Within our current level of capability and when covered by the appropriate legal
protection and approvals, we do our best to assist neighboring jurisdictions when requested and
in turn, to request assistance from them when the situation warrants.
II. Purpose
The purpose of this policy is to define the proper processing, approval, and deployment
of resources for major regional incidents that require activation of the Sabine -Neches Chiefs
Association.
III. Goals
The goals of this policy are to:
A. Detail how and who may submit a valid request for Sabine -Neches Chiefs
Association activation.
B. Describe the information dispatchers must obtain when processing a Sabine -
Neches Chief s activation request.
C. Detail the proper procedures for notifying the Sabine -Neches Chiefs Association
Board of Directors when a call for activation is received.
D. Detail post -activation notification responsibilities.
IV. Definitions
A. Sabine -Neches Chiefs Association (SNCA) — The purpose of the SNCA is to
unite regional organizations in Jefferson, Hardin and Orange counties so that
resources and incident management assistance is provided to member
organizations in the event of a major incident. The SNCA was established
February 9, 1949 and includes members of governmental agencies, industrial
manufacturing facilities, public utilities, pipeline companies, petro -chemical
storage facilities, profit/non-profit entities, community service organizations,
vendor/sales companies, and for-profit contractual services.
B. Emergency Notification Center — Primary answering point for receiving calls
for activation of the Sabine -Neches Chief Association.
C. Mutual Aid Given — BFRS response resources provided to assist another
jurisdiction.
D. Mutual Aid Received — Response resources from another jurisdiction deployed
to assist BFRS response resources.
V. Processing & Deployment of SNCA Activations
A. The official Emergency Notification Center of the SNCA is the BFRS Fire -EMS
Communications Center. The City of Beaumont 9-1-1 Communications Center
will serve as the secondary or backup SNCA Emergency Notification Center.
B. All requests for assistance from SNCA members shall be made through the BFRS
Fire -EMS Communication Center. The notification can be made using the official
SNCA Emergency Contact number (409-838-6371), radio, or best possible
means.
C. External Agency Activation of the SNCA
The Call Taker will obtain the following information from the caller
when an external request for Sabine -Neches Chiefs activation is made:
a. Location and type of emergency
b. What agency is the First Responder for this location?
(Ex. ESD 1, Port Arthur FD)
c. Have resources already been requested from the First
Responder agency. (This will reduce possible duplication of
requests.)
d. Apparatus, equipment, materials or personnel needed
e. Requesting agency/entity
f Name of person making the request (Contact)
g. Contact's phone number
h. Operations Frequency or Talk Group to be used (if established)
i. Location of Staging Area (if established)
j . Staging Area Contact Number (if established)
k. Name of Staging Area Manager (if established)
1. Staging Area Radio Frequency/Talk Group to be used (if
established)
D. The Dispatch Supervisor will insure contact with the SNCA President to
communicate the information above. If unavailable, the he/she will attempt to
make contact with the following SNCA board members (in priority order):
1. Vice President
2. Secretary

3. Sergeant -at -Arms
4. At -Large Director

E. Only a responsible official representing the member agency/entity involved in the
incident shall initiate requests for SNCA activation.
1. Responsible officials are the representatives designated on the SNCA
emergency contact information list.
2. If a question arises as to the status of a person requesting activation, the
Dispatcher will complete the information collection and transfer process
outlined above.
3. The SNCA President or Board member receivin- the activation request
has the responsibility of determining the validity of the activation
request.
F. When validated, the Dispatch Supervisor will insure that a general broadcast on
the appropriate common SNCA radio frequencies/talk groups is made advising
members of the reported emergency and SNCA activation. An alert tone or verbal
distinction will be broadcast prior to the information to assist in distinguishing an
official SNCA activation from normal traffic.
G. The Dispatch Supervisor will then adhere to SOG 501.06 Mutual Aid to
communicate the activation and obtain a disposition and approval for the level of
resource that BFRS may be able to provide (mutual aid given).
H. Based on the extent of the emergency, or the duration of the event, the Dispatch
Supervisor can request a member of the SNCA Board to:
Coordinate requests and deployment of regional resources as needed
from his/her current location.
2. Physically respond to the BFRS Fire -EMS Communication Center to
coordinate requests and deployment of regional resources.
I. The Emergency Notification Center will monitor the Command frequency for the
duration of the incident, and make additional notifications as necessary.

J. The Incident Commander/Authorized Official will advise the Emergency
Notification Center when the incident has terminated. Upon receipt of the
information, the Dispatch Supervisor will broadcast an "All Clear" on the
appropriate common SNCA frequencies.
K. BFRS Activation of the SNCA
The Dispatch Supervisor will insure that:
a. The Assistant Chief, Fire Chief and Logistics -Services
(Communications) Chief are notified by phone as soon as possible
after a request for BFRS activation of the SNCA is made.
b. The information in C.1 above is compiled and communicated.
c. SOG 501.06 Mutual Aid is followed to pertaining to mutual aid
received.
d. All duties outlined in Section V. above relating to processing and
deployment of SNCA activations are completed.
L. After the event has been terminated, the Dispatch Supervisor will insure that a
Chief's Report has been submitted via email for all activations of the SNCA.
