REQUESTED ACTION: Council consider a resolution opposing the removal of the Brooks
Road Overpass.
BACKGROUND
As part of the IH -10 from FM 365 East to Walden Road Project, TxDOT is considering
removing the Brooks Road Overpass. Some of the negative impacts to the proposal would be:
• Restricting 2.2 miles of frontage road and 900 acres of land for future development.
• Due to limitations of the current drainage infrastructure northwest of the City along
SH 105, future development of the City may shift to both sides of IH -10 between Walden
Road and Major Drive. Brooks Road Overpass will be vitally important to serve future
development in the area.
• Limited access to the BISD football stadium with a capacity of 10,600 located at the
south side of IH -10.
• Limited access to the Ford Park area where the South Texas State Fair and numerous
other events are held annually.
• Increase in emergency response times for current and future developments in the area.
FUNDING SOURCE
Not applicable.
RECOMMENDATION
Approval of resolution.
RESOLUTION NO.
WHEREAS, as. part of the IH -10 from FM 365 East to Walden Road Project,

WHEREAS, removal of the Brooks Road Overpass would restrict 2.2 miles of
frontage road and 900 acres of land for future development; and,
WHEREAS, due to limitations of the current drainage infrastructure northwest of

annually; and,

response times for current and future developments in the area; and,
WHEREAS, the City Council is of the opinion that it is in the best interest of the
citizens of the City of Beaumont to oppose the removal of the Brooks Road Overpass;
NOW, THEREFORE, BE IT RESOLVED
BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the statements and findings set out in the preamble to this resolution are hereby,
in all things, approved and adopted; and,

THAT the City Council opposes the removal of the Brooks Road Overpass.
The meeting at which this .resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.

Council consider a resolution authorizing the City Manager to
award a bid to ALLCO, LLC of Beaumont for the Dowlen Road
Project (Hwy 69 Frontage Road to 1,300 -ft north of College Street)
On June 20, 2017, by Resolution No. 17-124, City Council authorized the City Manager to
execute Amendment No. 2, to the Advanced Funding Agreement with the Texas Department of
Transportation (TxDOT) to change the scope of work for the Dowlen Road Project.
Dowlen Road is a heavily traveled, four (4) lane roadway, that requires minor concrete repair
and resurfacing, sidewalks and ADA ramps at various locations. TxDOT has approved the City
of Beaumont Construction Plans and Specifications per federal and state requirements. The
Engineering Estimate is $3,200,000.00.
On October 26, 2017, bids were solicited for furnishing all labor, materials, equipment, and
supplies for the project. Three (3) bids were received as indicated in the table below:

Pamela Dodson, dba LD Construction's bid was found to be Non -Responsive due to not being a
Pre -Qualified Contractor with TxDOT as required in Item 2L, of the Instructions to Bidders.
Oldcastle Materials Texas, Inc., dba Gulf Coast an Oldcastle Company's bid was found to be
Non -Responsive due to Bid Item 500 Mobilization exceeding 10%. The Public Works
Engineering Staff recommends this project be awarded to ALLCO, LLC as the lowest,
responsive bidder in the amount of $3,211,284.00. A total of 300 calendar days are allocated
for completion of the project.

RECOMMENDATION

BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF BEAUMONT:

THAT the City Manager be and he is hereby authorized to execute Amendment No. 2 to
the Local Transportation Project Advanced Funding Agreement with the Texas
Department of Transportation (TxDOT) for the Dowlen Road Extension Project, which
defines the scope of work, constructing a roadway overlay and sidewalks at various
locations on Dowlen Road from US 69 south to 1,300 feet north of US 90; and, the
construction of and extension of several left and right turn lanes on Dowlen Road within
these limits. The amendment is substantially in the form attached hereto as Exhibit "A"
and made a part hereof for all purposes.

BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Council hereby approves the award of a contract to Allco, LLC, of
Beaumont, Texas, in the amount of $3,211,284.00 to furnish all labor, materials,
equipment, and supplies for the Dowlen Road (Hwy 69 Frontage Road to 1,300 ft. north
of College Street) Project; and,
BE IT FURTHER RESOLVED THAT the City Manager be and he is hereby
authorized to execute a Contract with Allco, LLC, of Beaumont, Texas, for the purposes
described herein.
The meeting at which this resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.
