BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF= BEAM101TT : Thato every grantee of a fsanchi'se from. -the City .of Beaumont, ren- dering a service to be paid for wholly, or in part by the users of such service, shall keep books of account, and scall make ..under oath stated semi-annual reports -in writing to the City Council, whioh'shall contain an accurate statement in summarized form, and also in detail of all fin- ancial receipts from all sources; and all expenditures for all purposes, together with a full statement of all assets, and debts as well as other information, as will show the financial condition of such grantee, as the City Council malt require from time to time .as provided in Section 118 of, the Charter of the City of Beatwlont. 11. Every grantee of such franchise, as set forth in Section 1. of this ordinance now doing business, in the City of Beaumont, shall. make h.Sd firsttsemi-annual report ending December 31, 1907 and shall. file said re - 'port with the City Secretary on or before, the first Tuesday in February 1908, and shall make and file with said City Secretary, said semi-annual reports on or before the first Tuesdays in Febrauary and August of each year thereafter, and it.shall be the duty of any person, firm or corpor- ation, who may hereafter receive such A franchise from the City of Beau- mont, to file semi-annual reports with said City Secretary, beginning with the first six months after establishing business under said fran- chise in said City and continuing to make and file said semi-annual re- ports as above provided. Every grantee of a franchise from the City of Beaumont, rendering a service. to'be paid for wholly, or in part by the users of such service who shall neglect, fail or refuse to make the said reports semi-annually as get forth in Sections 1 and 2 of this ordinance, shall be deemed guilty of a misdemeanor, and upon conviction in the Corporation Court of the City of Beaumont, shall_ he fined in any stun, not less than $25.00 nor more than $200.00; every day after the first Tuesday in the months of February and August of each year, that said semi-annual reports are not on file as is required in Sections 1 and 2Athis ordinance shall con- stitute a separate offense.
