In connection with the accompanying veto and in conformity with
the informal sugf estion of your honorable Body at your last, meeting,
T herewith hand you an Ordinance proposing .an wnendment to certain
Articles of the present Dog Law. While, as I have before stated,.
we are getting alone, in a, very satisfactory way tender the present
la,w aid I do not dee7ni the amenctment as herewith proposed as
absolutely necessary, still this amendment will supply what .:night
be construed as a defect in the present law and make.the law more
clear and complete.

Article 345. There shall be' provided in the Pub,lic Pound a
compartment suitable for the conf ining of dogs, and all dogs found
running at large for which a license has not been issued an,d to which
dog there shall be not -attached the tin plate or medal, as provided in
th-- preceding Article, . and which 'shall be found running at. large
contrary to the provisions of this Chapter, -shall /be take impounded
and disposed of by the Stock Policem=en, as hereinafter provided.
Article 346. T shall be duty of the Stock Policemen to
take up and impound all do found r nning at large contrary to the
provisions of this Chapter and o r�spound sate. in the Public Pound.

_Article 349.- Any person who shall violate either 'of the
next two preceding. Articles of this Chapter shall be fined not less
tha One nor more than ?Fifty Dollars.

��Arti,a.l�e350�. All moneys collected by the Stock Policeman
under the provisions of this Chapter shall be paid over to' 'the City
Treasuer for the use of the City. The Chief 'Stock Policezian shall make
reports to the Iyor and to the City Council, showing the. number of
dogs impounded and the disp os it ion made of same, in the same manner
as shall be provided in Article 529, Chapter .: � i7, of the Ordinances
of the City, but said report shall be separate from the Stock Report.

name, to destroy any dog found runningat large in violation of such

This Ordinance shall take effect imediately upon its passage
by the City Council and publication as required by law.

I herewith return to you with my veto' thereon an Ordinance
passed at tho last session of your body knovm as the. Revised Dog
-Ordinance. 11y reasons for this action are, as follows:
1. We are getting along very satisfactorily under the present
dog laws and I do -not think this nev; lav as proposed viould be �r in
its pract cal,,opera.t dr.',a ni terial improvement over zhe--preaent-
system.
2. We are now it the mi&t of the dog -killing Ecod ianpoLc,-iding
season and the public now understands the present system very yell
anA I do not consider it. a good ,' idea.. to , make the change s in the laid'
as proposed in this Revised Ordinance just at this; tide.
3. Z think that part of the lay; requiring daily reports to
the Tax -Collector by the Stock Policeman end rewiring the Tam Co]:
lector to issue receipts far . impounding fees imposes burd'e.nsome
duties on the Tax Collector vihich it vrould be difficult for him to
carry out, and fur,,thermore, I think it doubtful if the Council has.
the autiaority, to placd such ma-tt-ers in.- his _ha.nds 'and ccaupel-- him to
perform such duties.
4. I have- this day vetoed an Ordinance passed at your last
session.known as' 11evised .Stock Ordinance which stock ordinance
provided for the appointment, etc., of certain stock policemen and
this dog ordinance-imaoses certain duties on the stock policemen in
the stock lavi provided for and, my ,veto of the stock ordinance
necessitates the veto of this ' ordinance as this law could not be
-put into operation Unless the, stock ordinance became a last.
