THE
CITY COMMISSION OF THE CITY OF BEAUMONT: - - -
That Article 3 of Section XII of the Ordinance
mentioned in the preamble hereof passed by the City Commission
of the City of Beaumont, September 14th, -1937, be amended
so that said Article 3 of Section XII shall hereafter read
as follows:

"'Art. 3. Knob tube construction may be used
only where the total number of hot outlets does not
exceed thirty-six (36), provided, however, that in
garages and garage apartments knob and tube construction
may be used only where the total number of hot outlets
does not exceed twenty-four (24)."
PASSED by an affirmative vote of all members of
the City Commission, this the 19th day of March, A. D., 1940.
