AN ORDINANCE,
Entitled an Ordinance to amend Section One of an Ordinance,
entitled:"An Ordinance to amend Sec. 1 of an Ordinance,en-
ti_tled,'An'Ordinance providing for the levying,assessing,
and collecting of taxes for the year 1914 for the purpose
---,--of providing a sinking fund to meet the payment of the
bonded indebtedness of the City of Beaumont. and for the
accruing interest thereon; providing for the support of the
public schools of the City; to repair and improve the
streets,alleys,and public squares; to meet the current
expenses of the City of Beaumont; to provide for the pur-
chasing,constructs.ng,maintaining,operating and owning the
public parks; to ?provide a sinking fund to meet the pay-
ment of the bondednIndebtedness of the Water Works System,and
of the accruing interest thereon; to tax occupations and
.callings made taxable by the State of Texas, and to col-
lect on all able bodied male citizens over twenty-one and
under sixty years of age', adopted by the City Council jlay
9th,1914,and declaring an emergency",adopted May 22nd,1914,
recorded on page 285,Minutes of Ordinances,Vol.3,repealing
all ordinances in conflict herewith,and declaring an.emergency.
WHEREAS,the City Council of the City of Beaumont passed
an Ordinance,Nay 9th,1914, levying and assessing the taxes for
the year 1914, and on the 22nd day of May,1914,amended said. levy
by' an ardinance duly adopted; and;

in order to provide -half cents for the sink-
ing fund for the payment of thegeneral bonded indebtedness of
the City,instead of forty-three (.43i cents as formerly provided;
and also to provide eighteen and one half cents (.18-1/2) for the
payment of the indebtn.dness of the Water Works System, instead of
eighteen cents,as heretofore provided; and also to lower the
amount heretofore levied for the General current expenses of the
City of Beaumont, from thirty seven to thirty-four cents,Now,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAM�IONT:::
Section One.
That Section One of an Ordinanoe,entitled:"An Ordinance,
entitled an Ordinance to amend Sec -1 of an Ordinance entitled,

of taxes for the year 1914, for the purpose of providing a

WMEREAS,the City Council of the City of Beaumont passed

BE IT ORDAINED BY THE CITY COUNCIL OF 'THE CITY OF BEAMIONT:::
Section One.
That Section One of an Ordinance, entitled- "An Ordinance,
entitled an Ordinance to amend Sec.l of an Ordinance entitled,
'An Ordinance providing for the levying,assessi ng and collecting
of taxes for the year 1914, for the puxpose of providing a
sinking fund to meet the payment of _the .bonded.__ indebtedness of
the City of Beaumont,and for the accruing interest thereon:
providing for the support of the public schools of the City:
to repair and improve the streets,alleys,and public squares;
to meet the current expenses of the City of Beaumont; to pro-
vide for the purchasing,constxucting,maintaining,opersting,
and owning the public parks;. to provide a sinking fund to meet `
the payment of the bonded indebtedness, of the Water Works
System, and of the accruing interest thereon: to tax occu-
pations and callings made taxable by the State of Texas, and
to collect on all able bodied male citizens over twenty-one
and under sixty years of age',adopted by the City Council

be so amended as to read hereafter as follows: -r
That there is hereby levied and shall be
assessed and collected for the year 1914, the following taxes
on all property situated within the corporate limits of the
City of Beaumont, made taxable by law, to -wit: -
For the purpose of paying general current expenses
of the City Government and for general purposes, Thirty Four
(34) cents on each One Hundred ($100.00) Dollars valuation.'
For the support and maintenance of public free
schools, twenty five (.25) cents on each One Hu..dred 0100.00)
Dollars valuation.
For the purpose of repairing and maintaining the
streets,alleys,public squares and bridges of the City,Thirty
(.30) cents on each One Hundred ($100.00).Dollars valuAtion.
For the purpose of paying the accruing interest and
to provide a sinking fund for* the payment •of - the bonded in-
debt_edness of the city,forty five and _one half ( .45-1/2)
cents on each One hundred '(,$10000) Dollars valuation.
For the pur c)lasing. c onstruct ing,maintenance and
operating of the public parks,either inside o:t outside of
the City of Beaumont, three (3) cents on each One Hundred
($100000) Dollars valuation.
For the purpose of paying ,the accruing. interest: and
to provide a sinking fund for the payment of the bonded in-
debtedness of the Nater Works System, eighteen and one half
(•18-1/2) cents on each One Hundred (100.00) Dollars valua-
tion.
Section Two.
That all ordinances and parts of ordinances in con-
flict herewith are hereby repealed.

For the purc}lasing.constructing,maintenance and
operating of the public parks,either inside or outside of
the City of Beaumont, three (3) cents on each One Hundred
($100.00) Dollars valuation.
For the purpose of paying the accruing. interest; and
to provide a sinking fund for the payment of the bonded in-
debtedness of the Water Works System, eighteen and one half
(•18-1/2) cents on each One Hundred ($100.00) Dollars valua-
tion.
Section Two.
That all ordinances and parts of ordinances in con-
flict herewith are hereby repealed.
Section Three.
The fact that the levy heretofore made to pay the in-
terest and create a sinking fund to meet the payments of the
bonded indebtedness of the City and of the Water Works System,
was insufficient, and a necessity existing that forty-five and
one half cents should be levied to pay the interest and create
a sinking fund for the payment of the bonded indebtedness of
the City, and.eighteen and one-half cents to pay the interest
and provide a sinking fund for the payment of the bonded in-
debtedness of - the water works sy stem,cxeates an emergency and
public necessity,necessitating the suspension of the rule re-
quixing ordinances to be read at three regular meetings. Said
riile is therefore suspended, and this ordinance is .placed on
tts third and.final reading,and shall go into force and effect
upon its passage, approval by the Mayor,and lawful publication.

We, your Finance.Committee. to whom was referred the
Ordi.nance,amend.ing -Section One of the Ordinance,amending the
J
Ordinance,levying the tax for the year 1914, beg to report
that we have carefully considered same, and find that in
the amended ordinance,hereto attached,sufficient tag is'
levied to pay the interest and create a sinking fund suf-
ficient .to pay the -gend$al bonded indebtedness of the city
at maturity. In the Ordinance referred to us, we find that
the former levy of forty three cents for the general bonded
indebtedness of the City has been increased to forty five
and one half cents, which will pay the interest on said bonds
and provide a sinking fund of at least two and one half per
cent for each of said. funds. We also find that the levy for
the. bonded indebtedaess of the water works system has been
Increased from eighteen to eighteen and one half cents,which
will provide sufficient funds to pay the interest and create
a sinking fund of at least two and one half per cent. We
therefore recommend that Chid ordinance be passed under the
suspension of the rule,as the jExi " ordinance now in -force
does not provide sufficient funds for the interest and sinking;
funds.

that this Ordinance makes proper Or levy fmtx

and to pay the bonded indebtedness of the water works system.
The ordinance now in force does not make proper provision
for the bonded indebtedness of the City, so erre therefore
recommend that this Ordinancetwhich makes the proper levy
be passed under a suspension of the ru
