Amending Section five of an ordinance entitled,
"An UdinaAce entitled, an Ordinance authorizing the issuance
of bonds for the purpose of making .pe.rmanent 'city impromements,
to -wit: Buildings, structures, water mains, appliances
and other improvements necessary to complete the water works
system of the City of Beaumont, and declaring an emergency,"
adopted September 20th, 1916, and,recorded on,pages 411 and.
412 and 413 -Volume rdinar,ces of the City
of Beaumont, and declaring ane 'rgancy.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF B,E 4.UMONT :
-SECTION I -
That section five of an ordinance entitled "An
ordinance entitled an Ordinance authorizing the issuance of
bonds for the purpose of making permanent city improvements,
to -wit: Buildings, structures, water mains, appliances and
other improvements necessary to complete the water works
system of the City of Beaumont, and declaring an emergengy,"

"SECT ION V,
It is further ordained by the City Council thet
for the purpose of paying the interest of said bonds as well
as the various installments of principal, as the same thall
respectively mature, there is hereby levied for the year
1916, and for each succeeding ;year thereafter, as long as
the same may be necessary to provide for the interest and
annual installments of principal of said boncE�on all
property in. the City of Beaumont, a straight ad -valorem
tag of two cents, four and three tenths (0.0243) mills
on each one Hundred Dollars (6100.00) valuation of all
taxable property in the City of Beaumont, and same shall
be annually asse-sseC and collected, and said tag of two

"SECTION V,
It is further ordained by the City Council that j
for the purpose of paying the interest of said bonds as well

respectively mature, there is hereby levied for the year
1916, and for each succeeding year thereafter, as long as

taxable property in the City of Beaumont, and same shall

cents, five and three tenths ($61453) mills on each one

of -the water works system of this City by this City Council
on the 20th. day of September, A.D- 1916, (the ordinance
making -said levy being of record on page 402, Vol. 3,
Ordinances of this city) is hereby appropriated
and set aside to pay the annual installments of principal
of said bondsand the interest thereon as they may
mature, and said tag, or so much thereof as may be necessary
is hereby levied.for each year thereafter, while said
bonds, or any number thereof are outstanding, and the
same shall be annually assessed, collected and applied to
the purposes named."
-SECTION II -
Whereas, the fact that the city is in urgent
need of money in order to make permanent city improvements,
to -wit, Improvements of its water works system, creates an
.emergency and an imperr.ative.-,public, necessity, necessitating
that the rule requiring ordinances to be read at three regular
meetings shall be suspended.. Said rule is therefore hereby
suspended and this or dinan.ce shall go into full force and
effect from and after its lawful passage and publication.

City.
We, your Ordinance Committee, to whomwas
referred the attached ordinance, beg to report that we
have duly considered same and recommend that it be
adopted under the suspension of the rule requiring
ordinances to be read at three regular meetings: The
change that this makes in the original or di nance is that
the tag levy provided to tape care of these bonds should
be taken out of the funds set aside for the water works
bonded indebtedness and not out of the fund levied to
tape care of the general -bonded indebtedness of the City
and upon the City Attorney's suggestion, we recommend that
this ordinance, which is now a proper correotion of the
original ordinance, he adopted s th,.t they bond r e c or
can be completed and the grope made.
