ORDINANCE NO. 68-69
ENTITLED AN ORDINANCE AMENDING CHAPTER 42 OF
THE CODE OF ORDINANCES OF BEAUMONT, TEXAS,
AND IN PARTICULAR THE BOUNDARIES OF THE
ZONING DISTRICT AS DESCRIBED UPON THE ZONING
MAP OF THE CODE OF ORDINANCES OF BEAUMONT,
TEXAS, BY CHANGING THE CLASSIFICATION OF THE
FOLLOWING FIVE (5) TRACTS OF LAND: TRACT
NUMBER ONE (1) A 5.38 ACRE TRACT OF LAND, MORE
OR LESS, OUT OF THE FRENCH LANDS IN THE A.
WILLIAMS LEAGUE IN BEAUMONT, JEFFERSON COUNTY,
TEXAS, AS DESCRIBED HEREIN, PRESENTLY ZONED
"R-1" TO "C-111; TRACT NO. TWO (2) A 4.5 ACRE
TRACT OF LAND, MORE OR LESS, OUT OF BLOCK
ELEVEN (11) OF FRENCH HEIGHTS ADDITION, BEAU-
MONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED
HEREIN, PRESENTLY ZONED "R-111, "R-211, AND
"C-1" TO "C-111; TRACT NO. THREE (3) A 17.92
ACRE TRACT OF LAND, MORE OR LESS, BEING A
PART OF BLOCK TEN (10) FRENCH HEIGHTS SUB-
DIVISION, BEAUMONT, JEFFERSON COUNTY, TEXAS,
AS DESCRIBED HEREIN, PRESENTLY ZONED "R-1" TO
"C-1"; TRACT NO. FOUR (4) A 72.5 ACRE TRACT
OF LAND, MORE OR LESS, OUT OF THE A. WILLIAMS
SURVEY AND H. WILLIAMS SURVEY IN BEAUMONT,
JEFFERSON COUNTY, TEXAS, AS DESCRIBED HEREIN,
PRESENTLY ZONED "R-1" AND "R-2" TO "R-211;
TRACT NO. FIVE (5) A 7.49 ACRE TRACT OF LAND
MORE OR LESS, OUT OF THE H. WILLIAMS SURVEY,
BEAUMONT, JEFFERSON COUNTY, TEXAS, AS DESCRIBED
HEREIN, PRESENTLY ZONED "R-1" TO "R-2"; PRO-
VIDING FOR SEVERABILITY: AND PROVIDING A
PENALTY.
BE IT ORDAINED BY THE CITY OF BEAUMONT., TEXAS:
Section 1.
That Chapter 42 of the Code of Ordinances of Beaumont,
Texas, and in particular the boundaries of the zoning dis-
tricts as indicated upon the Zoning Map of The City of Beau-
mont, referred to in Section 42-9 thereof, is hereby amended
by changing the zoning classification of the following des-
cribed tract of land, presently zoned "R-1" Single -Family
Dwelling.Dis.tr.ict to "C-1" Neighborhood Commercial District,
to wit:
BEING a 5.38 acre tract of land, more or less, out
of the French Lands in the A. Williams League in
Beaumont, Jefferson County, Texas, and being more
particularly described as follows:
BEGINNING at an iron pipe in the east line of
the H. Williams League and in the west line of
the A. Williams League and in the center line of
a drainage ditch, said iron pipe also locating
the southwest corner of Block 11 of French
Heights Addition, same as delineated in the
replat of Block 11 of -French Heights Addition
plat that is recorded in Volume 8, Page 31 of
the Map Records of Jefferson County, Texas, said
iron pipe being the beginning reference point of
the tract of land herein described;
THENCE south 53015' east with the south most line
of said Block 11 of French Heights Addition 430.20
feet to a concrete monument for corner;
THENCE north 43038.5' east 255.33 feet to a point
in the center line of a drainage ditch on the east
line of said B1ock'll of French Heights Addition,
said point being the place of beginning of the
tract herein described;
THENCE south 53041.5' east 346.58 feet to a con-
crete monument for corner;
THENCE north 36008.5' east 70.70 feet to a con-
crete monument for corner;
THENCE south 53051.5' east 290.28 feet to a con-
crete monument for corner;
THENCE north 36008.5' east -57.35 feet to a concrete
monument for corner;
THENCE north 56013.5' east 244.46 feet to a concrete
monument for corner;
THENCE south 400 51' east 200.79 feet to a point for
corner in the center line of French Road, a sixty
(60) foot right-of-way;
THENCE in a southwesterly direction along the center
line of French Road to a point for corner, said
point being the intersection of the southeasterly
extension of the center line of the Arbor Lane sixty
(60) foot right-of-way;
THENCE in a northwesterly direction along the center
line of Arbor Lane to a point for corner in the
center line of a thirty (30) foot drainage easement,
said center line being the east line of Block 11 of
French Heights Addition, same being the most westerly
boundary of Arbor Lane;
THENCE in a northeasterly direction along the east
line of Block 11 of French Heights Addition to the
point of beginning and including one-half the abutting
street right-of-way.
