The City Council of the City of Beaumont, Texas, met in a regular session in strict compliance with
the Texas Open Meetings Act, Texas Government Code, Chapter 551 on December 19, 2017, at
the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Ames called the council meeting to order at 1:30 p.m.
Councilmember Audwin Samuel gave the invocation. Jayla Franklin led the Pledge of Allegiance.
Roll call was made by Tina Broussard, City Clerk.
Present at the meeting were Mayor Ames, Mayor Pro Tem Wright, Councilmembers Jordan, Getz,
Pate, Samuel and Mouton. Also present were Kyle Hayes, City Manager; Tyrone Cooper, City
Attorney; Tina Broussard, City Clerk.
Proclamations, Presentation, Recognitions
"Recognitions" - Stacey Lewis, City of Beaumont Recreation Manager, recognized
members of the City's Recreation Track Clubs Male and Female Athlete of the Year to
Council, Female Athlete of the Year was Jayla Franklin and Male Athlete of the Year was
Hunter Denton
Mayor Ames read the announcement regarding Executive Session being held at the
conclusion of the General Business portion of the meeting.

Councilmember Getz moved to approve the Consent Agenda. Councilmember Mouton
seconded the motion.

GENERAL BUSINESS
Consider a resolution authorizing the City Manager to award a bid to ALLCO, LLC of
Beaumont for the Dowlen Road Project (Hwy 69 Frontage Road to 1,300 -ft north of College
Street).
On June 20, 2017, by Resolution No. 17-124, City Council authorized the City_Manager to
execute Amendment No. 2, to the Advanced Funding Agreement with the Texas Department
of Transportation (TxDOT) to change the scope of work for the Dowlen Road Project.
Dowlen Road is a heavily traveled, four (4) lane roadway, that requires minor concrete repair
and resurfacing, sidewalks and ADA ramps at various locations. TxDOT has approved the
City of Beaumont Construction Plans and Specifications per federal and state requirements.
The Engineering Estimate is $3,200,000.00.
On October 26, 2017, bids were solicited for furnishing all labor, materials, equipment, and
supplies for the project. Three (3) bids were received as indicated in the table below:

Pamela Dodson, dba LD Construction's bid was found to be Non -Responsive due to not
being a Pre -Qualified Contractor with TxDOT as required in Item 2L, of the Instructions to
Bidders. Oldcastle Materials Texas, Inc., dba Gulf Coast an Oldcastle Company's bid was
found to be Non -Responsive due to Bid Item 500 Mobilization exceeding 10%. The Public
Works Engineering Staff recommends this project be awarded to ALLCO, LLC as the lowest,
responsive bidder in the amount of $3,211,284.00. A total of 300 calendar days are
allocated for completion of the project.
Funds will come from the Department of Transportation Federal Highway Administration in
the amount of $2,569,027.20 and the remaining $642,256.80 from the Capital Program.
Approval of resolution.
Councilmember Jordan moved to APPROVE A RESOLUTION THAT THE CITY COUNCIL HEREBY
APPROVES THE AWARD OF A CONTRACT TO ALLCO, LLS, OF BEAUMONT, TEXAS, IN THE AMOUNT OF
$3,211,284.00 TO FURNISH ALL LABOR, MATERIALS, EQUIPMENT AND SUPPLIES FOR THE DOWLEN
ROAD (Hwy 69 FRONTAGE ROAD TO 1,300 FT. NORTH OF COLLEGE STREET) PROJECT AND THAT THE
CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE A CONTRACT WITH ALLCO, LLC, OF
BEAUMONT, TEXAS. Councilmember Getz seconded the motion.

Spoke regarding trash and debris that is being dumped illegally, stated that he has
complained to Clean Community on three different occasions, there's a group of citizens that
are dumping debris in a ditch at the corner of Avenue C and Forsythe, also gave the address
where the citizens live that are dumping the debris, asked -that someone look into this matter
