ENTITLED AN OR7INANCE ORDERING AN ELECTION TO BE HELD
IN THE CITY OF BEAUMONT TO DETERMINE WHETHER OR NOT SERIAL BONDS
OF SAID CITY SHALL BE ISSUED FOR THE PURPOSE OF IMPROVING, EXTEND-
ING, EQUIPPING AND REPAIRING THE PRESENT AMORT OF THE CITY OF
BEAUMONT; FOR THE PURPOSE OF BUILDING AND EQUIPPING A ColfiBINED
ASSM',IBLY HALL AND RECREATION BUILDING; SAID BONDS TO BEAR
INTEREST AT TIME RATE OF NOT MORE THAN FOUR AND ONE-HALF(42%)
PER CENT PER ANNUM. INTEREST ON ALL BONDS PAYABLE ANNUALLY -
ON THE FIRST YEAR AND SEYTI-ANNUALLY ON EACH YEAR THEREAFTER,
AND TO LEVY A TAX SUFFICIENT TO PAY THE INTEREST ON SAID BONDS
AND CREATE A SINKING FUND TO RETIRE THE SALE AT- MATURITY;
NATJING THE TIME AND PLACE OF FOLDING SAID ELECTION AND
APPOINTING OFFICERS THEREOF, AND PROVIDING FOR THE ±MANNER
OF HOLDING SAID ELECTION AND GIVING NOTICE THEREOF AND
DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COPIMISSION
OF THE CITY
OF BEAUMONT:
Section 1.
That an election be held in the City of Beaumont
on the 16th day of September, A. D., 1938, at which election
the following propositions shall be submitted.
Section 2.
Shall the City Commission of the City of Beaumont
be authorized to issue serial bonds of said City for the
following purposes and in the following amounts:
For the purpose of improving, extending,
equipping and repairing the present air...
port of the City of Beaumont :175,000.00
For the purpose of building and
equipping a combined assembly hall and
recreation build-J_ng 401000.00
The said bonds to be payable in thirty (30) annual
installments as follows:
4,000.00
each
year
for
the
first five
years;

each
year
for
the
second five
years;
7,000.00
each
year
for
the
third five
years;
118,000.00
each
year
for
the
fourth five
years;
U93000.00
each
year
for
the
fifth five
years;
410,000.00
each
year
for
the
sixth five
years.
Said bonds bearing interest at a rate of not more than four
and one-half (42 o) per cent per annum, interest on all bonds
payable annually on the first year and semi-annually on each

.year thereafter, and the City Commission shall -levy a tax
sufficient to pay the interest on all said bonds and create
a sinking Rand sufficient -to retire the same at maturity.
to -wit:
Section 3.
Said election shall be held at the following places,
In the First Ward at Junker School, Central
Fire Station and Averill School Building.
In the Second Nard at Beaumont High School
Building and City Hall.
In the Third Vlard at Sabine Pass Fire Station,
David Crockett Junior High School and South
Park Elementary School Building.
Section. 4.
The following persons are appointed judges. of their
respective voting boxes, with the authority to select and
appoint their oven clerks:
At the Jluzker School Bui lding, ' 0. A. Culmore;
At the Central Fire Station, W. S. Siler;
At the Averill School Building, A. F. Briggs;
At the Beaumont High School Building, W. N. Dawson;
At the City Hall, S. C. Falk;
At the Sabine Pass Fire Station, r�.rs. ' Ben Pipkin;
At the David Crockett Junior high School, E. J. Loew;
At the -South Park Elementary School Building, 11. T.
Wherry.
Section 5.
The question as to whether or not the City Commission
shall be authorized to issue said bonds shall be submitted in
two (2) propositions and there shall be printed on the ballot
used in said election the following:
FIRST PROPOSITION:
For the issuance of serial bonds of the City of
Beaumont in the sum of $175,000.00 for the purpose of im-
proving, extending, equipping and repairing the present air port
of the City of Beaumont.
Against the issuance of serial bonds of the City
of Beawnont in the sun of y 175,000.00 for the purpose of
improving, extending, equipping and repairing the present
air port of the City of Beaumont.
SECOND PROPOSITION:
For the issuance of :serial bonds of the City of
Beaumont in the sum of $40,000.00 for the purpose of building

and equipping a combined assembly hall and recreation building.
Against the issuance of serial .bonds of the City of
Beaumont in the sum of`40,000.00 for the purpose of building
and equipping a combined assembly hall and recreation building.
And all voters desiring to support the proposition
to issue said bonds, or any of them, shall riun a line through
or across that section of each proposition which he desires
to support reading on the ballot beginning with the words
"Against the issuance of serial bonds..."; and all voters
desiring to vote against the proposition to issue said bonds,
or any of them, shall run a line through or across that section
of each proposition which he opposes printed on the ballot
beginning with the words 11For the issuance of serial bonds ... 11
Section 6.
Said election shall be held under the provisions
of the State law governing elections and only qualified
voters who pay taxes on property in'the City of Beaumont shall
be allowed to vote at said election.
Section 7.
A. copy of this ordinance signed by the Playor of
the City of Beaumont and attested by the City Clerk of the
City of Beaumont shall serve as proper and sufficient notice
of said election., and the P.Zayor is hereby directed to cause
one each of said notices to be posted in each of the election
precincts in the City of Beaumont at each of the places designat-
ed for holding said election at least fifteen (15) and not more
than thirty (30) days prior to the date of holding said election
and the person posting said notices shall make a return on the
copy thereof showing the time and place of said posting, which
return shall be filed in the office of the City Clerk and shall
be conclusive evidence of the posting of said notices and a copy
of this ordinance shall be published on the same day in each
of two (2) successive weeks in a newspaper of general circulation

which has been continuously and regularly published in the City
of Beaumont, for a period. of one (1) year prior to the date
of the passage of this ordinance, and the date of the first
publication of this ordinance shall be not less than fourteen
(14) days prior to the date set for holding said election.
Section 3.
The fact that the present air port of the City of
Beaumont is inadequate and repairs, improvements and additions
thereto are imperatively needed to facilitate the transportation
of mails and for adequate and efficient communication and trans-
portation by air for the City of Bealamont; and an adequate
assembly hall and recreation building is badly needed for the
convenience of the people of the City of Beaumont and for the
proper recreation and amusement and training of the people of
Beaumont; each and all of which conditions create an imperative
public emergency necessitating the suspension of the rule
requiring ordinances to be read on three (3) separate days
before the passage of the ordinance, and said rule is hereby
