Within our current level of capability and when covered by the appropriate legal
protections and approvals, we do our best to assist neighboring jurisdictions or agencies when
requested.
II. Purpose
The purpose of this policy is to define the proper processing of requests for services
within the boundaries of the City of Beaumont's extra -territorial jurisdiction (ETJ) and contract
service areas.
III. Goals
The goals of this policy are to:
A. Detail guidelines and associated responsibilities for general call processing and
response within the ETJ and contract service areas.
B. Communicate listings of current contracts by type of contract.
IV. Definitions
A. Agency -Direct Mutual Aid — Deployment of response resources between
individual agencies (mutual aid given or received), based on two types of
agreements:
1. Mutual Aid Agreements
2. Memorandums of Understanding (MOU).
B. Contract Service Area — geographical response areas which are covered by
BFRS resources based on direct Extra -Territorial Jurisdiction (ETJ) Contracts.
C. Industrial District Agreements — also called Payment in Lieu of Taxes (PILOT)
agreements, these are developed with industries located within the City's ETJ to
provide either primary or secondary fire response coverage. These agreements
provide incentives for expansion that encourage economic development,
including job growth.
D. Extra -Territorial Jurisdiction (ETJ) — unincorporated land within five miles of
the City of Beaumont's full purpose city limits that is not within the city limits or
ETJ of another jurisdiction.
E. Extra -Territorial Jurisdiction (ETJ) Contracts — contracts entered into with
public or private entities within the ETJ for the provision of primary or secondary
fire response coverage.
F. Mutual Aid Given — BFRS response resources provided to assist another
jurisdiction.
G. Mutual Aid Received — Response resources from another jurisdiction deployed
to assist BFRS response resources.
V. General Call Processing & Response in the ETJ and/or Contract Service Areas
A. This guideline DOES NOT apply to calls related to:
1. Agency -direct mutual aid (see SOG 501.04)
2. Activation of the Sabine -Neches Chiefs Association (see SOG 501.05)
B. The Call Taker will collect the following information from the caller requesting
services within the general ETJ or contract service area:
1. Location and Type of Emergency
2. Requesting Agency/Entity
3. Name of Caller/Contact
4. Contact Phone Number
5. Incident information appropriate for the type of emergency
6. Operations Frequency or Talk Group to be Used (if established)
7. Location of Staging Area (if established)
8. Staging Area Contact Number (if established)
9. Name of Staging Area Manager (if established)
10. Staging Area Radio Frequency/Talk Group to be Used (if established)
C. The Dispatch Supervisor is responsible for:
1. Insuring deployment of approved resources only outside the City limits.
Resources are approved to respond outside the City only through:
a. Adherence to approved Standard Operating Guidelines,

b. Pre -Authorization of the Assistant Chief or the Fire Chief.
2. Monitoring the status of units deployed outside the City limits on the
applicable radio frequency/talk group.
3. Notifying the Assistant Chief and Fire Chief by phone or text message
any time available resource levels drop below four apparatus (three or
less in-service inside the City.
D. The RankiW O icer deployed outside the City limits will:
Be responsible for the safety of BFRS personnel, whether operating as
under a single command or as a part of a unified command operation.
2. Determine whether the incident is outside the boundaries of the ETJ or
contracted areas.
a. If deployed units have reached the boundaries of the ETJ and have
not visually located the incident, the Officer -in -Charge should:
1. Notify the Dispatcher Supervisor that they are unable to
locate and request additional location information.
2. If no additional information is available, or if the incident is
actually outside the ETJ or contract service areas, deployed
units will code in-service and return to their station.
b. EXCEPTION: If deployed units have reached the boundaries of
the ETJ and can see the emergency scene, they may continue on to
provide assistance. If this situation occurs, the incident should be
turned over to the appropriate jurisdiction as soon as feasible, and
units returned to the City as soon as possible.
3. Notify the Dispatch Supervisor should the frequency/talk group that they
are operating on be changed after deployment.
4. Insure efficient and effective operations so that units may be returned to
service within the City limits as quickly as possible.
VI. Deployment Guidelines & Approved Exceptions
A. The Dispatch Supervisor will insure that deployments within the ETJ and contract
service areas are processed according to the guidelines outlined in the following
matrix:
