Home My WebLink AboutORD 73-30(Met, � LN/im/3/27/73 ® 4' ORDINANCE NO. 73-30 ENTITLED AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, BY AMENDING CHAPTER 28, SECTION 28-1, TO ADOPT THE 1971 EDITION WITH THE 1972 REVISION TO THE SOUTHERN STANDARD PLUMBING CODE, AND AMENDING SECTION 28-3, ALLOWING PLASTIC PIPE BENEATH SLAB ON GRADE AND THREE FEET OUTSIDE SLAB; ALLOWING POLYETHYLENE PLASTIC TUBING FOR OUTSIDE UNDER- GROUND PIPING FOR GAS LIGHTS, GRILLS AND DOMESTIC INCINERATORS; DELETING THE NECESSITY FOR WRAPPING EXPOSED FERROUS PIPING AND FITTINGS; REQUIRING ALL FLANGES TO BE PERMANENTLY ANCHORED; DELETING USE OF COPPER DRAINAGE TUBE FOR URINAL WASTE AND VENTS; PROVIDING A PENALTY; AND RE- PEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; PROVIDING FOR SEVERABILITY. BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS: Section 1. That Section 28-1 of Chapter 28 of the Code of Ordinances of the City of Beaumont, Texas, be amended to read.as follows: "Seco 28-1. Plumbing Code --Adopted. "The 1971 Edition of the Southern Standard Plumbing Code, and the 1972 Revision thereto and all amendments thereto, is hereby adopted and declared operative as the Plumbing Code of the City of Beaumont, save and except the following portions that are herein deleted, modified and amended by this Code of Ordinances: (a) 106-3 (a) cf said code dealing with schedule of permit fees; (b) 109.7 of said code; (c) 427.3 of said code dealing with materials; (d) 506.5 of said code dealing with DWV copper drainage tube; (e) 602.9 of said code dealing with cement mortar joints; (f) 604.1 of said code dealing with copper tubing to screw pipe joints; (g) 813.3 of said code dealing with motor vehicles storage and servicing; (h) 908.3 of said code dealing with trough urinals; (i) 908.6 of said code dealing with surrounding materials; 6q-7-3-36 �/—/O -7.3 /�/J (j) 911.1 of said code dealing with showers;. (k) 911.2 of said code dealing with construction; (1) 1004 of said code dealing with hangers and anchors; (m) 1215.2 of said code dealing with the energy shut-off devices; (n) 1309.1 of said code dealing with frost protection; (o) 1412.1 of said code dealing with single bathroom groups; (p) 1413.1 of said code dealing with one - bathroom group; (q) 1502.1 of said code dealing with inside conductors; (r) 1502.4 of said code dealing with building storm drains; (s) 1501.3 of said code dealing with traps; (t) 1503.of said code dealing with traps; (u) Table 505 of said code dealing with materials for plumbing installations." Section 2. That Section 28-3 of Chapter 28 of the Code of Ordinances of the City of Beaumont, Texas, be amended to read as follows: "Sec. 28-3. Same -.!—Modifications, deletions and amendments. "SEC. 109.7. "Section 109.7 is hereby added to the code to read as follows: 'Section 28-109.7® Display of license. 'Any person, firm or corporation that is properly licensed and bonded in accordance with 109.3 and 109.5 shall prominently dis- play their state master plumber's license number on the job at all times that plumbing work is being performed. The display of this number on the vehicle being used by such person, firm or corporation shall be construed to satisfy this require- ment as 1ong.as such vehicle is on the job at all times that plumbing work is being performed.' -2- "SEC. 427.3. "Section 427.3 dealing with materials is hereby amended to read as follows: 'Closets, bends or stubs may be of cast iron, bronze, wrought copper, lead, or plastic when used with appropriate flanges. All.flanges shall be permanently anchored.' "SEC. 506.5. "Section 506.5 dealing with DWV copper drainage tube is hereby amended to read as follows: 'For above and below ground drainage, wastes and vents, 'except urinal wastes and vents'.' "SEC. 602.9. "Section 602.9 of.the Southern Standard Plumbing Code pertaining to 'cement mortar joint' is hereby amended to include the following sentence: 'Mortar joints are hereby prohibited on all except storm sewers. "SEC. 604.1. "Section 604.1 of said code pertaining to 'copper tubing to screwed pipe.joints' is hereby amended to include the following sentence 'Where dissimilar metals are joined' in the water supply an insulated connection shall be used between the two metals.' "SEC. 813.3. "Section 813.3 of said code dealing with motor vehicle storage and servicing is hereby amended to include plate 5 (sand trap:and settling basin), as indicated -by the diagram on Exhibit 'A' attached thereto and made a part hereof. "SEC. 908.3. "Section 908.3 of said code is hereby amended to read as follows: 'Sec. 908.3. Trough urinals. 'Trough Urinals shall :be not less than 6 inches deep and shall be furnished with one piece backs and have strainers with outlets at least one and one-half (12) inches in diameter. The washdown pipe -3- shall be perforated so as.to flush with an even curtain of water against the back of the urinal. This pipe shall be securely clamped as high as practicable to the back of the urinal.' "SEC. 908.6. "Section 908.6 of said code pertaining to surrounding materials is hereby deleted. "SEC. 911.1. 1°Section 911.1 of said code dealing with showers shall be amended so that the second sentence of said section shall read as follows: 'The pan shall turn up on all sides at least four (4) inches above finished floor level.' "SEC. 911.2. "Section 911.2 of said code pertaining to construction is hereby amended to add the following sentence: 'Where the slab is depressed two inches or more, a shower pan shall not be required®' "SEC. 1004. 91Section 1004 of said code pertaining to hangers and anchors is hereby amended to read.. as follows: 'Hangers or straps shall be isolated from pipe except where similar metals are used.' 11SEC. 1215.2. "Section 1215.2 of said code pertaining to energy shut-off devices is hereby deleted. "SEC. 1309.1. "Section 1309.1 of said code pertaining to soil and waste pipe is hereby deleted. "SEC. 1412.1. "Section 1412.1 of said code pertaining to single -bathroom groups is hereby amended to delete the words 'kitchen sink' from said section. "SEC. 1413.1. "Section 1413.1 of said code pertaining to one (1) bathroom �roups is -hereby amended to delete the words kitchen sink' from said section. -4- "SEC. 1502.1. "Section 1502.1 of said code pertaining to conductors is hereby amended to include the follow- ing sentence: 'No welded joint will be allowed on galvanized pipe.' "SEC. 1502.4. "Section 1502.4 of said code pertaining to building storm drains is hereby amended to read as follows: 'The building storm.sewer shall be of cast-iron soil pipe.' "SEC. 1501.3. "Section 1501.3 of said code pertaining to traps is hereby deleted. "SEC. 1503. "Section 1503 pertaining to traps is hereby deleted. "CH. 5, TABLE 505. "Chapter 5, Table 505 pertaining to materials for plumbing installations is hereby amended as follows: (a) The words 'bituminized sewer pipe and fittings' are hereby deleted from said table; (b) The words ' wrought iron and steel pipe for DWV' are hereby deleted from said table." Section 3. That any person who violates any provision of this ordinance shall, upon conviction, be punished as provided in Section 1-8 of the Code of Ordinances of Beaumont, Texas. Section 4. That all ordinances and parts of ordinances.in conflict herewith are hereby repealed. Section 5. That if any section, subsection, sentence, clause or phrase of this ordinance or the application of same to a particular set of persons or circumstances should for any reason -5- 7 be held to be invalid, such invalidity shall in no wise affect the remaining portions of this ordinance, and to that end the various portions and provisions of this ordinance are declared to be severable.
