AN ORDINANCE
ENTITLED THE "ANNUAL APPROPRIATION ORDINANCE11 PROVIDING
FOR THE APPROPRIATION AND I9PENDITURE OF THE INCOME AND REVENUE
OF THE VARIOUS DEPARTMENTS OF THE CITY OF BEAUMONTs IN ACCORDANCE
VdUTH THE ANNUAL BUDGET HERETOFORE .ADOPTED AND APPROVED FOR THE
CURRENT FISCAL YEAR 1938-39, AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COM-ISSION OF THE CITY
OF BEAUMONT, TEXAS:
Section 1
That -there shall beand is hereby appropriated out of the
revenue derived by taxation and from the -income accruing to the
various departments of the government of the City of Beaumont, the
following sums for each department or item for which an appropriation
is required:

Section 2
There being no ordinance in effect making appropriations
for the fiscal year 1938-39, as required by the Charter of the
City of Beaumont, and -it being necessary that expenditures be
authorized in accordance with the annual budget, creates an immediate
public emergency necessitating the suspension of the rule requirir_g
ordinances to be read on three several days before passage, wherefore,
said rule is hereby suspended and. it is enacted that this Ordinance
shall be in full force and effect from -and after its passage and
publication.
Passed by the affirmative vote of all members of the City
Commission, this the 28th day of June, A. D. 1938.

ENTITLED AN ORDINANCE A IEINDING THE ANNUAL APPROPRIATION
ORDINANCE PROVIDING FOR THE APPROPRIATION .AND EXPENDITURE OF THE
INCOME AND REVENUE OF THE VARIOUS DEPARTMENTS OF THE CITY OF
BEAUMONT IN ACCORDANCE WITH THE ANNUAL BUDGET FOR THE YEAR 1938-39,
PASSED ON THE 28th DAY OF JUNE, A. D. 1938, BY THE CITY COMMISSION
OF THE CITY OF BEAUMONT, SAID .AMENDMENT PROVIDING EMERGENCY EXPENDI-
TURES TO MEET UNUSUAL -AND UNFORSEEN CONDITIONS, WHICH COULD NOT
BY REASONABLE DILIGENCE, THOUGHT AND ATTENTION, HAVE BEEN INCLUDED
IN THE ORIGINAL BUDGET FOR 1938-39, AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COIUMISSION OF THE CITY OF
BEAUMONT, TEXAS:
Section 1
That there shall be and is hereby appropriated out of the
revenue derived by taxation and operating income accruing to the
General Fund of the City of Beaumont for emergency expenditures
to meet unusual and unforseen conditions which could not by
reasonable diligence, thought and attention have been included
in the original budget appropriated to said General Fund in the
amount of $637,:2$6.83, the following sums for which an appropriation
is required:

Section 2.
The fact that special delinquent tax collection activities
have required the employment of 7additiona.l workers; the continuance
of W.P.A. and National Park Service projects are necessary to provide
needy employment and improvements; the purchase of additional fire
hose is necessary to replace that destroyed in fighting fires; the
repair of the City Hall building was required to provide:a safe
structure;:and public welfare through direct relief ;and work relief
projects sponsored by the Federal Government shall necessitate
unforseen expenditures, all of which create an emergency for the
:amendment of the 1938-39 budget, necessitating the suspension of the
rule requiring ordinances to be read on three separate days before
their passage, and said rule is hereby suspended and this ordinance
shall take effect and be in full force from :and after its passage
and lawful publication.
Passed by :an affirmative vote. of :all members of the City
Commission, this the 27th day of June, A.D. 1939•
