BEAUMONT, TEXAS.
GENTLEMEN: -
Your comittee to whom was referred the proposed
ordinance regulating the operating and running of automobiles,
motor vehicles and vehicles of like character, as shown by the
proposed ordinance hereto attached, marked "Exhibit A" and made a
part hereof, beg to report that it has duly considered said
proposed ordinance, and the questions in7olved therein, and Find
that several amendments are necessary to perfect said proposed
ordinance,
Your committee, therefore, recommends that the ordinance
hereto attached, rra. rked "Exhibit B" and made a part hereof be and
the same is hereby substituted for and in lieu of the proposed
ordinance marked "Exhibit A," hereto attached, and further
recommend that said proposed ordinance marked "Exhibit B" hereto
attached, be duly adopted and passed by this Council.,

"AN ORDINANCE"
REGULATING THE RUNNING OF AUTOMOBILES, MOTOR CYCLES,,
MOTOR VEHICLES AND OTHER VEHICIRS OF LIKE CHARACTER, AND REQUIRING
THE OVRM OF SAID MACHINES TO REGISTER HIS KWE AND THE NUMBM OF
HIS MACHINE WITH THE'ASSESSOR AND COLLECTOR OF TAXES IN THE CITY OF
BEAUMONT, AND PROVIDING A -PENALTY FOR -VIOLATING AZJY OF THE PROVISIONS
OF THIS ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:-
Section I:
That it shall be unlawful for any person to operate or
permit to be operated on the streets and highrmys of the City of
Beaumont, any automobile,'motor cycle, motor vehicle or. other
vehicles of like character without first having registered his name
and the number of said vehicle with the Assessor & Collector of
taxes of the City of Beaumont, and the said number thus registered
shall be at all times displayed on the rear end of said vehicle in
a conspicmous place; and said number shall be in Arabic figures
not less than six inches in h&fight; provided where theCounty registry
number is displayed in a similar manner, it will be deemed sufficient
for the purpose and two registry numbers will not be required;
provided further that no fee shall be paid said Assessor and Collector
for registering said vehicle.
Section II:

That it shall be unlawful for any.automobite, motor
cycle, motor vehicle or other vehicles of like character to be

BEAUMONT, AND PROVIDING A'PENALTY FOR VIOLATING ANY OF THE PROVISIONS
OF THIS ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL, OF THE CITY OF BEAUMONT:-
Section I: -
That it shall be unlawful for any person to operate or
permit to be operated on the streets and highways of the City of
Beaumont, any automobile, motor cycle, motor vehicle or other
vehicles of like character witbout first having registered his name
and the number of said vehicle with the Assessor & Collector of
taxes of the City of Beaumont, and the said number thus registered
shall be at all times displayed on the rear end of said vehicle in
a conspicmous place; and said number shall be in Arabic figures
not less than six inches in height; provided where theCounty registry
number is displayed in a similar manner, it will be deemed sufficient

Section Ilea
I
That it shall be unlawful for any automobile, motor
cycle, motor vehicle or other vehicles of like character to be
operated on the streets or highways of the City of Beaumont to a
speed greater than indicated as follows_,. to -wit; in the district
bounded as follows, to -wit:
Beginning at a point wriere the North line of Mulberry
Street meets the River;

Thence westthe north boundary line of said street to the east
line of Main Street;
Thence with the east line of Main Street to the
intersection of the said line and the north line of Calder Avenue;
Thence west on the north line of Calder Avenue to the
intersection of the west line of Magnolia Avenue.
Thence southward on the west line of Magnolia Avenue and
across the railroiad yards of the T.& N.O.Railway Company to the
north line of Bonham Street;
Thence westward on the north line of -Bonham Street to
the west line of Railroad Avenue;
Thence southward on the west line of Railroad Avenue to
the south line of College Street;
Thence eastward on the south line of College Street to
the west line of Orleans Street;
the River;
Thence southward on the west line of Orleans Street to
Thence up the River to place of beginning.
Also in any cemetery or place: of burial within said City,
and also within any public park within said City; -the speed limit
shall not exceed eight miles per hour. In ,all other portions of
said City the speed limit shall not exceed fifteen miles _per #our;
provided, that in turning any corner at any place within the City
Limits, the speed shall not exceed four miles per hour; provided.,
further that no person in.charge of any automobile, .motor cycle,
motor vehicle or .other_ vehicles of --like character on any public
street or highivay within the City of Beaumont shall drive the same
at any speed greater than is reasonable and proper, having due regard,
to the traffic and use of the public street or highway by others, or