Section 2.
That Chapter 42 of the Code of Ordinances of Beaumont,
Texas, and in particular the boundaries of the zoning districts

as indicated upon the Zoning Map of The City of Beaumont, re-
ferred to in Section 42-9 thereof, is hereby amended by
changing the zoning classification of the following described
tract of land, presently zoned "R -l" Single -Family Dwelling
District, "R-201 Two Family and Multiple Dwelling District,
and "C-1" Neighborhood Commercial District to 01C-1". Neighbor-
hood Commercial District, to wit:
BEING a 4.5 acre tract of land, more or less
(divided into two parts), out of Block 11 of
French Heights Addition, Beaumont, Jefferson
County, Texas, same as delineated in the replat
of Block 11 of French Heights Addition plat as
recorded in Volume 8, page 31 of the Map Records
of Jefferson County, Texas, and being more par-
ticularly described as follows:
BEING all of Lots 110, 111, 125 and 127 of.Block
11 of French Heights Addition, same as delineated
in the replat of Block 11 of French Heights
Addition plat as recorded in Volume 8, page 31
of the Map Records of Jefferson County, Texas,
and one-half of the abutting street right-of-way.
Section 3.
That Chapter 42 of the Code of Ordinances of Beaumont,
Texas, and in particular the boundarie.s of the zoning dis-
tricts as indicated upon the Zoning Map of The City of Beau-
mont, referred to in Section 42-9 thereof, is hereby amended
by changing the zoning classification of the following des-
cribed tract of land, presently zoned 1°R-1" Single -Family
Dwelling District to `°C-1" Neighborhood Commercial District,
to wit:
BEING 17.92 acres of land, more or less, being
a part of Block 10, French Heights Subdivision
and also a part of a 23.68 acre tract of the
David French Homestead Tract, a subdivision and a
homestead tract of a portion of the A. Williams
Survey, Abstract No. 385, in the City of Beaumont,
Jefferson County, Texas, accordingto a map or plat
of said subdivision and homestead tract of record
in Volume 6, page 61, of the Map Records of Jef-
ferson County, Texas, said parcel being more par-
ticularly described by metes and bounds as follows:
BEGINNING at the southwest corner of Block 105
French Heights Subdivision;

THENCE north 89049' east 392.24 feet to a point
for corner on the west right-of-way line of U.
S. Highways 69, 96 & 287 (Eastex Freeway);
THENCE north 40016'38" west with the west right-
of-way line of U. S. Highways 69, 96 and 287 a
distance of 150 feet to a point for corner;
THENCE north 33020' west with the west right-of-
way line of U. &. Highways 69, 96 and 287 a
distance of 150 feet to a point for corner;
THENCE north 25038' west with the west right-of-
way line of U. S. Highways 69, 96 and 287 a dis-
tance of 150 feet to a point`for corner;
THENCE north 15048' west with the west right-of-
way line of U. S. Highways 69', 96 and 287 a dis-
tance of 150 feet to a point for corner;
THENCE north 13027' west with the west right-of-
way fine of U. S. Highways 69, 96 and 287 a dis-
tance of 343 feet to a point for corner;
THENCE north 17054' west with the west right-of-
way line of U. S. Highways 69, 96 and 287 a distance
of 150 feet to a point for corner;
THENCE north 24058' west with the west right-of-
way line of U. S. Highways 69, 96 and 287 a dis-
tance of 150 feet to a point for corner;
THENCE north 29057' west with the west right-of-
way line of U. S. Highways 69, 96 and 287 a dis-
tance of 81.30 feet to a point for corner on the
south right-of-way line of French Road;
THENCE south 63041' west along the south right-of-
way line of French Road a distance of 932 feet to
a point for corner;
THENCE south 39041' west a distance of 84.80 feet
to a point for corner;
THENCE south 54034' east a distance of 1251.70
feet to the southwest corner of Block 10, French
Heights Subdivision, being theplaceof beginning;
Said above described parcel being the same lands
which were conveyed to S. M. King by deeds dated
December 20, 1934, and JanuaryJ23, 1935, of record
in Volume 393, pages 297 and 451, Deed Records,
Jefferson County, Texas, LESS that portion of said
lands conveyed by Margaret King; et al, to The State
of Texas for highway right-of-way purposes pursuant
to judgment entered in eminent domain proceedings,
Cause Number 21814, styled The State of Texas vs.
