Entitled an ordinance declaring the
intention of the City to purchase,own
and operate a Mater V orks!kSystem of
its own, o44hax inside %7 outside of
the city of Beaumont; the amount of
money to be expended therefor and the
method of providing the money necessary;
and. declaring an emergency.
tr WHEREAS , the City of Beaumont has been in liti-
gation with the Beaumont Fater Works Company relative to
the enforcement, by the city, of certain provisions of the
franchise owned and used by the Beaumont Nater Works Company
and, WHEREAS , the said Beaum-Int Nater Works Company
made an agreement with the City of Beaumont to sell their
plant including all their rights, privileges and franchises
to the City of Beaumont for the sum of FOUR4HUNDRED-THOUSAND
(P
400,000) DOLLARS, and
WHEREAS, in consideration of said agreement the
CITY COUNCIL of the City of Beaumont did on the 17th day of
December A.D. 1913 order an election to be held in the City
of Beaumont on the 27th day of January A.D. 1914 to determine
if the majority of the tag paying voters of the City of
Beaumont voting in said election believed the water Torks
system, including all rights, franchises, and privileges
should be purchased from the Beaumont "dater Works Company, and
WHEREAS at said election 433aroted in favor of
the issuance of said. b ond.s of the CITY OF BEAUMONT to con"
surnate the agreement above mentioned and only 251 voted against

WHEREAS the City Council of the City of Beaumont
deems it necessary to expend ONE -HUNDRED -THOUSAND ($10Q000)
DOLLARS on the Fater Works plant of the Beaumont ["dater Works
Company if
same should
be purchased by the City,
the
money
to be used
in securing
a sv.pply of pure, fresh,
good
and whole-
some water, Novi Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
SECTION I.
That the City of Beaumont purchase from the Beau-
mont Water Viorks Company, the waterworks system, owned by it,
including its rights, privileges and franohi.ses for the purpose
of owning and operating a eater, works system of its own, erer
inalde eT outside of the City ; That the Citi pay for said
plant or system the price heretofore agreed upon between the
City of .Beaumont and the Beaumont Water Works Company, same
be -FOUR-HUNDRED-THOUSAND ( 4400,000) DOLLARS 3 'That the

the City an ar ple and sufficient supply of pure,. fresh, good
and wholo s ome water, the amount of money necessary to fulfill
the above. conditions to be derived from the sale of bonds by
the City of Beaumont*
SECTION II.
That the City Attorney be and re is hereby in-
stxucted to prepare an ')rdina.nce authorizing the issuance of
FIFE-HUNT)RED-THOUSAND ( X500,000) DOLLARS North of bonds of
the City of
Beaumont,
to be
known as
" City of

Works Bonds

SECTION II.
That the City Attorney be and he. is hereby in-
structed to prepare an ordinance authorizing the issuance of
FIVE-HUNDRED-THOITSAND ( 500,000) DOLLARS worth of bonds of
the City of
Beaumont,
to be
known as
" City of
Beaumont 'Nater
Works Bonds

each and

years from their date, with the right reserved by the City to
redeem said bonds or any number of them at any time after twenty
( 20) years from their date, c.aid bonds to bear interest at tha
rate of, five pdd oent( 5o) per annum and interest Payable

semi-annually and that provision be made in said ordinance
for the annual assessment, levying and collection of a tax of
19 cents, or so much thereof as may be necessary, on each
One -Hundred ( 100) Dollars valuation of property subject
tot axat ion in the City of Beaumont, to pay the interest on
said bonds and create a Sinking li'und sufficient to discharge
said bonds at their maturity
SECTION III.
Whereas the experience of the City of Beaumont
has been such that a recurrence of impure water is liable to
occur during the summer months, and owing to the near approach
of summer. �Lhd the necessity for prompt action by the City
Council creates an emergency and a public necessity , so that
the rule requiring ordinances to be read at three separate
meetings be and the same is hereby suspended and tiis ordinance
shall go into force and effect from and after its passage,
approval by the Mayor and lawful publication.
