APPORTIONING A TAX OF SEVENTY THREE CENTS ($.73) ON EACH
$100.00 VALUATION OF ALL TAXABLE PROPERTY W-ITHIR THE LIMITS OF THE
CITY OF BEAUMONT, TEXASAND A TAIL OF TWENTY-SIX CENTS ($.26) ON
EACH $100.00 VALUATION OF ALL -TAXABLE PROPERTY WITHIN THE OLD CITY
LIMITS OF THE CITY OF BEAUMONT, TEXAS, AS SUCH LIMITS EXISTED AT
THE TIME OF THE ADOPTION OF -THE PRESENT CITY CHARTER AND THAT PORTION
TAKEN IN IN 1923 FOR SCHOOL PURPOSES ONLY, LEVIED AND ORDERED COL-
LECTED BY AN ORDINANCE PASSED BY THE CITY COHMISSION OF THE CITY OF
BEAUMONT ON THE 27th DAY OF OCTOBER, A. D. 1931, FOR THE PURPOSE
OF PAYING THE INTEREST AND CREATING A SINKING FUND FOR THE BOND
ACCOUNTS THEREIN MENTIONED; AND DECLARING AN EMEtGENCY.
BE IT ORDAINED BY THE CITY COMMISSION OF
THE CITY OF BEAUMONT
Section 1
That the tax of Seventy-three Cents ($.73) on each $100.00
valuation of all taxable property within the limits of the City
of Beaumont heretofore levied for interest and sinking fund accounts -
other than school bond accounts, and ordered collected by an Ordinance
passed .by the City Commission of the City of Beaumont on the 27th day
of October, 1931, be and the same is hereby apportioned among the
various interest and sinking funds as follows®
To the interest and sinking fund of Abattoir Bonds #1, dated
December 1, 1911 - Two and two-tenths mills ($.0022).
To the interest and sinking fund of Airport Bonds #1, dated
July 1, 1929 - Seven and seven -tenths mills (.0077).
To the.interest and sinking fund of City Hall Bonds #1, dated
December 1, 1902 - Two and eight -tenths mills ($.0028).
To the interest and sinking fund of City Hall & Auditorium
Bonds #1, dated December 11 1926 - Two cents and eight mills ($.0280).
To the interest and sinking fund of Fair Park Bonds #1, dated
May 1, 1931 - One cent 0.0100).
To the interest and sinking fund of Fire Department Bonds 1922,
dated October 1, 1922 - Seven andfive-tenths mills ($.0075).
To the interest and sinking fund of Fire Department Bonds #2,
dated December 1, 1926 - One Cent and three and five tenths mills
($.0135) .
To the interest and sinking fund of Fire Department Bonds #3,
dated July 1, 1929 - Seven and five tenths mills ($.0075).

Section 3
That the City Tax Assessor. and Collector is hereby instructed to
pro -rate the said sums so assessed according to the provisions of this
Ordinance, and to so present his statement and report to the Director
of Finance that said officer may be able to place all collections made
under said tax to the credit of the proper fund and that the same may
not be diverted or used for any other purposes.
Section 4.
The fact that no apportionment has been made of the assessments
levied to provide for the interest and sinking fund for the bonded
indebtedness of the City of Beaumont, creates an imperative public
emergency necessitating the suspension of the rule requiring ordinances
to be read on three separate meetings -before their passage, wherefore,
said rude is suspended and this ordinance shall take effect and be in
force from and after its passage and signature of the Mayor.

FOR THE APPROPRIATION AND EXPENDITURE OF THE INCOME AND REVENUE OF
THE VARIOUS DEPARTMENTS OF THE CITY OF BEAUMONT., IN ACCORDANCE
WITH THE ANNUAL BUDGET HERETOFORE ADOPTED AND APPROVED FOR THE
CURRENT FISCAL YEAR, 1931-19329 AND DECLARING AN EMERGENCY.

Section 2.
There being no ordinance in effect making appropriations for
the fiscal year 1931-1932, as required by the Charter of the City
of Beaumont, and it being necessary that expenditures be authorized
in accordance with the annual budget, creates an immediate public
emergency necessitating the suspension of the rule requiring ordi-
nances to be read on three several days before passage, wherefore,
said rule is hereby suspended and it enacted that this Ordinance
shall be in full force and effect from and after its passage and
signature of the Mayor.

PROVIDING FOR THE LEVYING, ASSESSING, AND COLLECTING OF
AD VALOREM AND OTHER TAXES FOR THE YEAR 1931 FOR THE PURPOSE OF PRO-
VIDING A SINKING FUND TO MEET THE PAYMENT OF ALL BONDED INDEBTEDNESS
OF THE CITY OF BEAUMONT, AND THE PAYMENT OF ACCRUING INTEREST THERE-
ON; PROVIDING FOR THE SUPPORT AND MAINTENANCE OF THE CITY OF BEAU-
MONT PUBLIC FREE SCHOOLS; TO PAY THE EXPENSE OF THE DEPARTMENTS OF
THE CITY GOVERNMENT, AS NAMED IN SAID ORDINANCE, AND THE GENERAL EX-
PENSE OF THE CITY GOVERNMENT, AND APPORTIONING THE TAXES TO BE LEVIED
TO SUCH DEPARTMENTS AND PURPOSES AS SET FORTH IN SAID ORDINANCE; PRO-
VIDING FOR THE PAYMENT OF OCCUPATION TAX, AND DECLARING AN EMERGENCY..

within and comprising that portion of the City of Beaumont lying out-
side of the old city limits described in Section.l hereof, in the
City of Beaumont made taxable by law, which said taxes when collected
shall be according to Section 16 of the Charter of the City of Beau-
mont apportioned among the funds and departments of the City Govern-
ment of the City of Beaumont, and for the purposes hereinafter set
forth, as follows: to-wit:

Section 3.
That there shall be and is hereby levied and shall be
assessed and collected for the year 1931, a school maintenance tax
of 6757-' on each $100.00 worth of property in the territory taken in-
to the City of Beaumont for school purposes only, by the City Comali-
ssion of the City of Beaumont by ordinance passed the 27th day of
November, A. D. 1923, and thshall be and is hereby levied and
shall be assessed and collected for the year 1931 atax of 26' on each
$100.00 worth of said property to take care of the interest and sink-
ing fund on the school bonded indebtedness of the City of Beaumont.
Said tax is hereby.levied and shall be assessed and collected for said
year on all property in the territory taken in by the City of Beau-
mont for school purposes only, by an ordinance passed by the City
Commission of said City, on the 27th day of November, A. D. 1923, said
territory being known as a portion of what is commonly called the French
School District.
Section 4.
That there shall be and is hereby levied and there shall be
collected on all occupations and callings on which an occupation tax
is levied by the State of Texas, a sum equal to one-half of the amount
so levied by the State of Texas... on each respective occupation or call-
ing in the City of Beaumont.
Section 5.
There being no Ordinance in: effect levying the taxes for
the year 1931, and the taxes for said year will soon become due and
payable, an immediate public emergency exists, necessitating the sus-
pension of the rule requiring ordinances to be read on three separate
days before passage, wherefore, said rule is hereby suspended and it
is -enacted that this Ordinance shall be in full force and effect from
and after its passage and signature of the Mayor,
