AN ORDINANCE ADOPTING A PLAN -FORMULATED
AND PREPARED,BY THE CITY ENGINEER FOR NUMBER
ING RESIDENCES, BUSINESS HOUSES AND OTHER BUILD-
INGS IN ACCORDANCE WITH SAID PLAN;"PROVIDING
THAT ALL RESIDENCES, BUSINESS HOUSES AND .OTHER
BUILDINGS IN THE CITY OF BEAUMONT SHALL BE NUM-
BERED" IN ACCORDANCE WITH SAID -PLAN AND REQUIR-
ING THE OWNER OR OWNERS -THEREOF TO NUMBER OR
CAUSE THE-` SAME ' T 0 BE' SO NUMBERED IN ACCORDANCE
WITH SAID PLAN;.AUTHORIZING THE BUILDING INSPECT-
OR. OF THE CITY OF BEAUMONT, UNDER THE.DIRECTION.
OF THE, -CITY -ENGINEER., TO GIVE TO THE OWNER OR
OWNERS OF.SUCH RESIDENCES, BUSINESS HOUSES OR
OTHER BUILDINGS A PROPER AND CORRECT NUMBER FOR
ANY AND ALL SUCH BUILDINGS; AUTHORIZING THE BUILD-
ING INSPECTOR TO GIVE FIVE (5) DAYS NOTICE TO ANY
PERSON VIOLATING THE PROVISIONS :OF THIS.ORDINANCE;
REPEALING ALL.ORDINANCES IN CONFLICT HEREWITH, FIX-
ING A PENALTY AND.DECLARING AN EMERGENCY.
WHEREAS, many of the residences, business houses and
other buildings in Beaumont are indiscriminately numbered
without regard to any formulated plan and in many instances
the house numbers conflict with the block numbers as shown
by the permanent street markers, and occasionally conflict-
ing numbers -exist and frequently houses are not numbered in
consecutive order; and,
WHEREAS, this c-ondition leads to much confusion and
constitutes a handicap in the work of the Police Department,
the Water Department and other departments of the City govern- i
ment and said condition.is confusing; misleading and vexatious
to the general public and requires immediate correction; and,
WHEREAS, the City Engineer, at the request of the City
Commission has formulated and prepared a plan whereby all re-
sidences, business houses and other buildings now constructed
or hereafter to be constructed may be consecutively and accur-
ately numbered, and said plan so, prepared by the. City Engineer
meets with the approval of the City Commission and is now on
file in the office of the City Clerk and a copy thereof is on
file in the office of the .City. Building Inspector.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF BEAUMONT ;
Section 1. That the plan for numbering residences,
business houses and other buildings in the City of Beaumont
which has been prepared by the City Engineer and which is
noir on file in the office of the City Clerk and in the office
of the City Building Inspector, be and the same is hereby
adopted by the City Commission.
Section 2. That all residences, business houses and
other buildings in the City of Beaumont shall be numbered
in accordance with said plan so formulated and prepared by
the City Engineer and the owner or owners of any such residen-

ces, business houses or other buildings i:.s hereby required to
number the same or cause the same to be numbered in accord-
ance with said plan.
Section 3. A copy of said plan shall remain on file
at all times in the office of the City Building Inspector,
and the City Building Inspector, under the direction -of the
City Engineer and in accordance with the said plan, shall
furnish upon request to any such owner or owners a correct
number for any such residence, business house or other build-
ing.
Section 4. Where any residence, business house or
other building in this City is not numbered with a plain and
visible house number, or where any such residence, business
house or other building is numbered incorrectly so that the
number of the same does not conform to the plan hereby adopt
ed, it shall be the duty of the City Building Inspector to
give the owner or owners of such residence, business house
or other building written notice to"number.said house, or to

correct the number thereon as the case may be, and such-
owner
uchowner or owners of such residence, business house or other
building shall number or cause such building to be numbered
in accordance with the plan hereby adopted, or shall correct
the number or cause the same to be corrected in conformity
with the plan hereby adopted as the case may be.
Section 5. Any such owner or owners or any one of
them who shall fail to comply with the provisions of this
Ordinance .upon receiving notice from the Building Inspector
hereinbefore provided for, within a period of five (5) days
after the receipt of such written notice, shall be deemed
guilty of a misdemeanor and upon conviction thereof shall be
fined in any sum not exceeding One Hundred (10.0.00) Dollars.
Section 6. All ordinances or parts of ordinances in
conflict herewith are hereby repealed.
Section 7.
In the event any provision, section or
part of this Ordinance be held invalid or unconstitutional by
any court having jurisdiction of the subject matter hereof,
such holding shall not affect the provisions, sections, or
parts of this Ordinance not expressly held to be invalid, but
the valid sections and parts of this Ordinance shall remain
in full force and effect.
Section 8.
Because of the confusion existing by
reason of the indiscriminate numbering of houses throughout
the City, and because this condition constitutes an impediment
to the efficient performance of the duties required of the
Police Department, the Water Department and other departments
of this City, and because the indiscriminate numbering of
houses is vexatious to the public generally, said condition
has created an imperative public emergency necessitating the
suspension of the rule requiring ordinances to be read on

three several occasions before passage thereof -and, accordingly,
the said rule is hereby suspended and this Ordinance shall take
effect from and after the date of its passage.
