ENTITLED AN ORDINANCE AMENDING CHAPTER 18 OF
THE CODE OF ORDINANCES OF BEAUMONT, TEXAS;
PROVIDING FOR SEVERABILITY; AND REPEALING ALL
ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
HEREWITH:
BE IT ORDAINED BY THE CITY OF BEAUMONT, TEXAS:
1.
That Chapter 18 of the Code of Ordinances of Beaumont, Texas,
be composed of seven (7) members who are resident citizens, owners
of real estate within the city and qualified voters of this city. The
members of the Library Commission shall be appointed by the City
Council. Of the seven members appointed four (4) shall be appointed
for a term of two (2) years, and three (3) shall be appointed for a term
of one (1) year; thereafter, the term of office of each commissioner
shall be for two (2) years or until a successor is appointed, The City
Council shall name one of the commissioners as Chairman and one as
Vice Chairman. Vacancies shall be filled by the Council for the unex-
pired term, Members of the Library Commission shall serve without
compensation.
'TSec, 18»2, Library Commission; Duties.
'The duties of the Library Commission shall be advisory in nature
to the City. Council and the City Manager. It shall recommend library ob-
jectives and policies, assist in planning for a continuing program of library
services and development, assist the Library Director in keeping the
city officials and the public informed about current library trends, and
recommend to the- Library Director changes and improvements which
will update the library services.
"Sec. 18-3a Library; Branches.
'The library of the City 'of Beaumont shall be known as the
Tyrrell Public. Library. Branches thereof may be established by the
City Council upon recommendation of the Library Commission or City
Manager,.
"Sec. 18-4. Library Director,
The Tyrell Public Library ,and branches shall be under the dir-
ection and supervision of a Library Director® The Director shall be
appointed by. -the City Manager and shall be responsible to the City
Manager as are other Department Heads appointed by the City Manager,
and shall be responsible for enforcement of the rules, of the library.
"Sec. 18-.5. Books and Accounts; Keeping Required.
The Library Director shall keep a careful, accurate account of
all books, periodicals, manuscripts, furniture,- furnishings, instru-
ments, apparatus, or other property, purchased by or donated to it,
and all such books, periodicals, etc., shall at all times be open to the in-
spection of the City Manager or his authorized representatives,
"Sec, 18-6. Expenditure of Funds.
'The funds of the library shall be expended only for the purposes
provided in the budget and with the approval of the City Manager.
11Sec. 18-7. Rules.
"Rules for the operation of the library shall be prepared by the
Director after recommendation by the Library Commission and sub-
ject to the approval of the City Manager and subject to any changes
deemed advisable by the City Council.

"Sec. 18-8. Personnel.
"The Library Director shall employ the necessary personnel
to operate the library and its branches, subject to the approval of
the City Manager and subject to the personnel policies of The City of
Beaumont. 11

That if any section, subsection,. sentence, clause or phrase of
this ordinance or the application of same to a particular set of per-
sons or circumstances should for any reason be held to be invalid,
such invalidity shall in no wise affect the remaining portions of
this ordinance, and to such end various portions and provisions of
this ordinance aredeclared to be severable. -

That all ordinances and parts of ordinances in conflict here-
with are hereby repealed.