Margaret King, et a1, in The County Court of Jef-
ferson County -at -Law, Jefferson County, Texas, and
including one-half of the abutting street right-
of-way.

Section 4.
That Chapter 42 of the Code of Ordinances of Beaumont,
Texas, and in particular the boundaries of the zoning dis-
tricts as indicated upon the Zoning Map of The City of Beau-
mont, referred to in Section 42-9 thereof, is hereby amended
by changing the zoning classification of the following des-
cribed tract of land,.presently zoned "R-1" Single -Family
Dwelling District and "R-2" Two Family and Multiple Dwelling
District to f°R-2" Two Family and Multiple Dwelling District,
to wit:
A 72.5 acre tract of land, more or less, being all
of the following described property save and except
lots 4,5,6, and 7, Block 2 of the French Subdivision:
Beginning at the southwest corner of Lot 7, Block
3, French Subdivision in the Absalom Williams
Survey to The City of Beaumont, Jefferson County,
Texas, as recorded in Volume 8, page 160;
THENCE west along a line which is located 429.4
feet:south of and parallel to the south right-of-
way line of the Delaware sixty (60) foot right-
of-way to a point, said point being the northwest
corner of Lot 40, Block 43, Calder Place Addition,
to the City of Beaumont, Jefferson County, Texas;
THENCE north along the east right-of-way line of
21st Street to its intersection with the eastward
extension of the center line of the Hyde Park Row
sixty (60) foot right-of-way, to point;
THENCE west along the center line of Hyde Park Row
to its intersection with the center line of the
23rd Street sixty (60) foot right-of-way;
THENCE north along the centerline of the 23rd
Street sixty (60) foot right-of-way to its inter-
section with the westerly extension of the north
line of Lot 6, Block 8, Oakcliff Second Addition
to the City of Beaumont, Jefferson County, Texas;
THENCE west along a line, same being the north line
of Lot 1, Block 4, Oakcliff Second Addition to the
City of Beaumont, Jefferson County, Texas, to the
northwest corner of Lot 1, Block 4, Oakcliff
Second Addition, same point lying on the east line
of Lot 19, Block 7, Briarcliff Addition to the
City of Beaumont, Jefferson County, Texas;
THENCE north along a line, said line being the same
as the east property lines of Lots 19 through 25,
Block 7, Briarcliff Addition to the City of Beau-
mont, Jefferson County, Texas, to its intersection
with the center line of the Delaware Street sixty
(60) foot right-of-way;

THENCE in a westerly direction along the center
line of the Delaware sixty (60) foot street
right-of-way to its intersection with the center
line of the West Lucas Drive sixty (60) foot
right-of-way;
THENCE in a northerly direction along the center
line of the West Lucas Drive sixty (60) foot
right-of-way a distance of three hundred (300)
feet to a point for corner;
THENCE in an easterly direction a distance of
thirty (30) Leet to the easterly right-of-way
line of the West Lucas Drive sixty (60) foot
right-of-way for point, and, continuing in an
easterly direction along the common lot lines of
Lots six (6) and seven (7), Block thirty-one (31)'
Calder Highlands Addition a distance of 223.33
feet for point, and, continuing in an easterly
direction a distance of 223.33 feet to a point
for corner in the east line of the H. Williams
Survey, same being in the west line of the A.
Williams Survey, said point being 140 feet north
of the southwest corner of Lot five (5), Block
four (4), French Subdivision;
THENCE in a northerly direction along the east
line of the H. Williams Survey, same being the
west line of the A. Williams Survey to a point
for corner, said point being the southwest
corner of Lot one (1), Block four (4), Westmont
Addition to the City of Beaum.ont,.Jefferson
County, Texas;
THENCE in an easterly.,direction along the south
line of said Westmont Addition to a point for
corner, said point being the southeast corner of
Westmont Addition;
THENCE north 00048' west along an east line of
Westmont Addition a distance of 115 feet to a
point for corner;
THENCE south 89039' east to a point for corner
in the center line of.French Road;
THENCE in a northerly and northeasterly direction
along the center line of French Road to a point
for corner in the northerly right-of-way line of
French Road;
THENCE south 54034' east a distance of 822 feet
to.the southwest corner of Block ten (10), French
Heights Addition;
THENCE north 89049' east 392.24 feet to a point
for corner in the west right-of-way line of U. S.
