'TO THE HONORABLE MAYOR' .AND CITY COUNCIL,
BEALMONT , TEXAS:
GENTLEMEN:-
At. the last meeting of - the. City Council, an Ordinance
was read before this body which took in the entire City within
the stock limits and was thereon referred to the Ordinance
Committee.
TiEREAS, I have during the past f env months given
the question of stock limits pertaining to the conditions in phis
City careful and conscientious consideration and,
WHEREAS, I'am of the opinion that it will be to the
best interest of a majority of the citizens of our City and,
WHEREAS, a great number of 'citizens are .desirous
of having their fences 'moved from around, their flower- gardens
and are taking,great interest and care in their lawns and
premises and,
WHEREAS, it is practically impossible to succeed in
beautifying ones home,unless hogs, cattle, horses, mules, sheep,
goats, geese and such -other stock are prevented from running
at large within the city limits and,
- - WHERaAS, a •great number of ci• izenT have recently

gone to the enormous expense of beautifying and building
substantial sidewalks extending almost,'fromsone end to•the other
- -of thi-s City and,
WHEREAS, we•have within the last few years grown from
a small town to a population of something over 309000 inhabitants
and,
WHEREAS,' 'nearly 'all- -other Cities of this State of
the population of Beaumont have taken in the entire City w
the stock limits, or are preparing to do so and,

WHEREAS, I am reliably. inf ormed by a number of
citizens that it requires as much feed to take care of a cow when
permitted to run at large as it does were she kept, up or staked
out and,
WHEREAS, heretofore it has.been compulsory for
citizens living outside of the stock limits to build fences
around their residences and,
WMMhAS, the passage of this Ordinance will leave
this matter entirely optionally -with the citizens and be a means
of saving many thousands of dollars to the property owners.
rNP ter duly considering the above mentioned facts
and many others which are too numerous.to mention, I beg to submit
herewith a minority report favoring the passage of the stock
Ordinance that 'was referred to the Ordinance^Committee on
November 4, 1908, taking in the entire City within the stock
limits.

The article when amended will read -as follows:
.,ARTICLE -.523; STOCK LIMITS.

-jennets, cattle, sheep, geese, hogq or goats -within the city
limits of the City `of Beaumont, which is as follows:
Namely, beginning -on the right bank :of the. Neches
River, ata point in the 'center of Carroll Avenue in- the
Neches River Park Addition, the City of Beaumont, Texas,
thence South down" the center of said',Avenue�!; to its
terminus,.and continuing South 6893 feet from the beginning
point to,a stake-.on:the South boundary line of the
David'Br&wh League Line and the North boundary line of the
0 W.' Bullock' League of Land; thence West 1.2477 feet to a
stake in 'the center of LaFayette Avenue in the Cartwright -
Addition tonthe City of Beaumont; thence North on the center
line of .said - LaFayet to Avenue to the South line . of the.
Texas & N.O. main line right way; thence West -along the Bouth
ay to a point- that wili intersect the West
line of of said righ4w:
line of Seventh.Street in the Averill Addition to.said City;
thence North. to apoint 'that will intersect the South line of
Williams,Street, if 'extended West; thence East from said
pointe along the South line of Williams Street to the !Vest

All Ordinances and parts of Ordinances in conflict
herewith are hereby repealed. �.
This Ordinance shall take effect and be in full
force from and., after its passage and publication, as required

We the undersigned Citizens of' Beaumont Texast and residing within the City
limits of said Cityl•and North of Long Avenue, respectfully petition your honorabl e
that because of the unsetled condition of the above territoityt(espeeially that part
lying Nest'of Magnolia Avenues) the vacant property would grow up in weeds] and
become a menace to health, if not kept dove by pasturage.of stock; and because we
employ a man to herd all catle to prevent them from moleAing any person or property
within the other parts of the City now within the Pound dimits.and because tt would
be a great hardship to many families in the above territo3ty9if compeled to dispose"
.of their Ifilch Cows, should the stock limits be extended as proposed.
We respectfully petition that in making any proposed changes in the present stock
limits you do not include the above described territory.

Beaumont, Texas.
I_ :-We,-.theundersigned, who .are residentd of the Joachimi
NBlanchette, Wilcox, --=- - ----
and-Cartwright
and-Cartwright Additions to the city of Beaumont,respectfully
request that the aforesaid additions be not included in the
proposed extension of stock limits for the following reasons;
That the time is not yet ripe to include, so much vacant
acreage for the grass will grow so rank that it will be an
-eyesore to the city.
We came out this far so as to have our cows, chickens,
{
etc..We pay city taxes and the only benefits we get is
the privilege of allowing our cows to graze on the vacant .
land thereabouts , and to deprive us of that will work a,'.
great -hardship --on the majority of us that work for a salary
as the -milk and.butter we receive each day from our one or
two cows is half the cost of livin _. To bu ' the milk and^ ^+
butter which the average family uses would take more money'
than anyone working for a salary could afford. We live at
the extreme limits of the city and our"cows never come down
