Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on June 20, 2017, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 3:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda item No. 1 &2/Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 3:30 p.m. Terrell Wilson, Associate Pastor of Cathedral of Faith Baptist Church gave the invocation. Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Councilmembers Jordan, Getz, Pate and Samuel. Absent: Mayor Pro Tem Mouton, Councilmember Wright and Kyle Hayes, City Manager. Also present were Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Mayor Pro Tem Mouton and Councilmember Wright were out of town for a Conference and Kyle Hayes, City Manager was on vacation. Proclamations, Presentations, Recognitions "Presentation" - Mayor Ames present a key to the City of Beaumont to Sean Aaron Carmon, Sean was born in Beaumont, attended Beaumont Schools, graduating from Ozen High School and has been very successful in the world of "Dance". Sean introduced his parents along with friends and family Recognition — City Employees with 25, 30, 35 and 40 years of Service. None CONSENT AGENDA * Approval of minutes — June 6, 2017 * Confirmation of committee appointments — None A) Approve the purchase and installation of pumps for two underpasses — Resolution 17-118 B) Approve the award of contracts for the purchase of medical supplies used in the EMS Division — Resolution 17-119 C) Approve the purchase of LED Lighting for various roadways — Resolution —17-120 D) Authorize the City Manager to sign a Memorandum of Understanding with the South East Texas Regional Planning Commission related to emergency notifications — Resolution —17- 121 E) Approve a resolution adopting the 2017 Jefferson County Mitigation Action Plan — Resolution —17-122 Councilmember Samuel moved to approve the Consent Agenda. Councilmember Pate seconded the motion. AYES: MAYOR AMES, COUNCILMEMBERS JORDAN, GETZ, PATE AND SAMUEL NAYS: NONE MOTION PASSED GENERAL BUSINESS 1. Consider a resolution approving the award of contracts for temporary personnel services for various departments. Minutes — June 20, 2017 Specifications for the contract require temporary staffing agencies to provide pre-screened and qualified individuals on an on-call and as -needed basis. Temporary employees must pass a drug screen and a criminal background search prior to being assigned to the City. The contract specifications requested firm hourly prices inclusive of wages, benefits, testing, screening, workers compensations, taxes, and agency fees. Seven (7) vendors were solicited and four (4) vendors submitted bids for an annual contract to provide temporary personnel services to fill positions in business offices, skilled and unskilled laborers, equipment operators, and Licensed Vocational Nurses (LVN). Administration recommends awarding of this bid in the primary, secondary and tertiary format as the best value to the City. Administration recommends the award of annual contracts to Advanced Staffing Inc. of Beaumont, as the Primary vendor; American Personnel & Temps of Beaumont, as secondary vendor; and to Personnel Staffing Inc. of Beaumont, as tertiary vendor. Total estimated value of $1,117,715.93 is based on actual billed hours over the past twelve (12) months for each labor skilled group. General Fund (42%), Water Utilities Fund (46%) and Solid Waste Fund (12%). Approval of resolution. Councilmember Samuel moved to APPROVE A RESOLUTION THAT THE BID SUBMITTED BY ADVANCE STAFFING, INC., OF BEAUMONT, TEXAS, AS PRIMARY VENDOR; AND THE BID