TEXAS
TO: City Council
FROM: Kyle Hayes, City Manager
PREPARED BY: Dr. Joseph Majdalani, Public Works Director
MEETING DATE: October 2, 2018
REQUESTED ACTION: Council consider amending Section 20.03.003 of the Code of
Ordinances that will establish speed zone boundaries and the speed
limit on one (1) particular section of Major Drive.
BACKGROUND
The Texas Department of Transportation (TxDOT) performed a traffic survey of Major Drive
from Folsom Drive to Dishman Road due to multiple residents requesting an evaluation of the
speed limit. The 2017 crash rate for this section of road described above is 158.57, nearly three
(3) times the statewide average of 55.88 for similar roadways.
Administration and TxDOT propose the speed zone boundaries and speed limit for these sections
of Major Drive be amended under the schedule Chapter 20 Section 20.03.003 to read as follows:
Street Limits of Zone Direction of Travel
Major Drive (c) From the centerline of State North and South
Highway 105 to a point 225 feet
north of the centerline of Folsom
Drive.
(d) From a point 225 feet north North and South
of the centerline of Folsom Drive
to a point 158 feet south of the
centerline of Dishman Road.

The Honorable Becky Ames
Mayor, City of Beaumont
P.O. Box 3827
Beaumont, Texas 77704-3827
Dear Mayor Ames,
We recently reviewed the last three year's crash rate against the statewide averages and
noticed that the crash rate is almost three times higher than the statewide average.
We have prepared and attached for your review a new proposed Speed Zone Strip Map to
reduce the speed zone on FM 364/ Major Drive between Delaware Street and Folsom Drive.
Attached are two (2) copies of the new Speed Zone Strip Map.
Please have the City of Beaumont execute an ordinance making the speed zones enforceable.
Please send the original ordinance, affixed with the City Secretary's seal, back to us for our
further handling.
Your assistance in this matter is appreciated. If you have any questions, please contact me at
(409) 8960266.

Ted Clay, P.E.