Highways 69, 96 and 287;
THENCE southeasterly along the westerly right-of-
way line of U. S. Highways 69, 96 and 287 to a
point for corner in the center line of the Blackmon
Lane sixty (60) foot right-of-way;
THENCE westerly along the center line of Blackmon
Lane to a point for corner, said corner being the
intersection of the center line of -Blackmon Lane
and the northerly extension of the west line of
Lots 13-19, Block 1, Northwood Second Addition,
to the City of Beaumont, Jefferson County, Texas,
being a part of Lots 2, 8 & 9, Block 2, French
Subdivision out of the A. Williams Survey;
THENCE in a southerly direction along the west
line of above said lots of Northwood Second
Addition to the southwest -.corner of Lot 19,
Block 1 of said addition, said corner being in
the north line of Lot 20, Block 1 of said addition;
THENCE westerly along the north line of Lot 20,
Block 1 of said addition to the northwest corner
of same;
THENCE southerly along the west line of Lots
20-24, Block 1 of said addition to the northwest
corner of same;
THENCE east along the south line of Lot 24, Block
1 of said addition for a distance of 50 feet to a
point for corner;
THENCE south for a distance of 180 feet to a point
for corner, said corner being in the center line
of Delaware Street sixty (60) foot right-of-way;
THENCE easterly -:along the center line of the
Delaware sixty (60) foot right-of-way to a.point,
said point being the intersection of the northerly
extension of the west line of Lots 1-7, Block 1
of the Northwood Aadition to the City of Beaumont,
Jefferson County, Texas, being a part of Lot 2,
Block 3, French Subdivision in the A. Williams
Survey, and the center line of Delaware sixty (60)
foot right-of-way;
THENCE in a southerly direction along the west line
of Lots 1-7, Block 1 of the Northwood Addition to
the City of Beaumont, Jefferson County, Texas, to
the place of beginning, and one-half of the abutting
street right-of-way.
Section 5.
That Chapter 42 of the Code of Ordinances of Beaumont,
Texas, and in particular the boundaries of the zoning dis-
tricts as indicated upon the Zoning Map of The City of Beau-
mont, referred to in Section 42-9 thereof, is hereby amended
by changing the zoning classification of the following des-
cribed tract of land, presently zoned "R-1" Single -Family
Dwelling District to "R-2" Two Family and Multiple Dwelling
District, to wit:

BEING a tract of land containing 7.49 acres,
more or less, beginning at a point in the south
line of the Folsom Drive sixty (60) foot right-
of-way, said point being the northeast corner
of Lot one (1), Block thirty-five (35), Calder
Highlands Extension Addition to the City of
Beaumont, Jefferson County, Texas, recorded in
Jefferson County Map Records, Volume 5,page 159,
said point also being in the common line of the
east line of the H. Williams Survey and the west
line of the A. Williams Survey;
THENCE in a westerly direction along the south
right-of-way of Folsom Drive a distance of 256
feet, more or less, to a point for corner in the
east right-of-way line of the West Lucas Drive
sixty (60) toot right-of-way, said point being
the northwest corner of Lot six (6), Block
thirty-five (35), Calder Highlands Extension
Addition;
THENCE in a southerly direction along the east
right-of-way line of West Lucas Drive to a point
for corner, said point being sixty (60) feet
east of the southeast corner of Lot one (1) and
the northeast corner of Lot fifty-eight (58),
Block forty-two (42), Calder Highlands Extension
Addition;
THENCE in an easterly direction a distance of
440.68 feet, more or less, to a point for corner,
said point being in the east line of the H.
Williams Survey, same being the west line of the
A. Williams Survey, said point being 360 feet,
more or less, south of the southeast corner of
Lot one (1), Block thirty-four (34), Calder
Highlands Extension Addition;
THENCE .in a northerly direction along the east
line of the H. Williams Survey and the west line
of the A. Williams Survey to the place of beginning.
Section 6.
That ih-.:all other respects the use of the property
hereinabove described shall be subject to.all of the applicable
regulations contained in Chapter 42 of the Code of Ordinances
of Beaumont, Texas, adopted August 19, 1958, effective
October 19, 1958, as amended.
Section 7.
That the terms and provisions of this ordinance shall
be deemed to be severable, and that if the validity of the
zoning affecting any portion of the property described here-
inabove shall be declared to be invalid, the same shall not

affect the validity of the zoning of the balance of the pro-
perty described herein.
Section S.
That any person or corporation violating any of the
terms and provisions of this ordinance shall be subject to
the same penalties provided for in the said Chapter 42 of
the Code of Ordinances of Beaumont., Texas_'
PASSED by the City Council this 1-7-h. day of December,
1965.