SUBMITTED BY AMERICAN PERSONNEL AND TEMPS, OF BEAUMONT, TEXAS, AS SECONDARY VENDOR; AND, THE BUD SUBMITTED BY PERSONNEL STAFFING, INC; OF BEAUMONT, TEXAS, AS TERTIARY VENDOR, FOR AN ANNUAL CONTRACT TO PROVIDE TEMPORARY PERSONNEL SERVICES FOR THE CATEGORIES AND AT THE HOUR RATES BE ACCEPTED AND THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE A CONTACT WITH ADVANCE STAFFING, INC., AMERICAN PERSONNEL AND TEMPS, AND PERSONNEL STAFFING, INC, ALL OF BEAUMONT, TEXAS. Consider a resolution authorizing the City Manager to execute Amendment No. 2 to the Local Transportation Project Advanced Funding Agreement with the Texas Department of Transportation (TxDOT) for the Dowlen Road Extension Project. On February 28, 2017, by Resolution No. 17-046, City Council authorized the City Manager to execute Amendment No. 1 to the Local Transportation Project Advanced Funding Agreement with the Texas Department of Transportation (TxDOT) for the Dowlen Road Extension Project. Amendment No. 2 defines the scope of work as the construction of a roadway overlay and sidewalks at various locations on Dowlen Road from US 69 south to 1,300 feet north of US 90, and construction of an extension of several left and right turn lanes on Dowlen Road within these limits. The estimated construction cost is $3,626,917 with the estimated City of Beaumont share at $692,240. Capital Program. Approval of resolution. Councilmember Getz moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE AMENDMENT NO. 2 TO THE LOCAL TRANSPORTATION PROJECT ADVANCED FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) FOR THE DOWLEN ROAD EXTENSION PROJECT, WHICH DEFINES THE SCOPE OF WORK, CONSTRUCTING A ROADWAY OVERLAY AND SIDEWALKS AT VARIOUS LOCATION ON DOWLEN ROAD FROM US 69 SOUTH TO 1,300 FEET NORTH OF US 90; AND THE CONSTRUCTION OF AN EXTENSION OF SEVERAL LEFT AND RIGHT TURN LANES ON DOWLEN ROAD WITH THESE LIMITS. LONNIE HOWARD TALKED ABOUT TWO STATISTICS, THE FIRST WAS THAT THE INSTITUTE HAS EXPERIENCED A 3% DOWN TURN IN THEIR ENROLLMENT AND A 14% DOWN TURN IN THE ENROLLMENT OF BLACK STUDENTS, IN VIEW OF OTHER STATICS THAT POINT TO ADVANCED EDUCATION REDUCING THE INCIDENCES OF VIOLENT CRIMES ETC., STATED THAT SHE THINKS IT'S IN THE BEST INTEREST OF EVERYBODY TO TALK TO AND PRESSURE ANY ONE THAT CAN BE INFLUENCED TO GET THESE KIDS IN SCHOOL AND TO LEARN A TRADE, TO GET A DEGREE ETC., THE ENTIRE CITY WOULD BENEFIT FROM THIS COUNCILMEMBER GETZ - STATED THAT THERE ARE SOME TROUBLING THINGS GOING ON IN THE CITY, COMMENTED ON THE SHOOTINGS THAT OCCURRED IN THE NORTH AND SOUTH ENDS, STATED THAT HE KNOWS THAT THE POLICE DEPARTMENT IS DOING ALL THAT THEY CAN TO CATCH THESE CRIMINALS, THINKS THERE NEEDS TO BE MORE BOOTS ON THE GROUND, ANNOUNCED THE DOWLEN/WEST NEIGHBORHOOD ASSOCIATION MEETING ON TUESDAY, JUNE 20, 2017, THEY WILL BE TALKING ABOUT HURRICANE PREPAREDNESS, ANYONE THAT WANTS TO ATTEND CAN, THE MEETING STARTS AT 6:00 P.M., AT THE ROGERS PARK COMMUNITY CENTER COUNCILMEMBER WRIGHT - ABSENT COUNCILMEMBER PATE - COMPLEMENTED PARKS AND RECREATION FOR THE GREAT JOB THEY DID FOR THE JUNETEENTH CELEBRATION, IT WAS VERY WELL ATTENDED, ALSO SPOKE ABOUT THE ISSUE AT LAMAR INSTITUTE OF TECHNOLOGY, AS WELL AS LAMAR UNIVERSITY THAT HAS ONE OF THE LOWEST STUDENT LOAN RATES COUNCILMEMBER SAMUEL - COMPLIMENTED PARKS AND RECREATION FOR A GREAT JOB THEY DID FOR THE JUNETEENTH CELEBRATION, AS WELL AS THE SOUTH END COMMUNITY THAT PUT SOMETHING TOGETHER ON THEIR OWN AT CHARLTON POLLARD PARK, IT WAS WELL ATTENDED, CONGRATULATED THE NAACP FORASUCCESSFUL BANQUET, THE KEYNOTE SPEAKER WAS DR.
