AN ORDINANCE
AUTHORIZING THE VACATING AND CLOSING OF THE
ALLEY LOCATED IN BLOCK THREE (3) OF THE FLORENCE ADDITION
TO THE CITY OF BEAUNONTs AND DECLARING AN EMERGENCY.
WHEREAS, a petition duly signed by L. C. Hood,
A. W. Franke, Charles Paggi and Bertha D. Paggi, independent
executors of the estate of Ed Paggi, deceased, and Bertha
D..Paggi, individually, Louise Paggi, Ruth Paggi Harder,
joined by her husband, Ray Harder, owners of all the property
located in Block No. Three (3) of the said Florence Addition
to the City of Beaumont, abutting on said alley, has been
presented to the City Commission of the City of Beaumont,
requesting that the said alley be vacated and closed.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COMMISSION OF THE CITY OF BEAUMONT:
That the alley located in Block No. Three (3)
of the Florence Addition to the City of Beaumont be, and the
same is hereby authorized to be vacated and closed'and that
the title to such alley shall revert to and become the
property of the respective owners of the land in said block
bordering on said alley, as provided by law; provided, how-
ever, that the closing of this. alley shall in no way affect
the rights of the City as to placing and maintaining therein
any sewer or water lines, or telephone, telegraph,.or
electric lines, wires, poles or cables, or any other service
or utilityof the City, or the right to grant franchises to
persons or corporations to place and maintain therein any
such sewer or water lines, or telephone, telegraph, or
electric lines, wires, poles or cables, or any other service
or utility of the City, all of which rights are hereby
reserved.
The fact that the closing of the above alley is
necessary .in. the completion of the Reed Street project,
the opening of which said street is imperatively needed to
facilitate traffic and the general convenience of the public

residing near Alice Keith Park and elsewhere in the City
of Beaumont creates an imperative public emergency, necessi-
tating the suspension of the rule requiring ordinances to
be read on three several days before the passage thereof,
and said rule is hereby suspended and this Ordinance shall
take effect from and after the date of its passage.
