Section 1.
There is hereby created a Board of ;tater ';forks
Commissioners for the City of Beaumont to consist of
three rnembers with exclusive jurisdiction in the control,
management
and maintenance
of the, Water '+forks System
of
the City of
Beau;:zont- Two
members shall constitute
a
quorum for the transaction of business, but a less number
ma -v adjourn froi_1 time to time, such adjourned meetings
to have the same character as the original meeting would
have had, had it been held -
Section 2.
The members of the Board of ';rater T -forks Corti:iissioners
shall be appointed by the 1,ayor, subject to confirmation
by the City Council - Any person appointed and confirmed
as a member of said board of :Tater ` orks Commissioners shall
within fifteen (15) days thereafter file with the City
Secretary his written acceptance of such appointment; and-
if
ndif same is not done, the appointment shall be held null
and void and. the T. ay or shall ap1)oint some one else whose
nomination shall be subject to confirmation by the City
Council.
No person shall be appointed a member of said

Section 1.
There is hereby created a Board of atez 7-Torks
Commi-ssioners for the City of Beaumont to consist of
three members with exclusive jurisdiction in the control,
management and maintenance of the Water -,Iorks 917 stem of
the City of Beaumont. Two members shall constitute, a
quorum for the transaction of business, but a less number
may adjourn frori time to time, such adjourned Meetings
to have the same character as the original meeting would
have had, had it been held.
Section 2.
The members of the Board. of VIater Torks Coi_,T-,T
shall be appointed by the 1:11ayor, subject to confirmation
by the City Council. Any person appointed and. confirmed
as a member of said board of ;later .orks Commissioners shall
within fifteen (15) days thereafter file with the City
Secretary his written acceptance of such appointment; and
if same is not done, the appointment shall be held null
and. void and. the 1ayor shall ap1)oint some one else •.rhose
nomination shall be subject to confirmation by. the City
Council.
No person shall be appointed a member of said
board. of Water ;7orks Commissioners who is not a resident
citizen, and a qualified property tax paying voter , of the
City of Beaumont. The members of said board shall serve
without compensation.

Section 3.
The IrLayor of the City of Reaumont shall not later
than the first regular meeting of the City Council,
following the meeting; at which this ordinance is adopted,
appoint the members of said Board. of Nater ;rlorks Commissioners.
The members of said .Board. shall hold office for
two ,years
and
until
their successors

appointed, one member
shall hold. office until the First Tuesday in 11av, 1915, and
two members shall hold office until the first Tuesday,, 19,
the said board to .determine by lot, at their first
regular meeting after their appointment, the term for
which each shall serve and their action thereon shall be
certified to the City Council.. As the term of each
member expires the lvlayor shall fill same in the manner

Section 4.
The Board of Water fforks Commissioners shall
select from a-mong their members one �rJho shall be
designated as Presiderit of said. Board. and one who shall
be designated as Vice president ,of said Board..
The President of said. Board shall preside at all
meetings and shall have a vote on all questions before
said Board. In the abaence of the President, the Vice
President shall preside and shall have the same authority
as the President.
The Board -•shall adopt their own by-laws and
following the meeting at which this ordinance is adopted,
appoint the 'members of said Board. of slater Works Commissioners.
The members of said Board shall hold office for

in the Council Chamber of the City Fall at such time as
they may d.ecide, and shall from time to time hol-d such
special meetings as they may deem necessary. All such
meetings'shall be open to the public unless a majority
of the members present vote for an executive session.
Section 6.
The- Board of Water iVori-,s Commissioners shall
appoint their own Secretary. The Secretary shall keep
a full record. of all proceedings of said. 9oaxd, shall
certify such proceedings under.his hand, same to be
authenticated by a seal if a seal be adopted. and provided.
by said.. Board., and shall perform all other duties as the
Board may prescribe.

Section 7.

service to be charged for supplying water to any person,

Section 9.
All monies collected from the operation of the i
;'later :',Works System shall be collected under the directions

All monies collected from the operation of the
grater ?orks system shall be collected under the directions
of said. Boaxd of '.'later Works Commissioners, and shall be
deposited in the City Treasury of the City of Beaumont
to the credit of a fund to be known as the "Water'Works
Revenue Funs"' and same shall be kept separate and apart
from the other monies of the City. All -monies received
by said Board of Fater Works Commissioners from any other

source for the ',,-Vater Works System shall be deposited in
the same fund. Pio monies -shall be dxawn from said
"?'dater i7orks Revenue Fund" except in pursuance of an
appropriation by the ?hoard of Water Forks Commissioners,
and upon vonbhers signed by the president or acting
2xesident of said r3oaid and countersigned. by the Secretary
of said Board -
Section 10.
The Monies collected, received and deposited in
the "Water i"dorks Revenue Fund" shall not be ap xopriated
or used for any purpose other than the following, to -wit:
First: For the necessary expenses of conducting
the Board of Grater Works Commissioners, and operating
the Nater Works System of the City of Beaumont.
Second: For the extension, ii_lprovement or better-
ment of the property under the management and control
of said Board of Watex Works Commissioners, including
also the purchase of necessary lands and other property.
Third: For the payment to the City Treasurer
of the City of Beaumont, for the Credit of the General
Fund, an amount equal to the sum collected from the
ad.valoxem tax Rolls of each. year to create the necessary
Sinking Fund and pay the interest on the City of Beaumont

Section 11.
Said Board. of .later `,*7orks Commissioners shall file

itemized statement of all revenues collected 'and paid

President of said Board and countersigned by the Secretary

Section 10.
The Monies collected, received and deposited in
the "Nater ?dorks Revenue Fund." shall not be appropriated
or used for any purpose other than the following, to -wit:

Section 12.
NHEREAS the City of Beaumont has purchased from
the Beaumont Water Works Company its propex t.les ,
including the dater Works System, and T,71TEREAS it is
necessary that the City of Beaumont shall ii�unediately
make arrangements to take care of the ''•latex '7orks
System, creates_ an emergency and a public necessity
so that. the rule requiring ordinances to be read. at
-three separate meetings should be suspended and. it is
hereby susp-ended and this ordinance shall go into
effect from and after its passage and lawful publication.

Ordinance creating the Beaumont Water Works Com-
