15th, 1900, and granting such Company an extension of time
until October 1st, 19, 2 to complete same.

shall be required to be constructed by said Beaumont Street
Raili7ay Company as one of the conditions of said ordinance.

Gentlemen,
Enclosed we-111)eg leave to present the letter of Messy Farrar
Jonas & Kruttso hnitt-, attorneys f or Southern Trust & Banking C -o. , of
New Orleans, la, with whom the Beaumont Street Railway are negotiating
for an advance on their bonds of fifty thousand dollers, which amount
will complete and equip a first class senric e for the people of Beau-
mont.

the system -which you granted at a former meeting and which is con-
tained _ in the present draft of ordinanc e which we, ask your honorable
body to pass. The Southern Trust and Banking Co. hov7e7er *ft itI-:us to
hav-e ample time in which to complete the work so as -,,to make them abA
solutely secure, and for this reason we ask for the passage of the
enclosed _ ordnance.
All the orders for material for the completion and equip-
ment of the Beaumont Street Railway are now placed subject to delivery
not
later than June
Fifteenth,
so that there is
no reason why we -can-
not
get the road in
operation
by the first day
of July,
We further wish to say on this matter, that there has been
some talk on the streets that we intended t'o purchase -second hand
machinery and power f or the plant-, and we .now deny that we ever had
such intention. The Beaumont Street Railway Company will have its
own power house and machinery and that its cars will be new and
the best we can buy.
Hoping that your Honorable Body will favor us with the
granting of the enclosed ornance we -remain,

Having been sent here by the Southern Trust & Banking
Co., of New Orleans, which has agreed to make you a loan of $50,000
f or the purpose of completing your Street Railways in the City of
Beaumont, subject to our approval of your titles and franchises, we
beg leave to say that, our favorable report would be dependent upon
the passage b9 the Council of the City of Beaumont of the enclosed
ordnance approving your routes and granting you an extension of time
until October lst.
We have examined the proceedings of the: City Council ap-
proving these routes and granting you time until August 1st, and they
do not come up to what we think they ought to be. We have no doubt
of your ability to finish the route by August lsts but strikes may
core and accidents may happen which we cannot foresee, and we -there-
fore think that it is extremely advisable to have this formal exten-
sion although, from what you say, it is highly probable that the route
would be completed and in operation even before the 1st of August.
We have no doubt thht the Council of the City of Beaumont
will pass this ordnance, particularly when they know that by such pas-
sage you will. be practically put into possession of funds to fin-:
ish your route and to buy your equipment.