Section I110
That it shall be the duty of any person driving or
operating any of the machines on the streets or highways provided
in Section II in the City of Beaumont, and .of the owner thereof to
observe the following rules in addition to those prescribed,
(1) He shall always keep to the right side of the center
line on any and all streets or highways of the City of Beaumont,
and in meeting any vehicle shall pass surae to the. right.
(2) In overtaking and passing any vehicle from the rear, he
shall pass to the left.
(3) He shall not obstruct the free passage of other vehicles
by driving in the center of street, or by trying or driving two
abreast.
(4) In turning a corner or turning in the street, or in
crossing to the opposite side of street, he shall not fail to make
observation both front and rear before -;drivirig.g vehicle and shall
speedily regain his position on the right side of the street..
(5) In turning i corner to the left, he shall not fail to
go to the furthest side of the intersection to turn, and in turning
a corner to the right, he shall not fail to turn to the nearest side
of the intersection, having his machine thoroughly under control.
(6) In approaching a street intersection where a view is
obstructed by buildings or property line, or otherwise, he shall not
exceed a speed limit of six miles per hour.
(7) It shall be his duty at request] by visible sign, such as

operating any of the machines on the streets or highways provided
in Section II in the City of Beaumont, and .of the owner thereof to
observe the following rules in addition to those prescribed,

(7) It shall be his duty at request`~by visible sign, such as
putting up the hand, or oterhwise, from a person riding or driving a
horse, horses or other domestic animals to bring such automobile,
motor cycle, motor vehicle or vehicles of like character to a stop,
and if traveling in an opposite direction to remain stationary
long enough to allow such animals to pass and in traveling in the

same direction to use reasonable caution in passing such horse,
horses or other domestic animals.
(8) It shall be the duty of the person operating any of the
above naked machines, if he desires to stop said machine in any of
the streets or highways of the City for any other purpose than to
permit others to pass, to bring the machine to the side of the
street or highway, so that the front and back wheels of said machine
shall. stand at not more than 4w&lme inches from the curbs
Section IVs
It shall be unlawful for any person under the age of
years to operate any automobile, at��o.ther motor vehicles of
similes character upon any of the streets or highways of the City of
Beaumont, or upon the drive ways in any cemetary or park in said
City,
Section VO.
It shall be unlawful for any person to operate or
leave standing on the streets or highways of 'the City of Beaumont
after dark any automobileTii motor cycle, motor vehicle or other
vehicles of like character, unless said machine is provided with
two signal light& in front and one in the rear thereof, and said
rear light shall be so adjusted as to illuminate and make visible
the number of ,_sai'd .machine at night time.
HoP,eve`r, it, shall be sufficient for any person operating
a motor cycle to have two lights only, one in front and one in the
rear of the machine, and provided, further any person operating
a, bicycle shall have. -.one head light in front of hip, bi-cycle,

(8) It shall be the duty of the person operating qtly of the
above naked machines, if he desires -to stop said machine in any of
the streets or highways of the City for any other purpose than to
permit others to pass, to bring the machine to the side of the

Section IV:
ff 11 It shall be unlawful for any person under the age of
ig years to operate any automobile, _nr-,,other motor vehicles of
similar character upon any of the streets or highways of the City of
Beaumont, or upon the drive ways in any cemetary or park in said
Citye
Section V:
It shall be unlawful for any person to operate or

vehicles of lake character, unless said machine is provided with
two signal light& in front and one in the rear thereof, and said

However, it shall be sufficient for any person operating
a motor cycle to have two lights only, one in front and one in the
rear of the machine; and provided, further any person operating

Section VI:
Nothing in this ordinance shall be construed to curtail
or abridge the right of any to prosecute a civil action
or damages done by reason of injuries to persons or property
resulting from the negligent use of the streets and highways of the

City of Beaugtont by any automobile, motor cycle, motor vehicle or
vehicles of like character, its owner, his employee or agent,
Section VII:
Any person violating any .of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and upon conviction
in 'the Corporation Court of the City of Beaivaont shall be firm in
any sura not less .than five ($5.00) Dollars nor more than One
Hundred (100.00)` Dollars, and every (violation of any
provision of this ordinance shall be a separate and distinct
offense, both in the person operating the machine and the owner
thereof.
Section VIII:
This ordinance shall be in effect and be in full force
from and after its passage, approval by the Mayor and lawful
publication, as provided in the Charter of the Citf of Beaumont.

"AN ORDINANCE"
Rdgulating the operating and running of
Automobiles, Hotor Vehicles and other Vehicles of like
character, and requiring the owner or otmers of such vehicles
to register his name and the number -of his machine with the
Assessor and Collector of taxes in the City of. Beaumont; also
further providing a penalty for violating any of the
provisions of this Ordinance,
BE IT ORDAINED BY TETE CITY COUNCIL OF THE CITY OF BEAUMONT:
Section Io
Any owner or owners of automobiles, motor vehicles
or other vehicles of like character, shall before using such
vehicle or machine upon the public streets or drive ways of
the City of Beaumont register with the Assessor and Collector
of taxes of the City of Beaumont, his name, which name shall
be registered by the slid Assessor and Pollector in consecutive
order in a book to be kept for that purpose and shall be
numbered in the order of each registration, and it shall be the
duty of said owner or owners to display in a conspicuous place
on the rear end of said machine the number so registered, which
said number shall be' in figures not less than six (6") inches in
height. Such owner or owners shall pay a fee of fifty (50�)
cents for each machine so registered, which said amount shall
be paid into the City
Treasurer
by the said
City
Assessor and
Collector from time to
time, and
be shown on
his
regular
monthly reports to the City Council.
City of Beaumont at a greater- rate of speed than twleve (12)
miles per hour, provided that said rate of speed shall not
apply to race courses or speed ways in the bvent that race
courses are established and constructed within -the said
City Limits of the said City. The built-up portion of the
City of Beaumont, shall'be construed to mean any portion
of the City where two or more buildings on any block of -th-r e e
hundred (3001) feet front the public street or drive way within
the City Limits of the Cite of Beaumont

No person in charge of any automobile, motor vehicle
•-r or vehicle of like character shall drive. the same on any
public street or drive way in a careless, wreckless,
unrea.9onable, or improper mariner, but must always have due regard
for the traffic and use of the public street or dirve way by

Section 4:
Any person driving or operating an automobile, motor

hazed side of the street; as far as possible, and shall at the
request or signal by putting up the land or by other visible=

come to a stand still as quickly as possible and remain—
stationary lonj;' enough to allow such animal or animals to na.ss.

others, and must not endanger the life, limb or propertjy of
any person thereon, and are hereby expressly* prohibited from

racing upon .any public street or drive way within the City
Limits,'
Section 4:
Any person driving or operating an automobile, motor
vehicle or vehicle of like character shall keep on the right
hand side of the street,' as far as possible, and shall at the
request or signal by putting up the hand or by other visible
signal from any person riding or driving a horse or horses,
or other domestic animals, cause such vehicle or machine to
come to a stand still as quickly as possible and remain,_ , -
stationary long enough to allow such animal or animals to pass.
Section 5:
Every driver or operator of an autx)mobile, motor
vehicle or vehicles of like character shall have attached

thereto a suitable bell or other appliance for giving notice
of its approach, so that when such attachment is rung,
sounded or operated it mew- be heard a distance of three
hundred. (300) feet and shall also have attached to said machine
during night time thre(2 Lamps or equipments for proaucing light
located as follows:
One on each side and one at the rear o'f said machine,
which shall be kept lighted from one hour' after sun set until
one hour before sun rise during the time said machine is on
the street or dirve way at night time.
Section f,:
Any one who violates any of the sections of this
ordinance shall be aueraed guilty of a niisdemeanur and upon
conviction in the Corpor•a.ticn Court of the City of I3eaurnant
silal.l,be punished by rine not less than five nor move
